【摘要】：由于西方國家大力發(fā)展公共管理和推行行政改革，從而使政府績效管理吸引了世界的眼光。我國在推行改革開放以來，也對政府績效評估進行了探索，逐步引入西方國家的管理經驗和形式，將嘗試的重點放在了績效評估形式上，第三方評估形式也由此誕生。第三方評估特指不屬于政府部門的組織參與評估政府績效，與政府自身內部的評估和上級政府對下級政府評估的方式不同，第三方評估代表政府行政理念的創(chuàng)新，，開始嘗試以顧客為導向，這有利于轉變政府職能，拉近政府與公民之間的距離。在這種背景的影響下，“甘肅模式”正式推行。在2004年，甘肅省政府非公有制經濟非常落后，為了改變這種局面，開始引入第三方評估政府績效，開創(chuàng)了我國第三方評估政府績效的先河�！案拭C模式”無論是評估的組織者、評估的主體、評估指標設計還是評估程序的設計上都是一種創(chuàng)新。但是，“甘肅模式”僅僅推行了兩次就未能持續(xù)下去，而且至今沒有重新啟動。今后各地政府引入第三方評估是必然趨勢，所以本文就以“甘肅模式”為例，從評估的參與者以及環(huán)境因素兩個角度分析“甘肅模式”未能持續(xù)下去的原因，并對西方英美國家的第三方評估的發(fā)展做了分析，總結可供我國借鑒的實踐經驗，從而有針對性的提出了促進我國地方政府績效第三方評估持續(xù)發(fā)展的建議，希望對其他地方政府推行第三方評估有所幫助。
[Abstract]:Since western countries vigorously develop public management and carry out administrative reform, the government performance management has attracted the eyes of the world. Since the implementation of reform and opening up, China has also explored the government performance evaluation. By introducing the management experience and form of western countries step by step, the emphasis of the attempt is put on the form of performance evaluation, and the form of third party evaluation is also born. The third party evaluation refers to the participation of organizations that do not belong to government departments to evaluate government performance. Different from the internal evaluation of the government itself and the way that the higher government evaluates the lower government, the third party evaluation represents the innovation of the government's administrative concept and begins to try to be customer-oriented, which is conducive to the transformation of government functions. Under the influence of this background, the "Gansu Model" was formally implemented. In 2004, the provincial government was very backward in the non-public sector of the economy. In order to change this situation, it began to introduce a third party to evaluate government performance. "Gansu Model", whether it is the organizer of the evaluation, the main body of the evaluation, Both the design of evaluation indicators and the design of evaluation procedures are innovative. However, the "Gansu Model" has not been sustained after only twice being implemented, and has not been restarted. In the future, the introduction of third-party evaluation by local governments is an inevitable trend. So this paper takes Gansu Model as an example, analyzes the reasons why Gansu Model can not last from the perspective of participants and environmental factors, and analyzes the development of third-party evaluation in western countries, Britain and the United States. This paper summarizes the practical experience that can be used for reference in our country, and then puts forward some suggestions to promote the sustainable development of third-party evaluation of local government performance in China, hoping to help other local governments to carry out third-party evaluation.
