【摘要】：執(zhí)行力是將計(jì)劃、決策、命令等付諸實(shí)施的能力。依據(jù)我國(guó)行政區(qū)劃，地方政府是管理國(guó)家行政區(qū)事務(wù)的政府組織的總稱，是對(duì)應(yīng)于中央政府的一級(jí)政府，包括特別行政區(qū)以及省、市、縣、鄉(xiāng)四級(jí)政府。地方政府的執(zhí)行力，是指地方政府將中央政府、上級(jí)政府以及本級(jí)政府所出臺(tái)的法律法規(guī)、政策方針、決策政令等用具體行為表現(xiàn)在社會(huì)上的能力。隨著我國(guó)的經(jīng)濟(jì)不斷地發(fā)展，伴隨著社會(huì)建設(shè)的平穩(wěn)前行，政府執(zhí)行力的提升也必然會(huì)被重視起來。政府執(zhí)行力的高效與否直接體現(xiàn)了政府的綜合實(shí)力，同時(shí)它也是政府組織履行職責(zé)與提高政府公信力的重要前提。如今的社會(huì)，提升政府執(zhí)行力與構(gòu)建和諧社會(huì)是相互促進(jìn)的，提升政府執(zhí)行力對(duì)于構(gòu)建和諧社會(huì)具有非常重要的意義。目前政府公共管理的一個(gè)共同追求是建立高效的政府，政府的有效性最終還是要通過政府執(zhí)行力來體現(xiàn)，需要良好的執(zhí)行力作保障。實(shí)踐證明，只有提高了政府執(zhí)行力，才能提高辦事效率，才能做到執(zhí)政為民。如何有效提升政府執(zhí)行力，使上級(jí)的精神得到及時(shí)貫徹落實(shí)，政令得到上通下達(dá)，是當(dāng)前公共管理面臨的重大課題。國(guó)內(nèi)的相關(guān)研究目前主要集中在政府執(zhí)行力的概念、特征和理論基礎(chǔ)、現(xiàn)狀原因分析以及提升的實(shí)踐操作四個(gè)層面上對(duì)政府執(zhí)行力展開深入研究并取得了廣泛共識(shí)和良好的成果。這四個(gè)層面呈依次遞進(jìn)的邏輯關(guān)系，共同構(gòu)筑了完整立體的研究體系。學(xué)術(shù)界通過對(duì)政府執(zhí)行力的概念、特征進(jìn)行研究，從理論基礎(chǔ)開始，，分析政府執(zhí)行力的現(xiàn)狀、影響因素以及提升的路徑方面作了有意義的研究。 本課題借鑒了政府執(zhí)行力的基本概念和相關(guān)研究成果，與企業(yè)執(zhí)行力進(jìn)行比較，對(duì)執(zhí)行力以及相關(guān)概念進(jìn)行了具體的分析,并在研究政府執(zhí)行力內(nèi)涵的基礎(chǔ)上,對(duì)我國(guó)地方政府執(zhí)行力的評(píng)估特征進(jìn)行了概述，然后分析了我國(guó)地方政府執(zhí)行力存在的問題及影響因素，細(xì)致地探討了我國(guó)地方政府如果提高執(zhí)行力的相關(guān)策略。 全文主要分為五個(gè)方面，第一部分對(duì)相關(guān)的政府執(zhí)行力背景作了概述，分析了政府執(zhí)行力及相關(guān)概念，給全文奠定理論基礎(chǔ)；第二部分分析了我國(guó)地方政府執(zhí)行力的現(xiàn)狀和存在的主要問題；第三部分深入研究了問題背后的原因；第四部分對(duì)照原因，再依據(jù)相關(guān)理論給出促進(jìn)我國(guó)地方政府執(zhí)行力提升的對(duì)策與建議；最后在前文綜合分析的前提下，運(yùn)用實(shí)例來對(duì)我國(guó)地方政府執(zhí)行力的提升實(shí)踐進(jìn)行論證。 本文通過對(duì)政府執(zhí)行力的相關(guān)研究，提出提升我國(guó)地方政府執(zhí)行力的對(duì)策，以更好的促進(jìn)政府執(zhí)行力和工作效率的提高，為全面建成小康社會(huì)，打造高效政府提供理論基礎(chǔ)和實(shí)踐建議。
[Abstract]:Executive power is the ability to put plans, decisions, orders, etc into practice. According to the administrative divisions of our country, local governments are the general names of government organizations that manage the affairs of the administrative regions of the country, and they correspond to the first level of government of the central government. Including the special administrative region and the provincial, municipal, county and township levels of government. The executive power of the local government refers to the laws, regulations and policies issued by the central government, the government at the higher level and the government at the corresponding level. The ability to express in society with specific actions, such as decisions and decrees. With the continuous development of our economy, along with the steady progress of social construction, The promotion of the government's executive power must also be attached importance to. The efficiency of the government's executive power directly reflects the comprehensive strength of the government, at the same time, it is also an important prerequisite for the government organizations to perform their duties and enhance the credibility of the government. The promotion of government executive power and the construction of a harmonious society are mutually reinforcing, and the promotion of government execution is of great significance to the construction of a harmonious society. At present, a common pursuit of government public management is to establish an efficient government. In the end, the effectiveness of the government must be reflected by the executive power of the government, and it needs good executive power to ensure. Practice has proved that only by improving the executive power of the government can the efficiency of work be improved. To be in power for the people. How to effectively enhance the executive power of the government, ensure that the spirit of the higher authorities is implemented in a timely manner, and that the political orders are issued by the public, It is a major task facing the public administration at present. At present, the related research in China is mainly focused on the concept, characteristics and theoretical basis of the executive power of the government. The present situation reason analysis and the promotion practice operation carry on the thorough research to the government executive power in four levels and has obtained the widespread consensus and the good result. Through the research on the concept and characteristics of the government executive power, the academic circles analyze the current situation of the government executive power from the theoretical basis. The influencing factors and the path of ascension have been studied in a meaningful way. This paper draws lessons from the basic concepts and related research results of the government executive power, compares with the enterprise executive power, analyzes the executive power and related concepts, and studies the connotation of the government executive power. This paper summarizes the evaluation characteristics of local government's executive power, then analyzes the existing problems and influencing factors of the local government's executive power, and probes into the relevant strategies of improving the local government's executive power in detail. The paper is divided into five aspects. The first part summarizes the background of the relevant government execution, analyzes the government executive power and related concepts, and lays a theoretical foundation for the full text; The second part analyzes the present situation and the main problems of the local government executive power in our country; the third part deeply studies the reason behind the problem; 4th part contrasts the reason, Based on the relevant theories, the author gives the countermeasures and suggestions to promote the local government executive power in China. Finally, under the premise of the previous comprehensive analysis, the author uses examples to demonstrate the improvement practice of local government executive power in our country. Based on the research on the executive power of the government, this paper puts forward the countermeasures to improve the executive power of the local government in our country, so as to better promote the improvement of the executive power and the working efficiency of the government, in order to build a well-off society in an all-round way. Build an efficient government to provide theoretical basis and practical advice.
