【摘要】：中國(guó)特有的國(guó)情因素影響著城鄉(xiāng)環(huán)境利益協(xié)調(diào)的實(shí)現(xiàn)。城鄉(xiāng)二元結(jié)構(gòu)導(dǎo)致城鄉(xiāng)貧富差距擴(kuò)大,形成城鄉(xiāng)環(huán)境二元結(jié)構(gòu);工業(yè)化進(jìn)程的緊迫性嚴(yán)重阻礙了城鄉(xiāng)環(huán)境利益協(xié)調(diào),身負(fù)多責(zé)的政府往往無(wú)暇顧及城鄉(xiāng)環(huán)境利益問題;龐大的人口總量嚴(yán)重沖擊著城鄉(xiāng)環(huán)境利益的協(xié)調(diào),并且人口集中區(qū)與污染嚴(yán)重區(qū)高度重合;城鄉(xiāng)自然稟賦差異使得城鄉(xiāng)發(fā)展陷入困局,影響城鄉(xiāng)環(huán)境利益的協(xié)調(diào)。因此,要實(shí)現(xiàn)城鄉(xiāng)環(huán)境利益協(xié)調(diào)就必須消解國(guó)情因素的制約,破除城鄉(xiāng)二元結(jié)構(gòu),實(shí)現(xiàn)城鄉(xiāng)環(huán)境治理一體化;控制經(jīng)濟(jì)增長(zhǎng)"速"與"度",維護(hù)城鄉(xiāng)環(huán)境利益;優(yōu)化人口空間布局,加強(qiáng)城鄉(xiāng)居民環(huán)境公平教育;尊重城鄉(xiāng)自然稟賦差異,因地制宜取長(zhǎng)補(bǔ)短,促進(jìn)城鄉(xiāng)環(huán)境利益協(xié)調(diào)的實(shí)現(xiàn)。
[Abstract]:China's unique national conditions affect the realization of the coordination of urban and rural environmental interests. The urban-rural dual structure leads to the widening of the urban-rural gap between the rich and the poor and forms the urban-rural environmental dualistic structure. The urgency of the industrialization process seriously hinders the coordination of urban and rural environmental interests. Governments with more responsibilities often have no time to take into account the environmental interests of urban and rural areas, the huge population seriously impacts the coordination of urban and rural environmental interests, and the population concentration areas are highly consistent with the seriously polluted areas. The difference in natural endowment between urban and rural areas makes the development of urban and rural areas into difficulties and affects the coordination of urban and rural environmental interests. Therefore, in order to realize the coordination of urban and rural environmental interests, we must remove the constraints of national factors and break down the dual structure of urban and rural areas. To realize the integration of urban and rural environmental management, to control the "speed" and "degree" of economic growth, to safeguard the environmental interests of urban and rural areas, to optimize the spatial distribution of the population, to strengthen the education of environmental equity among urban and rural residents, to respect the differences in the natural endowment of urban and rural areas and to make up for each other's shortcomings according to local conditions. Promoting the realization of the coordination of urban and rural environmental interests.
