【摘要】：黨的建設(shè)服務(wù)型政府的新要求,標(biāo)志著政府轉(zhuǎn)型勢在必行,政府各部門必須減弱自身管制的政治職能,重視社會服務(wù)職能,用公共管理的理念改造政府,既是現(xiàn)實(shí)發(fā)展的必然規(guī)律,也是政府自身發(fā)展的內(nèi)在需要。公安出入境管理部門作為政府部門中直面市民的窗口單位,首當(dāng)其沖,必須積極實(shí)現(xiàn)職能轉(zhuǎn)變,凸現(xiàn)服務(wù)價(jià)值取向,不斷優(yōu)化窗口服務(wù)。從目前國內(nèi)對于窗口服務(wù)的研究現(xiàn)狀來看,對于出入境窗口服務(wù)的研究極少,而深圳公安出入境的業(yè)務(wù)能力和服務(wù)水平一直走在全國前列,許多政策的先試先行積累了豐富的經(jīng)驗(yàn),同時(shí)隨著深圳的快速發(fā)展以及國際影響力、吸引力的不斷提升,加之市民生活水平的不斷提升,深圳市民出國、出境的需求日益旺盛,深圳公安出入境窗口服務(wù)的壓力極大,面臨的問題、困難與挑戰(zhàn)也越來越多。因此,本文以深圳公安出入境為例將公安出入境窗口服務(wù)優(yōu)化作為研究對象,具有一定的理論意義、指導(dǎo)意義和現(xiàn)實(shí)意義。本文通過調(diào)查問卷、訪談等方法,找出目前窗口服務(wù)存在的問題和不足,分析原因和目前面臨的困境,并探索出有針對性的、切實(shí)可行的優(yōu)化措施,提升公共服務(wù)質(zhì)量,提高政府服務(wù)水平,提升公安部門形象。本文研究的主要結(jié)論包括:一、目前深圳公安出入境窗口服務(wù)存在的問題主要有三個(gè)方面。一是政策推行存在問題,其原因主要是部廳兩級權(quán)限劃分不夠清楚、業(yè)務(wù)推廣計(jì)劃性不足、分工不合理且職責(zé)不清晰、團(tuán)隊(duì)精神還需進(jìn)一步培育等。二是窗口服務(wù)質(zhì)量存在問題,其原因主要是各級出入境部門警力不足、民警工作積極性難于調(diào)動、民警個(gè)人能力和素質(zhì)較低、培訓(xùn)機(jī)制缺失、觀念轉(zhuǎn)變既不明顯也不徹底、沒有以市民需求為導(dǎo)向推行服務(wù)等。三是出入境系統(tǒng)及設(shè)備存在問題,其主要原因是出入境管理系統(tǒng)陳舊、穩(wěn)定性差、統(tǒng)一配備存在弊端、公安工作保密性制約、業(yè)務(wù)屬中央事權(quán)、自主性差、設(shè)備終端性能有待提升、信息技術(shù)覆蓋面窄、信息技術(shù)釋放的能量不夠。二、對深圳公安出入境窗口服務(wù)進(jìn)行優(yōu)化的對策主要包括:改變管理體制提升服務(wù)效能,以人為本提升服務(wù)質(zhì)量與水平,引爆“互聯(lián)網(wǎng)+”思維提升服務(wù)效率等。
[Abstract]:The new requirements of the Party's service-oriented government indicate that the transformation of the government is imperative. The government departments must weaken their own political functions of control, attach importance to the functions of social services, and transform the government with the concept of public management. It is not only the inevitable law of the development of reality, but also the inherent need of the government's own development. As the window unit of the government departments facing the citizens directly, the public security entry and exit administration departments bear the brunt of this, they must actively realize the transformation of their functions and highlight the service value orientation. Continuous optimization of window service. From the current situation of domestic research on window service, there is very little research on entry and exit window service, while Shenzhen's public security service has always been in the forefront of the country in terms of its operational capability and service level. With the rapid development of Shenzhen and the increasing international influence and attractiveness as well as the rising standard of living of its citizens, the citizens of Shenzhen have gone abroad and the demand for leaving the country has become increasingly strong. Shenzhen Public Security Entry-exit window Service is under great pressure, and there are more and more problems, difficulties and challenges. Therefore, this paper takes Shenzhen Public Security Entry-exit Service as an example to study the optimization of public security entry-exit window service. It has some theoretical significance, guiding significance and practical significance. By means of questionnaire, interview and other methods, this paper finds out the existing problems and shortcomings of window service at present, analyzes the reasons and the difficulties faced at present, and explores the pertinent ones. Practical optimization measures to improve the quality of public service, improve the level of government services, improve the image of public security departments. The main conclusions of this study include:. At present, there are three main problems in the immigration window service of Shenzhen Public Security. First, there are problems in the implementation of the policy. The main reasons are that the division of powers at the two levels of departments and offices is not clear enough, and the business promotion plan is insufficient. The division of labor is unreasonable, the responsibilities are not clear, and the team spirit needs to be further cultivated. Second, there are problems in the quality of window service, mainly due to the shortage of police officers at all levels of entry and exit departments, and the difficulty in mobilizing the enthusiasm of the police in their work. The individual ability and quality of the police are relatively low, the training mechanism is lacking, the change of concept is neither obvious nor thorough, and the service is not guided by the needs of the citizens. Third, there are problems in the immigration and entry system and the equipment. The main reasons are that the immigration management system is old, the stability is poor, the unified equipment has drawbacks, the secrecy of public security work is restricted, the business belongs to the central authority, the autonomy is poor, the performance of the equipment terminal needs to be improved, and the coverage of information technology is narrow. The energy released by information technology is not enough. Secondly, the countermeasures to optimize the service of entry and exit window of Shenzhen Public Security include: changing the management system to enhance the service efficiency, improving the quality and level of service based on people. Detonate "Internet" thinking to promote service efficiency and so on.
