【摘要】：現(xiàn)有災害風險評價多以脆弱性分析為主,對易損性分析及其影響因子的研究較少.為了全面分析社區(qū)災害風險及易損性,綜合社區(qū)人口、經(jīng)濟、環(huán)境和公共管理四類易損性評價指標,結合改進層次分析法,通過調整判斷矩陣、計算權重、一致性檢驗建立風險評價模型.算例構建了社區(qū)易損性層次結構模型,運用定量標識和歸一化原理進行指標因子的易損性程度排序和風險等級的確定.結果表明,易損性等級評價可以對減災型社區(qū)的災害風險因素實現(xiàn)有效控制,并為制定防災減災方案提供合理參考.
[Abstract]:Most of the existing disaster risk assessment is based on vulnerability analysis, but there are few studies on vulnerability analysis and its impact factors. In order to comprehensively analyze disaster risk and vulnerability in communities, the population and economy of communities are integrated. Four kinds of vulnerability evaluation indexes of environment and public management are established by adjusting judgment matrix, calculating weights and checking consistency, combining with improved analytic hierarchy process (AHP). The model of community vulnerability hierarchy structure is constructed by example. Quantitative marking and normalization principle are used to determine the vulnerability degree and risk grade of index factors. The results show that vulnerability grade evaluation can effectively control disaster risk factors in disaster reduction communities. It also provides reasonable reference for the formulation of disaster prevention and mitigation plan.
