【摘要】：在從關(guān)注過程的傳統(tǒng)管理到關(guān)注過程與結(jié)果并重的公共管理的轉(zhuǎn)型過程中,政策監(jiān)測與評(píng)估已經(jīng)成為世界各國提高政策績效的有效工具。我國教育政策監(jiān)測與評(píng)估權(quán)力既有垂直結(jié)構(gòu)中的行政部門、立法部門、政黨監(jiān)測與評(píng)估,又有來自水平結(jié)構(gòu)中的社會(huì)組織、公眾、大眾傳媒和輿論的監(jiān)測與評(píng)估。在這兩種權(quán)力來源與向度中,各主體呈現(xiàn)出各自的利弊,因此需要對教育政策監(jiān)測與評(píng)估主體進(jìn)行頂層設(shè)計(jì)。
[Abstract]:In the process of transition from traditional management of process of concern to public management with equal emphasis on process and result, Policy monitoring and evaluation has become an effective tool for improving policy performance in countries around the world. The monitoring and evaluation powers of educational policy in China include the executive, legislative and political parties in the vertical structure. There is also the monitoring and evaluation of social organizations, the public, the mass media and public opinion from the horizontal structure. In these two sources and directions of power, each subject presents its own advantages and disadvantages. Therefore, the top-level design of the main body of educational policy monitoring and evaluation is needed.
