【摘要】：政府購買公共服務是當前公共管理學研究的熱點,其作為一種新的制度安排和市場化的手段,是世界各國政府進行政府行政改革的一個重要舉措,它有利于轉變政府職能、提高政府的行政效率和減輕政府公共服務供給的負擔。當前的國內(nèi)發(fā)展形勢下,政府對社會組織財力支持力度減少,而政府公共產(chǎn)品和服務的供給和社會公眾剛性需求,本文從政府購買公共服務的含義和本質(zhì)著手,分析政府購買公共服務的影響因素,厘清當前政府購買公共服務的困境,并提出解決政府購買公共服務的措施和完善的方法。
[Abstract]:Government purchase of public services is a hot topic in the current study of public management. As a new institutional arrangement and market-oriented means, it is an important measure for governments in the world to carry out government administrative reform, which is conducive to the transformation of government functions. Improving the administrative efficiency of the government and lightening the burden on the supply of public services of the government. Under the current domestic development situation, the financial support of the government to social organizations is reduced, while the supply of government public goods and services and the rigid demand of the public, Starting from the meaning and essence of government purchasing public service, this paper analyzes the influence factors of government purchasing public service, clarifies the predicament of government purchase public service, and puts forward some measures and perfect methods to solve the problem of government purchasing public service.
