【摘要】：金保工程（人力資源社會(huì)保障信息化建設(shè)）是關(guān)乎民生、服務(wù)民生的重要電子政務(wù)工程，，在我國電子政務(wù)建設(shè)體系中具有舉足輕重的地位，對于構(gòu)建社會(huì)主義和諧社會(huì)具有重要的作用。 駐馬店市金保工程建設(shè)十年來，人力資源社會(huì)保障信息化建設(shè)成效顯著，但在信息技術(shù)不斷發(fā)展的今天，制約金保工程建設(shè)發(fā)展的諸多問題日益明顯，嚴(yán)重阻礙了人力資源社會(huì)保障信息化建設(shè)進(jìn)程。筆者結(jié)合自身從事金保工程建設(shè)七年來的工作實(shí)際，在深入開展調(diào)研、查閱大量相關(guān)文獻(xiàn)的基礎(chǔ)上，對駐馬店市金保工程建設(shè)存在的問題及對策進(jìn)行研究，深入分析問題存在的原因，運(yùn)用所學(xué)的相關(guān)公共管理理論指導(dǎo)實(shí)踐，力求為進(jìn)一步提升駐馬店市人力資源社會(huì)保障信息化管理水平提出合理化建議。 按照分析現(xiàn)狀、查找問題、解決問題的邏輯思路，筆者首先概述了駐馬店市金保工程建設(shè)現(xiàn)狀，簡要介紹了駐馬店市金保工程基礎(chǔ)設(shè)施建設(shè)、網(wǎng)絡(luò)系統(tǒng)建設(shè)、軟件系統(tǒng)建設(shè)、信息安全建設(shè)、公共服務(wù)平臺(tái)信息化建設(shè)、社會(huì)保障一卡通建設(shè)的基本情況，闡述了駐馬店市金保工程的應(yīng)用成效與進(jìn)一步推進(jìn)金保工程建設(shè)的必要性和重要意義。圍繞擬解決的關(guān)鍵性問題（如何建立一體化的人力資源社會(huì)保障信息化平臺(tái)、如何做好社會(huì)保障卡的管理與服務(wù)工作、如何實(shí)現(xiàn)人力資源社會(huì)保障業(yè)務(wù)檔案的電子化管理、如何加強(qiáng)公共服務(wù)平臺(tái)信息化建設(shè)、如何做好信息安全防范、如何加強(qiáng)人力資源社會(huì)保障信息化隊(duì)伍建設(shè)）進(jìn)行深入研究，分析問題存在的原因。最后，針對存在的各種問題，通過查閱大量文獻(xiàn)資料，借鑒金保工程示范城市先進(jìn)經(jīng)驗(yàn)，運(yùn)用電子政務(wù)、社會(huì)保障、公共管理等相關(guān)理論工具，結(jié)合駐馬店市實(shí)際情況，筆者提出了具有一定可操作行的建議與對策，以期對駐馬店市金保工程建設(shè)的發(fā)展提供所需的參考價(jià)值。
[Abstract]:The golden insurance project (human resources social security information construction) is an important e-government project which relates to the people's livelihood and serves the people's livelihood. It plays an important role in the construction system of our country's e-government. It plays an important role in building a harmonious socialist society. In the past ten years since the construction of the gold insurance project in Zhumadian City, the information construction of human resources and social security has achieved remarkable results. However, with the continuous development of information technology, many problems restricting the construction and development of the project have become increasingly obvious. The author has seriously hindered the process of human resources social security informatization construction. The author has been engaged in the construction of gold and insurance projects for seven years, on the basis of in-depth investigation and reference to a large number of relevant documents. This paper studies the problems and countermeasures in the construction of gold insurance project in Zhumadian city, analyzes the causes of the problems, and uses the relevant public management theories to guide the practice. To further improve the Zhumadian human resources social security information management level to put forward reasonable suggestions. According to the logic thinking of analyzing the present situation, finding out the problem and solving the problem, the author first summarizes the present situation of the gold insurance project construction in Zhumadian city, and briefly introduces the construction of the infrastructure, network system, software system of the gold insurance project in Zhumadian city. The basic situation of the construction of information security, the information construction of public service platform, the construction of one-card social security, This paper expounds the application effect of the gold insurance project in Zhumadian and the necessity and significance of further promoting the construction of the gold insurance project. The key problems to be solved (how to establish an integrated information platform of human resources and social security) are discussed. How to do well the management and service of social security card, how to realize the electronic management of human resources social security business archives, how to strengthen the information construction of public service platform, how to do well the information security prevention, How to strengthen the construction of human resources and social security information team) and analyze the causes of the problems. Finally, in view of the various problems, through consulting a large number of documents, learn from the advanced experience of Jinbao project demonstration city, By using the relevant theoretical tools such as e-government, social security, public administration and so on, combined with the actual situation of Zhumadian City, the author puts forward some suggestions and countermeasures with certain operable banks. In order to provide the necessary reference value for the development of Zhumadian Gold Insurance Project.
