【摘要】：職業(yè)教育作為培養(yǎng)應(yīng)用型高技能人才的一種教育活動,在推動社會生產(chǎn)力的發(fā)展方面有著重要作用。各地方對職業(yè)教育校企合作培養(yǎng)模式的探索與實踐證明,校企合作不僅需要學(xué)校和企業(yè)作為主體廣泛參與,更需要地方政府的有力支持,政府應(yīng)是職業(yè)院校校企合作的協(xié)調(diào)者和監(jiān)督者,是推動校企合作良性發(fā)展的"發(fā)動機(jī)"和"潤滑劑"。本文將以內(nèi)蒙古赤峰市為例,研究地方政府如何發(fā)揮主導(dǎo)作用,有效推進(jìn)職業(yè)教育校企合作。本文通過文獻(xiàn)研究法、規(guī)范研究法和比較研究法,在明確職業(yè)教育與校企合作概念的基礎(chǔ)上,運用政府職能理論、公共產(chǎn)品理論和社會治理理論,分析赤峰市政府推進(jìn)職業(yè)院校校企合作的現(xiàn)狀與存在的問題,如法規(guī)制度不夠健全、政府參與積極性不高、在監(jiān)管協(xié)調(diào)激勵機(jī)制上的缺失與政府信息提供不足等,借鑒國內(nèi)外政府推進(jìn)校企合作的有益經(jīng)驗,提出地方政府在推進(jìn)校企合作中應(yīng)發(fā)揮思想引領(lǐng)、政策支持、過程監(jiān)督、評價激勵等對策,并建議采用"互聯(lián)網(wǎng)+"與"大數(shù)據(jù)"方式、"PPP"模式等創(chuàng)新校企合作模式。本研究將為明確地方政府在職業(yè)教育校企合作中的應(yīng)然作用,構(gòu)建校企雙方在公共管理部門支持和引導(dǎo)下的長效發(fā)展機(jī)制等方面提供一定的參考依據(jù)。
[Abstract]:Vocational education, as an educational activity of cultivating applied high-skilled talents, plays an important role in promoting the development of social productive forces. School-enterprise cooperation not only needs the extensive participation of schools and enterprises as the main body, but also needs the support of local governments. The government should be the coordinator and supervisor of school-enterprise cooperation in vocational colleges and universities. This paper will take Chifeng City of Inner Mongolia as an example to study how the local government can play a leading role and effectively promote the cooperation between schools and enterprises in vocational education. On the basis of defining the concepts of vocational education and cooperation between schools and enterprises, we should apply the theory of government function, the theory of public goods and the theory of social governance. This paper analyzes the present situation and existing problems of the government of Chifeng city in promoting the cooperation between schools and enterprises in vocational colleges and universities, such as the imperfect laws and regulations, the low enthusiasm of government participation, the lack of incentive mechanism of supervision and coordination and the insufficient provision of government information, etc. Drawing on the beneficial experience of the domestic and foreign governments in promoting the cooperation between schools and enterprises, the paper puts forward that local governments should give full play to ideological guidance, policy support, process supervision, evaluation and encouragement in promoting the cooperation between schools and enterprises, and so on. It is suggested that the "Internet", "big data" and "PPP" should be used to innovate the cooperation mode of schools and enterprises. This study will be used to clarify the role of local governments in the cooperation between schools and enterprises in vocational education. Constructing the long-term development mechanism under the support and guidance of the public administration department provides some reference basis for both the school and the enterprise to construct the long-term development mechanism under the support and guidance of the public administration department.
