【摘要】：政務(wù)微博的出現(xiàn)為政務(wù)公開、電子政務(wù)提供新的操作空間；在新公共管理視角下，民眾成為服務(wù)對象，電子問政成為政民互動(dòng)新形式。因此，加強(qiáng)政務(wù)微博管理不僅符合新公共管理理論對政府角色的定位；同時(shí)也對促進(jìn)信息公開、政府事務(wù)在線辦理、輿情應(yīng)對處置等方面均有重要實(shí)踐意義。 首先，本文在分析政務(wù)微博的歷史、國內(nèi)外發(fā)展?fàn)顩r和當(dāng)前發(fā)展歷程的基礎(chǔ)上，分析了政務(wù)微博與普通微博在運(yùn)營主體、角色定位、評(píng)價(jià)標(biāo)準(zhǔn)的不同，同時(shí)提出了加強(qiáng)政務(wù)微博管理的依據(jù)與必要性。 其次，本文系統(tǒng)對天津@河北區(qū)發(fā)布為典型案例，分析了@河北區(qū)發(fā)布的信息、功能、運(yùn)營狀況等；并與天津@河?xùn)|區(qū)政務(wù)微博與其進(jìn)行比較研究；從流程、信息傳播有效性等方面對@河北區(qū)發(fā)布運(yùn)營狀況進(jìn)行檢驗(yàn)，并找出運(yùn)營過程中存在的不足和改進(jìn)方法。因此，本文基于新公共管理理念和政府流程再造理論，對影響@河北區(qū)發(fā)布運(yùn)營中存在的問題進(jìn)行流程再造，，包括從組織架構(gòu)調(diào)整、機(jī)制建設(shè)、發(fā)布機(jī)制流程、在線事務(wù)辦理流程、靈活使用微博技巧等方面提出改進(jìn)建議。 最后，通過本文在解剖單個(gè)微博運(yùn)營的個(gè)性問題基礎(chǔ)上，對中國政務(wù)整體運(yùn)營規(guī)則和思路提出共性問題進(jìn)行分析并提出具體改進(jìn)方案，包括組織完善、議程設(shè)置、在線互動(dòng)等進(jìn)行系統(tǒng)改進(jìn)。并從信息的時(shí)效性、全面性、準(zhǔn)確性，微博的活躍度、線上辦公功能及輿情應(yīng)對等對改造成果進(jìn)行預(yù)測。
[Abstract]:The emergence of Weibo provides a new operating space for open government and e-government. In the perspective of new public management, the public becomes the object of service, and electronic governance becomes a new form of interaction between the government and the people.Therefore, strengthening the management of Weibo is not only in line with the positioning of the role of government in the new public management theory, but also has an important practical significance in promoting information disclosure, online handling of government affairs and handling of public opinion.First of all, on the basis of analyzing the history of government affairs Weibo, the development situation at home and abroad and the current development course, this paper analyzes the difference of the operation subject, the role orientation, the evaluation standard between the government administration Weibo and the common Weibo.At the same time, it puts forward the basis and necessity of strengthening the management of government affairs Weibo.Secondly, this paper makes a typical case of Tianjin @ Hebei region, analyzes the information, function and operation status of @ Hebei region, and compares it with Weibo of Tianjin @ Hedong District.The effectiveness of information dissemination and other aspects of the @ he North issue of the operational status of testing, and to find out the operational process of the shortcomings and improvement methods.Therefore, based on the concept of new public management and the theory of government process reengineering, this paper carries out process reengineering to the problems that affect the publishing operation of @ Hebei District, including the adjustment of organizational structure, the construction of mechanism, and the process of publishing mechanism.Online business process, flexible use of Weibo skills and other aspects of improvement suggestions.Finally, on the basis of dissecting the individual problems of single Weibo's operation, this paper analyzes the common problems of the overall operating rules and ideas of Chinese government affairs and puts forward specific improvement schemes, including organizational perfection, agenda setting, and so on.Online interaction and other system improvements.The results are predicted from the aspects of timeliness, comprehensiveness, accuracy, activity of Weibo, online office function and public opinion.
