【摘要】：近十年來,網(wǎng)絡(luò)新媒體的快速興起引發(fā)全球的廣泛矚目。在席卷中東、北非的“阿拉伯之春”運(yùn)動(dòng)中,在蔓延歐洲的街頭騷亂背后,網(wǎng)絡(luò)新媒體的影響力隨處可見。許多微小的輿論“火星”,經(jīng)由新媒體平臺(tái)的傳播和催化,迅速演變?yōu)椤傲窃蠡稹卑愕墓草浨槲C(jī)。世界各國的政府部門都感受到網(wǎng)絡(luò)輿情對(duì)公共管理的巨大挑戰(zhàn)。隨著經(jīng)濟(jì)社會(huì)的發(fā)展和對(duì)外交往的增加,肩負(fù)進(jìn)出境監(jiān)督管理職責(zé)的中國海關(guān),也日益受到公眾的關(guān)注和網(wǎng)絡(luò)輿情的影響。在"iPad征稅”等輿情危機(jī)事件中,海關(guān)的輿情應(yīng)對(duì)和危機(jī)管理暴露出一系列問題和不足,并對(duì)海關(guān)的執(zhí)法活動(dòng)、公眾形象以及社會(huì)公信力造成損害。在數(shù)字網(wǎng)絡(luò)時(shí)代,如何做好輿情危機(jī)的管理和應(yīng)對(duì),是當(dāng)前海關(guān)公共管理急需破解的重要課題。本文立足公共管理的宏觀理論視角,從數(shù)字新媒體和網(wǎng)絡(luò)輿情的特征分析入手,全面梳理網(wǎng)絡(luò)輿情對(duì)海關(guān)管理正反兩方面的影響。并將海關(guān)輿情應(yīng)對(duì)和危機(jī)管理面臨的困境,聚焦于現(xiàn)代官僚制在組織體系上的僵化弊端,以及新公共管理在功能結(jié)構(gòu)上的分散化缺陷。由此將研究視角指向整體性治理理論糾治現(xiàn)代官僚制和新公共管理固有缺失的破解之道�；谏鲜鲅芯克悸�,本文吸收借鑒整體性治理理論在跨邊界組織重構(gòu)、整體性功能整合、數(shù)字治理變革等三個(gè)層面的原則和精神,結(jié)合海關(guān)實(shí)施整體性治理的客觀優(yōu)勢(shì)和現(xiàn)實(shí)困難,從組織體系、功能結(jié)構(gòu)、價(jià)值理念、治理手段等四個(gè)層面提出具體的管理措施和對(duì)策建議,以期對(duì)海關(guān)的公共管理實(shí)踐有所裨益。
[Abstract]:In the past decade, the rapid rise of new network media has attracted worldwide attention.In the Arab Spring, which swept across the Middle East and North Africa, the influence of new online media was everywhere behind the street riots that spread across Europe.A lot of tiny public opinion "Mars", through the dissemination and catalysis of new media platform, rapidly evolved into a "prairie fire" public opinion crisis.The government departments all over the world feel the great challenge to the public management caused by the network public opinion.With the development of economy and society and the increase of external communication, the Chinese Customs, which has the responsibility of supervision and management of entry and exit, is increasingly influenced by public concern and network public opinion.In the public opinion crisis events such as "iPad tax collection", the public opinion response and crisis management of Customs exposed a series of problems and deficiencies, and caused damage to customs law enforcement activities, public image and social credibility.In the era of digital network, how to manage and deal with the crisis of public opinion is an important task for customs public administration.Based on the macro theoretical perspective of public management, this paper analyzes the characteristics of digital new media and network public opinion, and comprehensively combs the influence of network public opinion on customs management in both positive and negative aspects.It also focuses on the problems faced by customs public opinion and crisis management, focusing on the inflexible drawbacks of modern bureaucracy in the organizational system and the decentralized defects of the new public management in its functional structure.Therefore, the research angle of view points to the ways to correct the inherent defects of modern bureaucracy and new public management.Based on the above research ideas, this paper absorbs the principles and spirit of the theory of holistic governance in three aspects: the reconstruction of cross-border organizations, the integration of holistic functions, and the transformation of digital governance.Combined with the objective advantages and practical difficulties of implementing holistic management in customs, concrete management measures and countermeasures are put forward from four aspects: organization system, function structure, value concept and management means.In order to benefit the public management practice of customs.
