【摘要】：2011年3月,《中共中央國務(wù)院關(guān)于分類推進(jìn)事業(yè)單位改革的指導(dǎo)意見》的出臺為公益類事業(yè)單位改革制定了較為完整的目標(biāo)設(shè)計。當(dāng)前公益類事業(yè)單位改革雖然取得了一些成績,但離理想目標(biāo)尚有一些距離,主要表現(xiàn)在改革目標(biāo)定位不清晰、政事關(guān)系調(diào)整不到位、資源配置方式不科學(xué)等方面。為了解決這些問題,需要從堅持公益屬性的引領(lǐng)作用、重塑政事關(guān)系、優(yōu)化資源配置方式、完善運行機制等方面進(jìn)行調(diào)整和深化改革。
[Abstract]:In March 2011, the "guiding opinion of the CPC Central Committee and the State Council on promoting the Reform of Public institutions" formulated a relatively complete target design for the reform of public welfare institutions. Although some achievements have been made in the reform of public welfare institutions, However, there is still some distance from the ideal target, which is mainly manifested in the unclear orientation of the reform objectives, the inadequate readjustment of the relationship between the government and the affairs, the unscientific way of resource allocation, and so on. In order to solve these problems, it is necessary to insist on the leading role of the commonweal attribute. Reshaping the relationship between government and affairs, optimizing the mode of resource allocation, perfecting the operation mechanism and so on, to carry on the adjustment and the deepening reform.
