【摘要】：現(xiàn)代領(lǐng)導(dǎo)獲得成功的必要條件之一，就是可以根據(jù)時(shí)代的變遷、環(huán)境的要求，迅速的轉(zhuǎn)變自身的觀念并調(diào)整行為模式。而對(duì)于身處信息化時(shí)代的現(xiàn)代領(lǐng)導(dǎo)而言，如何正確的面對(duì)電子政務(wù)環(huán)境以及妥善利用電子政務(wù)技術(shù)，則是需要解決的迫切問(wèn)題之一。這個(gè)問(wèn)題的解決具有重大的理論意義和現(xiàn)實(shí)意義，聯(lián)合國(guó)經(jīng)濟(jì)及社會(huì)理事會(huì)已經(jīng)把通過(guò)信息化改進(jìn)發(fā)展中國(guó)家的政府組織，重組公共管理，最終實(shí)現(xiàn)信息資源共享作為其工作要點(diǎn)。朱昒基總理也曾經(jīng)指出：“信息化是當(dāng)今世界發(fā)展的總體趨勢(shì)，推進(jìn)電子政務(wù)建設(shè)對(duì)于提高國(guó)民經(jīng)濟(jì)總體素質(zhì)，提高現(xiàn)代化管理水平，加強(qiáng)政府監(jiān)督，提高行政效率，，開展反腐倡廉等都具有重要作用。領(lǐng)導(dǎo)工作要加快信息化學(xué)習(xí)，利用信息化手段加強(qiáng)政府管理，促進(jìn)政府職能轉(zhuǎn)變、提高政府辦事效率和管理水平，促進(jìn)政務(wù)公開和廉政建設(shè)”。 電子政務(wù)的發(fā)展給現(xiàn)代領(lǐng)導(dǎo)能力帶來(lái)極大的沖擊，同時(shí)也提供了一個(gè)良好的契機(jī)。本文將根據(jù)我國(guó)電子政務(wù)在當(dāng)前的發(fā)展建設(shè)情況，結(jié)合世界其他各國(guó)電子政務(wù)建設(shè)的經(jīng)驗(yàn)，探討現(xiàn)代領(lǐng)導(dǎo)該如何應(yīng)對(duì)電子政務(wù)所帶來(lái)的挑戰(zhàn)及政府領(lǐng)導(dǎo)力的提升途徑。
[Abstract]:One of the necessary conditions for the success of modern leadership is to rapidly change their concepts and adjust their behavior patterns according to the changes of the times and the requirements of the environment. How to correctly face the environment of e-government and make good use of E-government technology is one of the urgent problems that need to be solved. The solution of this problem has great theoretical and practical significance. The Economic and Social Council of the United Nations has restructured public administration by improving governmental organizations in developing countries through information technology, Finally, realizing the sharing of information resources is the main point of its work. Premier Zhu Yuji has also pointed out: "Informatization is the general trend of the development of the world today. Promoting the construction of electronic government affairs will improve the overall quality of the national economy and the level of modern management. It is important to strengthen government supervision, improve administrative efficiency and carry out anti-corruption work. Leadership should speed up information learning, strengthen government management by means of information technology, and promote the transformation of government functions. We will improve the efficiency and management of government affairs and promote the opening of government affairs and the building of a clean and honest government. " The development of e-government brings great impact to modern leadership ability, and also provides a good opportunity. According to the current development and construction of e-government in China, this paper will combine the experience of other countries in the construction of e-government in the world. This paper discusses how modern leaders should deal with the challenges brought by e-government and how to improve government leadership.
