【摘要】：近些年來,隨著人民生活質(zhì)量和生活水平的不斷提高,旅游已經(jīng)為每個(gè)家庭首選的休閑度假活動(dòng),旅游業(yè)發(fā)展的強(qiáng)勁勢頭,也帶動(dòng)了與旅游業(yè)息息相關(guān)的餐飲業(yè)、交通運(yùn)輸業(yè)、酒店行業(yè)以及旅行社等方面的發(fā)展,刺激國內(nèi)相關(guān)行業(yè)的需求。旅游度假區(qū)作為旅游業(yè)的核心組成部分,就目前的發(fā)展情況來看,盲目的開發(fā)建設(shè)和滯后的管理模式,已經(jīng)越來越不能滿足當(dāng)前旅游業(yè)發(fā)展的客觀需求,旅游度假區(qū)的核心地位和龍頭帶動(dòng)作用在整個(gè)旅游業(yè)中沒能充分發(fā)揮出來。這些旅游景區(qū)的管理體制和經(jīng)營管理模式在市場競爭壓力和內(nèi)部利益驅(qū)動(dòng)的雙重刺激下,已經(jīng)沒辦法適應(yīng)多變的市場環(huán)境要求,轉(zhuǎn)型升級(jí)已經(jīng)成為歷史必然。防城港市江山半島旅游度假區(qū)是區(qū)內(nèi)外具有一定知名度的國家4A級(jí)綜合旅游景區(qū),經(jīng)歷了防城區(qū)(縣)、市直部門、市委、市政府三個(gè)管理時(shí)期,在管理模式上面臨著機(jī)構(gòu)設(shè)置與職能不匹配、權(quán)責(zé)不夠明晰等問題,從某種程度上影響到項(xiàng)目推進(jìn)乃至旅游度假區(qū)的長遠(yuǎn)發(fā)展。本文擬以防城港市江山半島旅游度假區(qū)管理模式為例,對(duì)在此基礎(chǔ)上嘗試用公共管理和地方治理的有關(guān)理論知識(shí)進(jìn)行闡述和分析,通過借鑒國內(nèi)外先進(jìn)的管理模式及成功的實(shí)踐經(jīng)驗(yàn),結(jié)合防城港市江山半島旅游度假區(qū)的實(shí)際,通過解決江山半島旅游度假區(qū)存在的問題,探究完善旅游度假區(qū)管理模式的對(duì)策建議。
[Abstract]:In recent years, with the people's living quality and the continuous improvement of living standards, tourism has been preferred for each family leisure activities, the strong momentum of development of tourism industry, but also led to the tourism industry is closely related to the catering industry, transportation industry, the development of the hotel industry, travel agency, etc., to stimulate domestic demand for related industries. Tourism resort tourism as the core part of the current development situation, blind development and construction and backward mode of management, has been increasingly unable to meet the current development of tourism demand, tourism resort core leading role can not fully play out in the tourism industry. The double stimulation drive the tourism management system and management mode in the market competition pressure and internal interests, has no way to adapt to the changeable market environment For the transformation and upgrading has become inevitable. Fangchenggang Jiangshan Peninsula tourist resort area inside and outside has a certain well-known national 4A level scenic area comprehensive degree, experienced Fangcheng district (county), the municipal authorities, municipal Party committee, municipal government management in the three period, the management mode is facing the organization and function does not match. The problem is not clear responsibilities, long-term development to a certain extent affect the project and promote tourism resort. This paper intends to the management mode of tourism resort Jiangshan peninsula of Fangchenggang city as an example, to try on the basis of related theory of public management and local governance are analyzed by referring to the domestic and foreign advanced management mode and successful experience, combined with the actual Fangchenggang Jiangshan Peninsula Tourism Resort, in order to solve the existent problems of Jiangshan Peninsula Resort District, explore the perfect holiday Countermeasures and suggestions of district management model.
