【摘要】:盡管新公共管理理論在20世紀(jì)70年代末產(chǎn)生后對各國政府行政模式產(chǎn)生了深遠(yuǎn)影響,但官僚制管理模式在整個20世紀(jì)從未被撼動,一直在各國政府的管理實踐中占據(jù)強勢地位,其作用舉足輕重,毋庸置疑。然而自進(jìn)入21世紀(jì)以來,由于公共事務(wù)日益呈現(xiàn)出全球化、復(fù)雜化、多元化等特點,各國政府所面臨的公共事務(wù)不斷超出傳統(tǒng)的職責(zé)權(quán)限范疇,淺嘗輒止的通過多部門合作進(jìn)行管理的績效和提供服務(wù)的質(zhì)量已再難遂公民意愿,加之公民權(quán)利意識的不斷覺醒,各方公共服務(wù)需求的不斷攀升以及行政之惡難免、不正之風(fēng)難遏、腐敗問題難絕的現(xiàn)實窘境,令政府面臨空前的信任危機(jī)和效益困境。各國政府已經(jīng)深刻地意識到依靠任何單一政府或政府部門已經(jīng)難以有效解決層出不窮的公共管理和服務(wù)新難題,于是,發(fā)展跨部門合作模式成為了各國政府一解燃眉之急的良策。從實際發(fā)展?fàn)顩r來看,盡管當(dāng)前跨部門合作理論已有了一些重要的研究成果,包括中國在內(nèi)的很多國家也在實踐方面進(jìn)行了積極、有益的探索,但我國跨部門合作的實踐發(fā)展從總體來看卻仍然面臨著諸多難題,亟需借鑒他方之石,攻已之玉?梢,為了實現(xiàn)推進(jìn)我國跨部門合作發(fā)展的愿景,學(xué)習(xí)和研究他國經(jīng)驗固然重要,洋為中用也同樣重要。 本著學(xué)以致用,理論服務(wù)于實踐的目的,本文針對中國跨部門合作意愿不強、合作能力薄弱和合作協(xié)調(diào)乏力的現(xiàn)狀,旨在呈現(xiàn)兩項重要成果:一是通過對美加兩國跨部門合作實踐的研究分析,總結(jié)歸納出跨部門合作成功的核心要素,為中國跨部門合作的實踐開展提供理論指引;二是參照跨部門合作成功的核心要素方面的研究成果,結(jié)合中國跨部門合作實施困難的實際狀況,挖掘中國開展跨部門合作的可行策略,力爭對中國正在開展的跨部門合作提供實踐參考。 為實現(xiàn)上述目的,本文采用多種研究方法輔助論證。其一,采用文獻(xiàn)研究法搜集、整理和研究大量的相關(guān)文獻(xiàn),再依據(jù)現(xiàn)有理論、事實和需要提出理論假設(shè)、研究計劃并進(jìn)行文獻(xiàn)綜述,以形成對跨部門合作的科學(xué)認(rèn)識,并盡可能做到對跨部門合作成功的核心要素的系統(tǒng)把握;其二,通過案例研究法,有針對性地研究和搜集跨部門合作的案例,具體分析、詳細(xì)剖析案例素材,,細(xì)致總結(jié)、系統(tǒng)歸納案例問題,反復(fù)查找、仔細(xì)搜尋案例證據(jù),并得出跨部門合作的實踐規(guī)律,為跨部門合作理論發(fā)展提供資源,為跨部門合作實操提供依據(jù);其三,通過比較研究法,根據(jù)文化、制度、組織等標(biāo)準(zhǔn),對美國與加拿大之間、中國與美加之間的相似性或相異度進(jìn)行研究與判斷,從而尋找其異同,探求其發(fā)展跨部門合作方面的規(guī)律性內(nèi)容,以期提出更具針對性、適用性、科學(xué)性和可操作性的跨部門合作的行動策略。 本文除去緒論和結(jié)論部分共分為五章。 第一章為跨部門合作的內(nèi)涵特征。首先,基于跨部門合作提出的背景提出跨部門合作的概念,并對學(xué)術(shù)界存在爭議的與之相近的概念進(jìn)行細(xì)致辨析。其次,選取能夠切實為中國跨部門合作發(fā)展提供參考借鑒的協(xié)同政府、整體政府和協(xié)作性公共管理等三種典型的跨部門合作形式詳加論述。最后,從包容性的合作文化、平等化的合作制度、多元化的合作組織、綜合性的合作能力以及創(chuàng)新化的合作技術(shù)等方面總結(jié)跨部門合作模式較之官僚制管理模式、新公共管理模式等傳統(tǒng)管理模式的不同之處,進(jìn)而歸納出跨部門合作模式的特點。 第二章為跨部門合作的理論基礎(chǔ)。依次剖析了包絡(luò)資源依賴?yán)碚、組織交易理論及交易成本理論、界面管理理論、博弈理論以及網(wǎng)絡(luò)化治理理論在內(nèi)的對跨部門合作模式起支撐作用的理論成果,并且細(xì)致闡述了這些理論對于豐富和完善跨部門合作理論以及支撐跨部門合作實踐所能發(fā)揮的作用。 第三章為跨部門合作的美加經(jīng)驗。依據(jù)上述章節(jié)研究結(jié)論牽出的邏輯脈絡(luò),從文化要素、制度要素、組織要素、能力要素和技術(shù)要素等五個方面深入分析了美國及加拿大為成功推進(jìn)跨部門合作發(fā)展而進(jìn)行的實踐進(jìn)路,通過歸納和總結(jié)兩國在建設(shè)跨部門合作成功的核心要素時所采取的方法以及取得的積極成效,為后兩個章節(jié)的中國跨部門合作發(fā)展現(xiàn)狀、問題、對策的研究提供了理論指引和操作綱領(lǐng)。 第四章為中國跨部門合作的主要問題。針對中國跨部門合作發(fā)展的實際狀況,提出了其存在的問題,并深入分析了問題產(chǎn)生的原因。該章的研究成果不僅為下一章提出中國跨部門合作的策略選擇提供了靶向,同時也驗證了第三章中對成功的跨部門合作成功的核心要素的判斷——中國跨部門合作發(fā)展的問題與障礙恰恰源自于中國跨部門合作文化要素、制度要素、組織要素、能力要素以及技術(shù)要素建設(shè)方面的欠缺與不足。 第五章為中國跨部門合作的策略選擇。本章是總論題研究的根本意義所在,因為所有對于跨部門合作的基礎(chǔ)理論、成功的核心要素等內(nèi)容的研究的最終目的都是為了切實、有效地指導(dǎo)與推進(jìn)中國跨部門合作的實踐并為之提供可行策略。這一章不僅是對前文所歸納的各類跨部門合作核心要素的邏輯承接,同時還由于在跨部門合作發(fā)展對策中納入了對中國特有的文化背景、制度設(shè)計、組織結(jié)構(gòu)等內(nèi)容的考量而使該命題的研究得以深化,對策的可行性得以提升。 本論文的創(chuàng)新之處主要體現(xiàn)在:首先,本文突破了原有對西方跨部門合作研究和實踐成果的單向?qū)W習(xí)和借鑒的思維和行動局限,有針對性地提出適合中國具體狀況的跨部門合作的研究和實踐進(jìn)路,豐富了中國跨部門合作的學(xué)術(shù)成果,進(jìn)而發(fā)展了中國公共管理理論體系;其次,將跨部門合作視為一種系統(tǒng)化的管理模式來進(jìn)行研究,對原在學(xué)術(shù)界長期混用的與之相近的其他相關(guān)研究內(nèi)容進(jìn)行比較和辨析,能夠便于找出其規(guī)律性的內(nèi)容,充實和發(fā)展跨部門合作的理論成果;第三,基于對跨部門合作成功的核心要素的歸納與總結(jié),構(gòu)建了推進(jìn)跨部門合作發(fā)展的框架體系,為中國跨部門合作發(fā)展提供了更具針對性和可操作性的行動策略,相信會對中國跨部門合作的實踐發(fā)展有所貢獻(xiàn)。
[Abstract]:Although the new public management theory has had a profound impact on the government administrative mode at the end of 1970s after, but the bureaucracy management mode in the whole of twentieth Century has never been shaken, always occupy a strong position in the management practice of governments, which plays a pivotal role in doubt. However, since entering since twenty-first Century, due to public affairs is increasingly showing globalization, complicated and diversified governments facing public affairs responsibilities beyond traditional category, a through multi sectoral collaboration management performance and the quality of service delivered is difficult then citizens will, and civil rights consciousness awakening, public service demand and the rising of administration evil is difficult to curb the reality of the predicament, unwholesome tendencies and corruption is difficult, the government faced an unprecedented crisis of confidence and benefit Governments have been deeply aware that has been difficult to effectively solve the public management and service emerge in an endless stream of new problems, to rely on any single government or government departments and the development of cross sectoral cooperation pattern has become a good solution as pressing danger. Governments from the actual development situation, although the current cross sectoral cooperation theory has some important research results in many countries, including China, also in practice has made positive and beneficial exploration, but China's cross sector cooperation practice development overall is still faced with many problems, we should learn the other stone, jade has attack. Therefore, in order to realize the development of China's inter departmental cooperation vision, learning research and experience of other countries is important, China is equally important.
In the application, the theory to serve the purpose of practice, this paper Chinese cross sectoral cooperation will is not strong, the weak ability of cooperation and coordination and cooperation of the weak, to present two important achievements: one is the research on the practice of cross sectoral cooperation between the United States and Canada's analysis, summarizes the core elements of cross sectoral cooperation success, practice for Chinese cross sector cooperation to provide theoretical guidance; two is the research core elements refer to the success of cross sectoral cooperation, combining the actual situation of China cross sectoral cooperation implementation difficult, mining China feasible strategies development of cross sectoral cooperation, and strive to Chinese cross sectoral cooperation is being carried out to provide practical reference.
In order to achieve the above purpose, this paper adopts various research methods auxiliary demonstration. First, collected by the method of literature research, collation and study of related literature, and on the basis of the existing theory, fact and need to put forward theoretical assumptions, research program and literature review, to form a scientific understanding of cross sectoral cooperation, and grasp the system as much as possible do the core elements of successful cooperation across departments; second, through the method of case study, targeted research and collection of cross sectoral cooperation case, specific analysis, detailed analysis of case materials, detailed summary of systematic case, repeated search, search through the case evidence, and draws the practical rules of cross sectoral cooperation. Provide resources for cross sectoral cooperation theory development, provide the basis for cross sectoral cooperation practice; thirdly, through the comparative research method, based on the culture, system, organization and other standards, for the United States and Canada In between, between China and Canada similarity or dissimilarity analysis and judgment, to find their similarities and differences, to explore the law of development of cross sectoral cooperation in terms of content, in order to provide more targeted, applicability, scientific and workable cross sector cooperation strategy.
In this paper, the introduction and the conclusion part are divided into five chapters.
The first chapter is the connotation and characteristics of cross sectoral cooperation. Firstly, the background of cross sectoral cooperation based on the concept of cross sectoral cooperation, and make a detailed analysis of the academic controversy with similar concepts. Secondly, selection can provide reference to the collaborative government China cross sectoral cooperation development, cooperation in the form of general government and the collaborative public management of three typical cross sector discussed. Finally, from the inclusive culture of cooperation, equal cooperation system, diversified cooperation, comprehensive cooperation ability and innovation cooperation technology aspects of the model than in the bureaucratic management system of cross sectoral cooperation mode, different from the new public the management mode of the traditional management mode, and then summed up the characteristics of cross sectoral cooperation mode.
The second chapter is the theoretical basis of cross sectoral cooperation. Followed by analysis of the envelope resource dependence theory, transaction theory and transaction cost theory, the theory of interface management theory, game theory and the theory of network governance, supporting role on cross sectoral cooperation mode, and elaborates these theories to enrich and perfect the cross sectoral cooperation the theory and practice support cross sectoral cooperation can play the role.
The third chapter is the cross sector cooperation Canada experience. The above research conclusion based on the logical context pull, from cultural factors, institutional factors, organizational factors, five aspects of ability elements and technical elements such as in-depth analysis of the practical approach to the United States and Canada to promote the success of cross sectoral cooperation development and the positive results, the approach taken by the core elements and summarized the construction of cross sectoral cooperation between the two countries in the success and the problems, Chinese departments for the two chapters of the cooperation and development status, provides theoretical guidance and operational countermeasures program research.
The fourth chapter is Chinese cross sectoral cooperation. In accordance with the practical situation China cross sectoral cooperation development, put forward the existing problems, and in-depth analysis of the causes of the problems. The research results of this chapter not only for the next chapter Chinese cross sectoral cooperation strategy for targeting, but also verify the problems and obstacles to successful cooperation on the interagency success of the core elements in the third chapter China judgment -- a cross sectoral cooperation development from China inter departmental cooperation and cultural factors, institutional factors, organizational factors, lack of capability elements and technical elements of construction and the insufficiency.
The fifth chapter is China cross sectoral cooperation strategy. This chapter is the fundamental significance of the general topic, because all the basic theories of cross sectoral cooperation, the ultimate goal of the success of the core elements of is to effectively, effectively guide the practice and promote China cross sectoral cooperation and provide a feasible strategy for. This chapter is not only the core elements of induction to the previous cross sector cooperation logic to undertake, but also because in cross sectoral cooperation development strategy into the China unique cultural background, system design, organizational structure and other content considerations make this proposition research to deepen the countermeasures to enhance the feasibility.
The innovation of this paper is mainly reflected in: first, this paper breaks the original one-way learning of Western Cross sectoral cooperation and draw lessons from the research results and practice thinking and action limitation, puts forward the specific conditions for cross sectoral cooperation China research and practice approach, enrich the China cross sectoral cooperation academic achievements then the development of theoretical system of China public management; secondly, cross sectoral cooperation as a systematic management mode to carry out the research into the comparison and analysis of the original in the academic circle for a long time mixed with similar to other related research contents, so as to find out the regularity of the content, enrich and develop the theoretical results cross sectoral cooperation; third, core elements of successful cooperation across sectors were summarized based on the constructed system framework to promote cross sectoral cooperation for development, China cross department together The development provides more targeted and operable action strategies, which will contribute to the practice of cross sectoral cooperation in China.
