【摘要】：根據(jù)近幾屆中美兩國政府高級官僚的任職信息發(fā)現(xiàn),"旋轉(zhuǎn)門"現(xiàn)象在中美普遍存在,但美國旋轉(zhuǎn)門雙向轉(zhuǎn)任現(xiàn)象較中國頻繁,且圍繞在政府、利益集團、游說公司之間。而中國是在黨政機關(guān)的主導(dǎo)下,發(fā)生在黨政與國有企業(yè)之間。由此,中美兩國對待旋轉(zhuǎn)門現(xiàn)象呈現(xiàn)出完全不一樣的政治態(tài)度和治理傾向。文章通過政治制度的發(fā)展條件和政府規(guī)制情況的對比,找出中美兩國在治理旋轉(zhuǎn)門現(xiàn)象中的共同趨勢,并基于中國官僚制度的特征,提出了今后中國治理旋轉(zhuǎn)門現(xiàn)象的發(fā)展方向。
[Abstract]:According to the official information of senior bureaucrats in the recent two governments of China and the United States, it is found that the phenomenon of "revolving door" exists generally in China and the United States, but the phenomenon of two-way transfer of rotating doors in the United States is more frequent than in China, and it revolves around the government and interest groups. Between the lobbying companies. And China is under the leadership of the Party and the government, between the party and the government, and between the state-owned enterprises. China and the United States have completely different political attitudes and governance tendencies towards the revolving door phenomenon. Through the comparison of the development conditions of the political system and the situation of government regulation, this paper finds out the common trend of the two countries in the governance of the revolving door phenomenon. Based on the characteristics of Chinese bureaucracy, this paper puts forward the development direction of China's governance revolving door phenomenon in the future.
