【摘要】：城市地下空間是城市發(fā)展的重要資源。“十三五”時(shí)期,我國(guó)城市化進(jìn)程持續(xù)推進(jìn),地下空間開發(fā)利用進(jìn)入了快速發(fā)展階段�？茖W(xué)、合理、有序地利用地下空間資源已成為提高城市空間資源利用效率、提升城市綜合承載力和保護(hù)地下空間資源的重要途徑。近三十年來,杭州市在地下空間開發(fā)利用與管理方面進(jìn)行了諸多探索與嘗試,走在了全國(guó)前列,逐步建設(shè)了一批大型的地下空間項(xiàng)目,如地下交通網(wǎng)、地下管廊等,積累了一些經(jīng)驗(yàn),取得了一定成效。但從目前的發(fā)展現(xiàn)狀看,還是面臨著開發(fā)利用系統(tǒng)性不足、有關(guān)立法和規(guī)劃制定相對(duì)滯后、利用現(xiàn)狀不清、管理體制機(jī)制不健全等問題。筆者通過閱讀大量國(guó)內(nèi)外參考文獻(xiàn)和收集整理已有成果,運(yùn)用區(qū)位理論、公共物品理論、外部性理論、空間權(quán)理論等公共管理先進(jìn)理論,對(duì)杭州市地下空間開發(fā)利用方式、管理機(jī)制和運(yùn)營(yíng)模式、規(guī)劃編制、立法等問題展開研究分析,并在總結(jié)國(guó)外先進(jìn)經(jīng)驗(yàn)與做法的基礎(chǔ)上,提出了加深利用程度、構(gòu)建法律和產(chǎn)權(quán)制度體系、推進(jìn)科學(xué)規(guī)劃和標(biāo)準(zhǔn)化建設(shè)、完善管理體制機(jī)制等四個(gè)方面建議,確保地下空間規(guī)劃與工程建設(shè)過程中重大問題得到統(tǒng)籌協(xié)調(diào),減少開發(fā)建設(shè)的盲目性,以期能夠進(jìn)一步提升杭州城市發(fā)展空間容量,解決當(dāng)前杭州市地下空間資源低效利用問題、促進(jìn)地下空間健康有序發(fā)展。
[Abstract]:Urban underground space is an important resource for urban development. During the 13th Five-Year Plan period, the process of urbanization in China continued to advance, and the development and utilization of underground space entered a rapid development stage. The orderly utilization of underground space resources has become an important way to improve the utilization efficiency of urban space resources, enhance the comprehensive carrying capacity of cities and protect underground space resources. Hangzhou has made many explorations and attempts in the development, utilization and management of underground space, and has been in the forefront of the country. It has gradually built up a number of large-scale underground space projects, such as underground transportation networks, underground management corridors, etc., and has accumulated some experience. Some achievements have been made. However, from the current situation of development, we are still faced with the lack of systematic development and utilization, the relative lag of relevant legislation and planning, and the unclear status of utilization. By reading a large number of domestic and foreign references and collecting and sorting out the existing achievements, the author applies the advanced theories of public management, such as location theory, public goods theory, externality theory, spatial right theory, etc. On the basis of summarizing the advanced experience and practice of foreign countries, the paper makes a research and analysis on the development and utilization of underground space in Hangzhou, including the management mechanism and operation mode, planning, legislation and so on, and puts forward the degree of deepening utilization. To build a system of laws and property rights, to promote scientific planning and standardization, to improve the management system and mechanism, and to ensure that major issues in the process of planning and engineering construction in underground space are coordinated as a whole. To reduce the blindness of development and construction in order to further enhance the spatial capacity of urban development in Hangzhou solve the problem of inefficient utilization of underground space resources in Hangzhou at present and promote the healthy and orderly development of underground space.
