企業(yè)績效評估與政府績效評估的比較研究

【摘要】:政府管理的內(nèi)容豐富多樣,但是政府績效評估是改善政府管理、提高政府管理能力以及提高管理效率的重要措施,因此在某種意義上提高了國家行政的效率,增強(qiáng)了政府的服務(wù)能力,并且這種注重結(jié)果的執(zhí)政方式,大大的改善了政府與社會公眾之間的關(guān)系。 我國對政府績效管理的重視是在改革開放后開始的,隨著我國完全市場經(jīng)濟(jì)地位的建立,經(jīng)濟(jì)不斷全球化,市場化,并且管理不斷的民主化,致使公眾對政府公共管理部門的期望值越來越高,主要體現(xiàn)在對政府的服務(wù)質(zhì)量,辦事成本以及辦事效率方面。而隨著社會經(jīng)濟(jì)的發(fā)展,我國的政府績效改革的目標(biāo)越來越受到傳統(tǒng)的行政管理方式越的束縛,政府公共管理相關(guān)的問題越來越明顯。而在改革開放后,在政府績效評估方面,我國對政府及其領(lǐng)導(dǎo)干部的評價(jià)發(fā)生了根本性改變,并且由于改革在不斷變化,公共意識的不斷加強(qiáng),人們對政府的績效評估的關(guān)注度也在不斷的升溫。政府績效評估在社會的發(fā)展下在不斷的改革,同樣的企業(yè)績效評估更是隨著社會經(jīng)濟(jì)的發(fā)展在不斷的改進(jìn)。目前,全球經(jīng)濟(jì)不斷發(fā)展,各國之間的聯(lián)系越來越緊密,相互之間的競爭也越來越激勵,作為各行各業(yè)競爭最為核心的因素就是人才,不管是政府機(jī)構(gòu)還是在企業(yè)中,人才的競爭才是最為核心的,如何能夠通過某種工具對人進(jìn)行激勵,促使其發(fā)揮最大能力,這也成為世界各國學(xué)者研究的重點(diǎn)。而隨著我國社會經(jīng)濟(jì)的發(fā)展,,市場市場經(jīng)濟(jì)體制逐步確立和完善,地方政府的政績也就是所謂的政府績效成為了地方綜合競爭力和發(fā)展程度的重要指標(biāo)。相對于企業(yè)來說,政府的管理效率是較為低下的,因此,借鑒企業(yè)高效的管理技術(shù)和制度對于改善政府部門的績效評估是非常有必要的。并且隨著公眾參政意識的不斷提高,政府部門的效率問題越來越受到公眾的關(guān)注,基于兩者之間的理論和實(shí)踐異同,以及企業(yè)績效評估的先進(jìn)理念和手段及技術(shù),有必要對兩者進(jìn)行比較研究。 本文從企業(yè)績效評估和政府績效評估的基本理論出發(fā),著重分析了我國地方政府績效評估的發(fā)展現(xiàn)狀,找出目前存在的問題,并且將兩者從不同方面進(jìn)行比較,從而探索出對改善政府績效評估的啟示為主線,從企業(yè)績效評估引入政府績效評估的可行性出發(fā),著重分析比較政府績效評估與企業(yè)績效評估的相通點(diǎn)和差異之處,從而提出與我國政府績效評估現(xiàn)狀相適應(yīng)的有效的對策。
[Abstract]:The content of government management is rich and diverse, but government performance evaluation is an important measure to improve government management, improve government management ability and improve management efficiency, so it improves the efficiency of national administration in a certain sense. It strengthens the service ability of the government, and it improves the relationship between the government and the public. The importance of government performance management in China began after the reform and opening up. With the establishment of China's complete market economy status, the economy is constantly globalizing, marketization, and the continuous democratization of management. As a result, the public expectations for government public administration departments are becoming higher and higher, mainly reflected in the service quality, service cost and efficiency of the government. But with the development of social economy, The goal of the government performance reform in our country is more and more restricted by the traditional way of administration, and the problems related to the government public management are becoming more and more obvious, and after the reform and opening up, in the aspect of government performance evaluation, Our country's evaluation of the government and its leading cadres has undergone a fundamental change, and because of the constant changes in reform, the public consciousness has been constantly strengthened. People pay more and more attention to the government performance evaluation. The government performance evaluation is constantly reforming under the development of the society, and the same enterprise performance evaluation is improving with the development of the society and economy. At present, With the development of the global economy, the relationship between countries is getting closer and closer, and the competition among each other is more and more exciting. As the core factor of competition in various industries, talent is the most important factor, whether in government agencies or in enterprises. The competition of talents is the core. How to motivate people through some tools and make them exert their maximum ability has also become the focal point of scholars all over the world. And with the development of our country's society and economy, The market economy system has been gradually established and perfected, and the performance of the local government, that is, the so-called government performance, has become an important indicator of the local comprehensive competitiveness and the degree of development. Compared with the enterprises, the management efficiency of the government is relatively low. Therefore, it is necessary to use the efficient management technology and system for reference to improve the performance evaluation of government departments, and with the increasing awareness of public participation in politics, the efficiency of government departments is more and more concerned by the public. Based on the similarities and differences between the two theories and practices, as well as the advanced concepts, means and techniques of enterprise performance evaluation, it is necessary to make a comparative study of the two. Based on the basic theory of enterprise performance evaluation and government performance evaluation, this paper analyzes the current situation of local government performance evaluation in China, finds out the existing problems, and compares them from different aspects. In order to explore the inspiration for improving government performance evaluation as the main line, starting from the feasibility of introducing government performance evaluation into enterprise performance evaluation, the paper analyzes and compares the similarities and differences between government performance evaluation and enterprise performance evaluation. Therefore, the paper puts forward some effective countermeasures to suit the present situation of government performance evaluation in our country.
