【摘要】：近年來,隨著行政審批制度改革的深入推進(jìn),政務(wù)服務(wù)中心建設(shè)越來越得到重視。經(jīng)過十幾年的發(fā)展,政務(wù)服務(wù)中心的規(guī)模逐漸擴(kuò)大,模式日漸成熟,管理趨于規(guī)范,已經(jīng)成為了各地政府組成部門中的一個重要部分,在規(guī)范行政行為、提升服務(wù)效能、推進(jìn)政務(wù)公開、改善政府形象等方面取得了顯著成效。然而,政務(wù)服務(wù)中心這一機(jī)構(gòu)是各地自下而上自行摸索建立起來的,其機(jī)構(gòu)性質(zhì)、職能層級、行政權(quán)限、運(yùn)行模式、服務(wù)功能等方面存在諸多差異,自身發(fā)展建設(shè)也存在法律定位不明確、管理體制不順暢、權(quán)力界限不清晰、服務(wù)功能不完備的問題。本文著重以新公共管理理論、新公共服務(wù)理論和服務(wù)型政府理論為基礎(chǔ),回顧了我國行政審批制度改革歷程,介紹和分析了我國政務(wù)服務(wù)中心主要運(yùn)行模式,著重以呼和浩特市政務(wù)服務(wù)中心為例,介紹了其重要意義、建設(shè)背景、運(yùn)行模式、職能定位以及在深化行政審批制度改革過程中的主要做法和取得的成效,并分析了政務(wù)服務(wù)中心運(yùn)行中存在的問題,有針對性剖析了問題產(chǎn)生的原因。最后,提出了完善政務(wù)服務(wù)中心建設(shè)運(yùn)行的對策,建議國家層面加強(qiáng)頂層設(shè)計、為政務(wù)服務(wù)中心建設(shè)運(yùn)行提供法律保障,規(guī)范統(tǒng)一標(biāo)準(zhǔn)、全面推進(jìn)政務(wù)服務(wù)標(biāo)準(zhǔn)化建設(shè),整合政府服務(wù)、拓寬延伸政務(wù)服務(wù)范圍和領(lǐng)域,創(chuàng)新科技手段、加強(qiáng)政務(wù)服務(wù)信息化建設(shè)。
[Abstract]:In recent years, with the deepening of the reform of administrative examination and approval system, more and more attention has been paid to the construction of government service center. After more than ten years of development, the scale of government service center has gradually expanded, the model has become more mature, and the management tends to be standardized. It has become an important part of the local government departments, and has achieved remarkable results in standardizing administrative behavior, improving service efficiency, promoting the openness of government affairs, improving the image of the government, and so on. The government service center is set up from bottom to top. There are many differences in the nature of organization, functional level, administrative authority, operation mode, service function and so on. There are also some problems in self-development, such as unclear legal orientation, unsmooth management system, unclear limits of power and incomplete service functions. This paper focuses on the new public management theory, the new public service theory and the service-oriented government theory. This paper reviews the reform course of administrative examination and approval system in our country, introduces and analyzes the main operating mode of our country's government affairs service center, emphatically takes Hohhot city government affairs service center as an example, introduces its important significance, construction background and operation mode. The function orientation, the main methods and achievements in the process of deepening the reform of the administrative examination and approval system, and the problems existing in the operation of the administrative service center are analyzed, and the causes of the problems are analyzed. This paper puts forward the countermeasures to perfect the construction and operation of the government service center, suggests that the top level design be strengthened at the national level, provides the legal guarantee for the construction and operation of the government service center, standardizes the unified standard, and comprehensively advances the construction of the standardization of the government affairs service. Integrate government service, expand the scope and field of government service, innovate scientific and technological means, and strengthen information construction of government service.
