【摘要】：實(shí)踐證明，開發(fā)區(qū)是許多國家和地區(qū)發(fā)展現(xiàn)代工業(yè)和高新技術(shù)產(chǎn)業(yè)的一種有效形式和重要載體。改革開放以來，中國的開發(fā)區(qū)經(jīng)歷的一個迅猛發(fā)展階段，給國民經(jīng)濟(jì)帶來了生機(jī)和活力，也加速了本地區(qū)的工業(yè)化和城市化進(jìn)程，實(shí)現(xiàn)了產(chǎn)業(yè)的集聚空間和產(chǎn)業(yè)之間的相互作用。在這樣的背景下，理論指導(dǎo)和實(shí)踐都具有非常重要的意義。本文認(rèn)為，在政府主導(dǎo)下的呼和浩特如意開發(fā)區(qū)的開發(fā)建設(shè)過程中，由于認(rèn)識誤區(qū)和系統(tǒng)缺陷的原因，地方政府也是很多問題產(chǎn)生的根源。作為開發(fā)區(qū)的規(guī)劃主體，政府的政績體現(xiàn)在項(xiàng)目要“大”，數(shù)量要“多”，為了取得的突出成績，往往是一些“短，穩(wěn)，快”的項(xiàng)目成了招商引資的主要對象，政府過度在意企業(yè)的數(shù)量和規(guī)模，并不重視產(chǎn)業(yè)的規(guī)劃。這些問題的存在，制約了開發(fā)區(qū)的持續(xù)發(fā)展。因此，在下一階段的開發(fā)區(qū)建設(shè)中，一方面需要加強(qiáng)政策，法律和法規(guī)的完善;另一方面也要以構(gòu)建產(chǎn)業(yè)集群系統(tǒng)為目標(biāo)，避免重復(fù)建設(shè)和盲目競爭，培育區(qū)域核心競爭力。隨著呼和浩特如意開發(fā)區(qū)的進(jìn)一步發(fā)展，政府功能肯定會越來越弱，最終退出行政管理的階段，，市場機(jī)制和創(chuàng)新能力的會越來越強(qiáng)。因此，地方政府的職能的轉(zhuǎn)變，決定了開發(fā)區(qū)是否能夠可持續(xù)發(fā)展重要因素。 本文從研究如意開發(fā)區(qū)的開發(fā)建設(shè)現(xiàn)狀入手，對國內(nèi)開發(fā)區(qū)及呼和浩特市其他開發(fā)區(qū)的發(fā)展情況進(jìn)行深入調(diào)研，并參閱了專家學(xué)者關(guān)于開發(fā)區(qū)發(fā)展問題的相關(guān)文章，在理論聯(lián)系實(shí)際的基礎(chǔ)上，提出了解決呼和浩特如意開發(fā)區(qū)經(jīng)濟(jì)發(fā)展問題的對策。 本文試圖以呼和浩特如意開發(fā)區(qū)為研究對象，集中研究作為政府主導(dǎo)型的開發(fā)區(qū)在經(jīng)濟(jì)發(fā)展結(jié)構(gòu)、產(chǎn)業(yè)規(guī)劃及公共管理方面應(yīng)該做的工作，從而逐步構(gòu)建開發(fā)區(qū)可持續(xù)的發(fā)展模式。
[Abstract]:Practice has proved that development zones are an effective form and an important carrier for developing modern industries and high-tech industries in many countries and regions. Since the reform and opening up, China's development zones have experienced a period of rapid development. It has brought vitality and vitality to the national economy, accelerated the process of industrialization and urbanization in the region, and realized the industrial agglomeration space and the interaction between industries. Both theoretical guidance and practice are of great significance. This paper holds that in the course of development and construction of Hohhot Ruyi Development Zone under the guidance of the government, due to the misunderstanding and system defects, Local governments are also the source of many problems. As the main planning bodies of the development zones, the achievements of the local governments are reflected in the fact that the projects should be "large" and the number should be "large". In order to achieve outstanding results, they are often "short and stable." Fast projects have become the main object of attracting investment. The government is too concerned about the number and scale of enterprises and does not attach importance to industrial planning. The existence of these problems restricts the sustainable development of development zones. In the next stage of the development zone construction, on the one hand, we need to strengthen the improvement of policies, laws and regulations; on the other hand, we should also aim at building an industrial cluster system to avoid repeated construction and blind competition. Fostering regional core competitiveness. With the further development of Hohhot Ruyi Development Zone, the functions of the government will definitely become weaker and weaker, and the market mechanism and the ability to innovate will become stronger and stronger at the end of the administrative phase. The transformation of the function of the local government determines whether the development zone can develop sustainably or not. Starting with the research on the status quo of development and construction of Ruyi Development Zone, this paper investigates the development situation of domestic development zones and other development zones in Hohhot City, and refers to the relevant articles of experts and scholars on the development of development zones. On the basis of combining theory with practice, this paper puts forward some countermeasures to solve the problem of economic development in Hohhot Ruyi Development Zone. This paper attempts to take Hohhot Ruyi Development Zone as the object of study, focusing on the work that should be done in the economic development structure, industrial planning and public administration of the government-led development zone. Thus, the sustainable development model of the development zone can be built step by step.
