【摘要】:一直以來城市燃?xì)舛际浅鞘械闹匾A(chǔ)設(shè)施和城市公用事業(yè),是城市社會經(jīng)濟(jì)發(fā)展的載體,它直接關(guān)系到社會公共利益以及公共安全,關(guān)系到人民群眾生活質(zhì)量和社會穩(wěn)定,還關(guān)系到城市經(jīng)濟(jì)與社會的可持續(xù)發(fā)展。城市燃?xì)庖呀?jīng)成為國民經(jīng)濟(jì)中具有先導(dǎo)性、全局性的基礎(chǔ)產(chǎn)業(yè),其服務(wù)功能以及由此形成的城市環(huán)境將成為城市的財富和資源。 城市燃?xì)馐亲匀粔艛嘈员容^顯著的基礎(chǔ)設(shè)施產(chǎn)業(yè),同時也是人們?nèi)粘I钅酥辆S持生存不可或缺的必需品。一直以來,我們國家把城市燃?xì)鈿w為公益性事業(yè),其管理方式以設(shè)立公共管理部門為主,統(tǒng)一管理城市燃?xì)獾裙嫘允聵I(yè)。我國的各個城市都是如此,,城市燃?xì)庾鳛橐环N城市的基礎(chǔ)設(shè)施,從投資建設(shè)到運(yùn)營補(bǔ)貼都由國家來完成,這就導(dǎo)致了所有制形式的單一性。政府作為國有資產(chǎn)的所有者,既對具體的業(yè)務(wù)進(jìn)行壟斷經(jīng)營,也負(fù)責(zé)規(guī)章制度的制定、監(jiān)督和執(zhí)行,即政府負(fù)責(zé)燃?xì)獾纳a(chǎn)經(jīng)營、監(jiān)督管理以及規(guī)制。這種傳統(tǒng)的城市燃?xì)猱a(chǎn)業(yè)管理模式在剛開始也曾起到了一定作用。政府對燃?xì)馐袌鲞M(jìn)行大量投入,使得燃?xì)獾靡云占安⑶已杆侔l(fā)展,同時政府對燃?xì)獾男姓芾硪伯a(chǎn)生了一定的作用和效果,這有效的保證了燃?xì)獾墓┙o,但隨著我國經(jīng)濟(jì)體制的改革,這種傳統(tǒng)的燃?xì)庖?guī)制體制逐漸暴露其固有的缺點(diǎn),造成經(jīng)濟(jì)效率低下、資源浪費(fèi)、同時還拖累政府財政,產(chǎn)業(yè)發(fā)展速度也極其緩慢。 為解決這些固有的問題,促進(jìn)燃?xì)庑袠I(yè)的發(fā)展,20世紀(jì)末以來,我國著手對燃?xì)獾裙檬聵I(yè)進(jìn)行改革。但在政策實踐方面,我國的城市燃?xì)猱a(chǎn)業(yè)改革才剛剛起步,還處于謹(jǐn)慎探索階段。因此,本文旨在通過分析國外和國內(nèi)燃?xì)馐袌龅默F(xiàn)狀和政府管制情況,結(jié)合國內(nèi)的實際狀況,借鑒國外的改革經(jīng)驗,針對長春市燃?xì)馐袌龅墓苤平o出一些建議和對策。
[Abstract]:The city gas is the important infrastructure and public utility of the city all the time, it is the carrier of the city social economy development, it is directly related to the social public interest and the public safety, relates to the people's quality of life and the social stability. It is also related to the sustainable development of urban economy and society. Urban gas has become a leading and overall basic industry in the national economy, and its service function and the resulting urban environment will become the wealth and resources of the city. Urban gas is a natural monopoly of the infrastructure industry, and it is also an indispensable necessity for people's daily life and even to maintain their survival. For a long time, our country has classified urban gas as a public welfare undertaking. Its management mode is to set up a public administration department, unified management of urban gas and other public welfare undertakings. This is true of all cities in China. As a kind of urban infrastructure, urban gas is a kind of urban infrastructure. The government, as the owner of state-owned assets, not only monopolizes the specific business, but also is responsible for the formulation, supervision and enforcement of rules and regulations. That is, the government is responsible for the production, management, supervision and regulation of gas. This traditional urban gas industry management model also played a certain role in the beginning. The government invested a lot in the gas market. So that gas can be popularized and rapid development, at the same time the government's administration of gas has also produced a certain role and effect, which effectively guaranteed the supply of gas, but with the reform of our economic system, This traditional gas regulation system gradually exposed its inherent shortcomings, resulting in low economic efficiency, waste of resources, but also drag down the government finance, industrial development speed is extremely slow. In order to solve these inherent problems and promote the development of gas industry since the end of the 20th century, China has embarked on the reform of public utilities such as gas, but in terms of policy practice, the reform of urban gas industry in China has only just started. Therefore, the purpose of this paper is to analyze the current situation of foreign and domestic gas markets and the situation of government regulation, and to draw lessons from foreign reform experience by combining the actual situation at home. Some suggestions and countermeasures are given for the regulation of Changchun gas market.
