【摘要】:近幾年,社會經(jīng)濟(jì)的高速發(fā)展,人們收入水平的不斷增加,家庭汽車的消費(fèi)量成倍增加,這在給人們生活帶來極大便利的同時也使人類自食惡果,突出表現(xiàn)在上下班高峰期以及節(jié)假日的道路擁堵,嚴(yán)重影響了正常的出行及生活需要;更為讓人擔(dān)憂的是交通事故屢屢發(fā)生,安全隱患不可忽視;伴隨著汽車、公交車以及物流用車等的發(fā)展所帶來的能源緊缺、大氣污染、噪聲污染等環(huán)境問題不僅直接影響著城市居民的生存環(huán)境而且也給政府的治理帶來了極大的困難。政府作為日常事務(wù)的主要管理者,在處理交通問題上也采取了很多積極的措施,其中最科學(xué)的就是借鑒國外的管理經(jīng)驗,引進(jìn)智能技術(shù),改變傳統(tǒng)的以人為主的治理方式。單純通過擴(kuò)建和再修建道路的做法已不能適應(yīng)社會發(fā)展的需要,所以政府部門就開始利用高新技術(shù),研究其運(yùn)用在道路交通的可行性,智能交通也就應(yīng)運(yùn)而生了。 我們定義特大城市是指市區(qū)常住人口為500萬以上的城市。由于我國智能交通運(yùn)用比較成熟的是一些諸如北京、上海、廣州等特大城市,本文智能交通管理的立足點(diǎn)就是這些特大城市。筆者在閱讀大量國內(nèi)外有關(guān)智能交通管理的文獻(xiàn)基礎(chǔ)上對智能交通形成了的初步的概念。在文章中首先初步分析了智能交通管理的理論基礎(chǔ),重點(diǎn)介紹新公共管理理論對我國智能交通管理的指導(dǎo)意義,接著對我國特大城市智能交通管理的技術(shù)(GIS、SDSS、VCIP、RFID)適應(yīng)性進(jìn)行了分析,進(jìn)而對我國特大城市的管理現(xiàn)狀進(jìn)行了考察,找出我國特大城市智能交通管理所存在問題的原因,并結(jié)合歐洲、美國、日本等發(fā)達(dá)國家的先進(jìn)經(jīng)驗,以及我國的實際情況提出我國特大城市智能交通管理的優(yōu)化措施,包括產(chǎn)學(xué)研技術(shù)層面的優(yōu)化措施如政府管理與產(chǎn)學(xué)研機(jī)構(gòu)相掛鉤,以技術(shù)促管理,科學(xué)規(guī)劃、以人為本,建立專職管理機(jī)構(gòu),建立交通部、保險協(xié)會、安全協(xié)會三方協(xié)調(diào)管理的機(jī)制,鼓勵外資進(jìn)入,完善交通立法工作,分類指導(dǎo)、區(qū)別對待等。最終得出本論文的結(jié)論及對未來的展望,以期完善我國特大城市智能交通管理,方便人們的出行,提升城市生活質(zhì)量。
[Abstract]:In recent years, with the rapid development of social economy, people's income level has been increasing, and the consumption of family cars has increased exponentially, which not only brings great convenience to people's life, but also causes people to eat their own evil effects. Prominent in the rush hour and holiday road congestion, seriously affected the normal travel and life needs; more worrying is the frequent occurrence of traffic accidents, safety risks can not be ignored; accompanied by cars, The development of buses and logistics vehicles has brought about a shortage of energy and air pollution. Environmental problems, such as noise pollution, not only directly affect the living environment of urban residents, but also bring great difficulties to the governance of the government. Many positive measures have also been taken to deal with traffic problems, among which the most scientific one is to draw lessons from foreign management experience and introduce intelligent technology. To change the traditional people-oriented governance. Simply by expanding and reconstructing roads can no longer meet the needs of social development. Therefore, government departments have begun to use high and new technologies to study the feasibility of using them in road traffic. Intelligent transportation also came into being. We define megacities as cities with a permanent population of more than 5 million. Since the use of intelligent transportation in China is relatively mature, some mega-cities such as Beijing, Shanghai, Guangzhou, etc. In this paper, the foothold of intelligent traffic management is these mega-cities. The author has formed a preliminary concept of intelligent transportation on the basis of reading a large number of domestic and foreign literature on intelligent transportation management. The theoretical basis of intelligent traffic management, This paper mainly introduces the guiding significance of the new public management theory to the intelligent transportation management in our country, and then analyzes the adaptability of the technology of intelligent traffic management in China's mega-cities (GISSS-VCIPRFID), and then investigates the present situation of the management of the mega-cities in China. To find out the causes of the problems existing in the intelligent traffic management in China's mega-cities, and combine the advanced experiences of developed countries such as Europe, the United States, Japan, and other developed countries, and the actual situation in China, to put forward the optimization measures for the intelligent traffic management in China's mega-cities. Including the optimization measures at the level of industry, university and research technology, such as the linkage between government management and industry, academic and research institutions, the promotion of technology for management, scientific planning, people-oriented, the establishment of full-time management agencies, the establishment of the Ministry of Communications, the insurance association, The safety association coordinates the management mechanism among three parties, encourages the foreign capital to enter, consummates the traffic legislation work, classifies the instruction, distinguishes the treatment and so on. Finally, draws the conclusion of this paper and prospects for the future, in order to consummate our country mega-city intelligent transportation management, Convenient for people to travel, improve the quality of life in the city.
