基于雙因素理論的公務(wù)員激勵機制優(yōu)化研究

【摘要】:隨著我國政治體制改革的深入,激勵機制在我國已經(jīng)運行了十余年。公務(wù)員激勵機制作為公共管理部門管理機制的重要組成部分,在調(diào)動公務(wù)員的積極性和主動性,挖掘公務(wù)員潛力,提高行政效率方面都發(fā)揮了一定的積極作用。尤其是隨著新公共管理運動的不斷發(fā)展,以公共服務(wù)為導(dǎo)向的政府構(gòu)建,逐步對公務(wù)員素質(zhì)、態(tài)度、能動性提出了更高一步的要求。雖然當前我國在公務(wù)員激勵機制的實際運用中已經(jīng)取得了不小的成績,但是依舊存在著諸多的問題。如何建立起一個系統(tǒng)有效的公務(wù)員激勵機制,這仍然是一個需要進行深入研究探索的課題。 本文運用管理學(xué)、社會學(xué)以及行政學(xué)等學(xué)科的基本理論,系統(tǒng)闡述了公務(wù)員激勵機制的基本內(nèi)涵及相關(guān)理論,對當今我國公務(wù)員激勵機制的存在現(xiàn)狀進行了深入分析,并對我國公務(wù)員激勵機制的發(fā)展與完善提出了相應(yīng)的對策建議。 本文共分為四個部分: 第一部分是引言。介紹了選題的背景和意義,國內(nèi)外相關(guān)的文獻綜述,研究所采用的理論工具以及方法工具,論文研究的基本思路與研究內(nèi)容,文章創(chuàng)作中的創(chuàng)新之處。 第二部分是有關(guān)雙因素理論的簡單闡述以及對我國公務(wù)員激勵機制的進一步分析。不但介紹了雙因素理論的基本內(nèi)涵及對其所進行的評價與應(yīng)用現(xiàn)狀,而且進一步闡述了公務(wù)員、激勵以及激勵機制等相關(guān)概念。 第三部分是對我國公務(wù)員激勵機制的存在現(xiàn)狀所進行的分析。分析了當前我國在公務(wù)員的激勵機制方面所存在的具體問題,并針對性的對我國公務(wù)員在激勵機制中產(chǎn)生這些相應(yīng)問題的具體原因進行了深入性的探討分析。 第四部分是對我國的公務(wù)員在激勵機制方面的完善與發(fā)展過程中可采取的相關(guān)對策探討。本部分分別從思想方面以及制度方面進行對如何完善我國公務(wù)員的激勵機制的詳細研究,具體從公務(wù)員的考核、晉升、薪酬管理以及獎懲管理等相關(guān)制度上進行不斷完善,在相應(yīng)的操作過程中有效利用赫茨伯格的雙因素理論來充分發(fā)揮作為公共部門所應(yīng)具有的“激勵因素”以及對應(yīng)的“保健因素”。
[Abstract]:With the deepening of the reform of our political system, the incentive mechanism has been running in our country for more than ten years. As an important part of the management mechanism of the public administration department, the incentive mechanism of the civil servant is arousing the enthusiasm and initiative of the civil servant. Excavating the potential of civil servants and improving administrative efficiency have all played a positive role, especially with the continuous development of the new public management movement, the construction of a public service-oriented government, and the gradual development of the quality and attitude of civil servants. The initiative has put forward a higher demand. Although China has already made great achievements in the practical application of the incentive mechanism for civil servants, However, there are still many problems. How to establish a systematic and effective incentive mechanism for civil servants is still a subject that needs further research and exploration. Based on the basic theories of management, sociology and administration, this paper systematically expounds the basic connotation and relevant theories of civil servant incentive mechanism, and makes a deep analysis of the existing situation of civil servant incentive mechanism in our country. And put forward the corresponding countermeasure suggestion to the development and consummation of the civil servant incentive mechanism in our country. This paper is divided into four parts:. The first part is the introduction. It introduces the background and significance of the topic, the literature review at home and abroad, the theoretical and methodological tools used in the research, the basic ideas and research contents of the thesis, and the innovations in the creation of the article. The second part is a brief description of the two-factor theory and a further analysis of the incentive mechanism for civil servants in China. It not only introduces the basic connotation of the two-factor theory, but also the evaluation and application of the two-factor theory. And further elaborated the civil servant, the incentive as well as the incentive mechanism and so on related concepts. The third part is the analysis of the existing situation of the civil servant incentive mechanism in our country. And the specific causes of these problems in the incentive mechanism of civil servants in China are discussed and analyzed. The 4th part is about how to perfect and develop the civil servant's incentive mechanism in our country. This part is about how to perfect the civil servant's motivation from the aspect of thought and system. A detailed study of the excitation mechanism, From the examination, promotion, salary management, reward and punishment management of civil servants and other related systems to continuously improve, In the process of operation, Hertzberg's two-factor theory is used effectively to give full play to the "incentive factor" and the corresponding "health care factor" which should be possessed by the public sector.
