基于PV-GPG模型的縣級(jí)政府績(jī)效評(píng)價(jià)流程研究

【摘要】:縣級(jí)政府是事實(shí)上的基層政府,是區(qū)域發(fā)展的實(shí)際中心,但缺乏政府績(jī)效評(píng)價(jià)的流程方面的理論指導(dǎo);政府績(jī)效評(píng)價(jià)是政治性與技術(shù)性都很強(qiáng)的工作,是價(jià)值理性與工具理性的結(jié)合,但是缺失對(duì)公共價(jià)值的回應(yīng);PV-GPG理論是對(duì)新公共管理在公共價(jià)值的缺陷進(jìn)行反思基礎(chǔ)上的創(chuàng)新,有著很強(qiáng)的矯正功能和指導(dǎo)意義,但缺乏在實(shí)踐中的“操作化”指南。因此,本研究以縣級(jí)政府為視角,來(lái)研究PV-GPG框架下政府績(jī)效評(píng)價(jià)的流程,將推動(dòng)該科學(xué)模型在縣級(jí)政府績(jī)效評(píng)價(jià)中的實(shí)際應(yīng)用,也更有推廣的意義。 本研究的目標(biāo)在于,將PV-GPG模型進(jìn)行分解、重構(gòu)和具體化,針對(duì)不同類(lèi)型的公共行政過(guò)程,構(gòu)建一個(gè)(組)流程體系,這些流程體系能夠承載、體現(xiàn)并保障公共價(jià)值。首先,在理論上區(qū)分了PV-GPG框架下的評(píng)價(jià)流程與傳統(tǒng)評(píng)價(jià)流程在管理要素、管理職能和評(píng)價(jià)功能方面的變化,按照“價(jià)值鏈”思想,將政府績(jī)效評(píng)價(jià)前的功能定位于“公共價(jià)值的獲取與平衡”,評(píng)價(jià)中定位于“價(jià)值的承載與輸出”,評(píng)價(jià)后定位于“價(jià)值的反饋與重塑”。其次,分別界定流程中每個(gè)環(huán)節(jié)的功能和作用、流程中每個(gè)主體的訴求和價(jià)值取向,根據(jù)環(huán)節(jié)功能與主體價(jià)值的契合匹配,將環(huán)節(jié)與主體進(jìn)行嵌套,把最合適的主體放置到相應(yīng)的流程環(huán)節(jié)中,從而設(shè)計(jì)出了基于PV-GPG思想的通用評(píng)價(jià)流程,并建立了政府績(jī)效評(píng)價(jià)的共享數(shù)據(jù)庫(kù)和流程管理系統(tǒng)。再次,根據(jù)不同基礎(chǔ)模型在組織者、評(píng)價(jià)者以及評(píng)價(jià)功能等方面的差異,在通用流程的基礎(chǔ)上設(shè)計(jì)出六種有特定功能的系列流程。最后,擷取了16個(gè)縣級(jí)政府績(jī)效評(píng)價(jià)的案例,以基礎(chǔ)模型為視角進(jìn)行比較分析,發(fā)現(xiàn)了有關(guān)價(jià)值建構(gòu)、多模型運(yùn)用與動(dòng)力機(jī)制的有益啟示。 本研究的創(chuàng)新點(diǎn):以“縣級(jí)政府”為立足點(diǎn)設(shè)計(jì)流程、將公共價(jià)值植入評(píng)價(jià)流程之中、建立了政府績(jī)效評(píng)價(jià)的流程管理系統(tǒng)、區(qū)分了通用流程與特定功能的系列流程。下一步研究的方向在于案例的進(jìn)一步剖析和流程的進(jìn)一步細(xì)化。
[Abstract]:County level government is the actual center of regional development, but it lacks theoretical guidance on the process of government performance evaluation, and government performance evaluation is both political and technical work. It is the combination of value rationality and instrumental rationality, but the lack of response to public value is an innovation on the basis of reflection on the defects of public value in the new public management, which has a strong corrective function and guiding significance. However, there is a lack of "operationalization" guide in practice. Therefore, this study studies the process of government performance evaluation under the framework of PV-GPG from the perspective of county-level government, which will promote the practical application of the scientific model in the performance evaluation of county-level government. Also has the promotion significance. The goal of this study is to decompose, reconstruct and concretize the PV-GPG model, and construct a process system (group) for different types of public administration processes, which can carry, embody and protect public value. The paper theoretically distinguishes between the evaluation process under the PV-GPG framework and the traditional evaluation process in terms of management elements, management functions and evaluation functions, according to the idea of "value chain". The function of government performance evaluation is defined as "the acquisition and balance of public value", "the bearing and output of value" in evaluation, and "feedback and remolding of value" after evaluation. The function and function of each link in the process are defined, and the demand and value orientation of each subject in the process are defined respectively. According to the matching between the function of the link and the value of the subject, the link and the subject are nested. Put the most suitable subject into the corresponding process, and then design the general evaluation process based on PV-GPG, and set up the shared database and process management system of government performance evaluation. According to the differences of different basic models in organizers, evaluators and evaluation functions, six series of processes with specific functions are designed on the basis of general process. Finally, 16 cases of performance evaluation of county government are selected. Through comparative analysis from the perspective of basic model, some useful revelations about value construction, multi-model application and dynamic mechanism are found. The innovation point of this research: to design the process of "county government" as the foothold, put the public value into the evaluation process, and establish the process management system of government performance evaluation. The next step is to further analyze the case and further refine the flow.
