基于人本理論的政府公共人才管理機(jī)制研究

【摘要】:“以人為本”的管理,指在管理過程中以人為中心和出發(fā)點(diǎn),圍繞著激發(fā)和調(diào)動(dòng)人的積極性、主動(dòng)性、創(chuàng)造性展開的,以實(shí)現(xiàn)人與組織共同發(fā)展的一系列管理活動(dòng)。本文以改革開放后某地區(qū)發(fā)展為研究對(duì)象,對(duì)某市經(jīng)濟(jì)特點(diǎn)、產(chǎn)業(yè)結(jié)構(gòu)進(jìn)行了分析,指出某市經(jīng)濟(jì)的民營(yíng)特點(diǎn)及其人才需求特征,提出了適應(yīng)新時(shí)期某市經(jīng)濟(jì)發(fā)展的、基于人本理論的政府公共人才管理服務(wù)體系。與地方經(jīng)濟(jì)發(fā)展需求,為政府公共人力資源服務(wù)和管理模式的調(diào)整提供借鑒。 第一章對(duì)文章的選題背景,國(guó)內(nèi)外公共人力資源管理發(fā)展的研究現(xiàn)狀,人本人力資源管理相關(guān)理論和方法及建立人本管理的目的與意義做簡(jiǎn)要闡述。 第二章對(duì)某市的經(jīng)濟(jì)現(xiàn)狀與人力資源現(xiàn)狀做簡(jiǎn)要分析,其中對(duì)政府公共管理部門的人才結(jié)構(gòu)詳細(xì)的調(diào)查,同時(shí)對(duì)該市大學(xué)生就業(yè)情況作了相應(yīng)的問卷調(diào)查。 第三章通過對(duì)某市的公共人才管理服務(wù)部門基本情況和公共人才服務(wù)現(xiàn)狀的闡述來分析某市政府的公共人才管理服務(wù)中還面臨許多深層次矛盾和突出問題。 第四章構(gòu)建人本政府公共人才管理服務(wù)體系并通過AHP模型來對(duì)政府公共人才管理服務(wù)體系進(jìn)行分析。 第五章針對(duì)某市的經(jīng)濟(jì)和擇業(yè)現(xiàn)狀,以及政府公共人才管理服務(wù)中存在的突出問題,提出幾點(diǎn)對(duì)策和可行性意見。
[Abstract]:The "people-oriented" management, starting with the artificial center and in the management process, around the enthusiasm, inspire and mobilize the people's initiative, creative development, to achieve a series of management activities to the common development of human and organization. In this paper, after the reform and opening up a regional development as the research object, in a city of economic characteristics and the industrial structure are analyzed, and pointed out that the private characteristics and talent demand characteristics of city economy, put forward the development of city economy in the new period, the theory of the government's public service system and talent management. Based on the needs of local economic development, to provide a reference for the government's public human resource service and the adjustment of the management mode.
The first chapter gives a brief account of the background of the article, the current research situation of the development of public human resources management at home and abroad, the theories and methods of human resource management, and the purpose and significance of establishing human based management.
The second chapter makes a brief analysis of the current economic situation and the status of human resources in a city, including a detailed survey of the talent structure of the government's public management department, and a corresponding questionnaire survey of the employment situation of the university students.
In the third chapter, by analyzing the basic situation of public talent management service department and the current situation of public service in a city, we can see that there are still many deep-seated contradictions and outstanding problems in a city's public talent management service.
The fourth chapter constructs the public personnel management service system of the government and analyzes the public personnel management service system of the government through the AHP model.
The fifth chapter puts forward some countermeasures and feasible suggestions in view of the current situation of the economy and job selection in a city and the outstanding problems in the government's public personnel management service.
