【摘要】：城市綠化作為城市基礎(chǔ)設(shè)施建設(shè)的一項重要內(nèi)容，直接關(guān)系到城市居民生活質(zhì)量的提高和城市經(jīng)濟(jì)的可持續(xù)發(fā)展，一定程度上體現(xiàn)了城市的文明程度，對城市的發(fā)展至關(guān)重要。本文以保定市城市綠化管理為研究對象，運(yùn)用公共產(chǎn)品理論和新公共管理理論，對城市綠化這一“公共產(chǎn)品”及其管理進(jìn)行研究，找出保定市城市綠化管理存在的問題，從而提出提高我國城市綠化管理水平的對策與建議，進(jìn)一步地提高保定市城市綠化管理水平，，推動其城市綠化管理朝著科學(xué)化和規(guī)范化的方向發(fā)展，促進(jìn)保定市城市經(jīng)濟(jì)的可持續(xù)發(fā)展，提高城市的綜合競爭力。 本文回顧了國內(nèi)外關(guān)于城市綠化管理的理論，闡述新公共管理等相關(guān)理論，為本文研究奠定理論基礎(chǔ)；對保定市城市綠化管理的機(jī)構(gòu)設(shè)置、管理機(jī)制、綠化實施程序和當(dāng)前保定市主要綠化規(guī)劃和綠化項目進(jìn)行分析，歸納了保定市城市綠化管理的現(xiàn)狀；在分析保定市綠化管理規(guī)劃管理、管理體制、管理法制建設(shè)和日常養(yǎng)護(hù)管理上存在問題基礎(chǔ)上，從城市綠化規(guī)劃管理、管理體制、綠化管理法制化建設(shè)、日常養(yǎng)護(hù)管理等方面提出了改進(jìn)對策，以期提升保定市城市綠化管理水平有所借鑒與幫助。
[Abstract]:As an important part of urban infrastructure construction, urban greening is directly related to the improvement of the quality of life of urban residents and the sustainable development of urban economy, and to a certain extent reflects the civilization of the city. This paper takes Baoding city greening management as the research object, uses the public product theory and the new public management theory, carries on the research to the city greening this "public product" and its management. To find out the problems existing in the management of urban greening in Baoding City, and then put forward the countermeasures and suggestions to improve the management level of urban greening in our country, and further improve the management level of Urban Greening in Baoding City. To promote the development of urban greening management in the direction of science and standardization, to promote the sustainable development of the city economy of Baoding City, and to improve the comprehensive competitiveness of the city. This paper reviews the theories of urban greening management at home and abroad, expounds the related theories such as new public management, and lays a theoretical foundation for the study of this paper, and sets up the institutions and management mechanisms of the urban greening management in Baoding. The greening implementation procedures and the main greening planning and greening projects in Baoding City are analyzed, the present situation of the greening management in Baoding City is summarized, and the planning, management and management system of the Greening Management in Baoding City are analyzed. On the basis of the problems existing in the construction of management legal system and the daily maintenance management, this paper puts forward the improvement countermeasures from the aspects of urban greening planning management, management system, greening management legalization construction, daily maintenance management and so on. In order to improve Baoding city greening management level reference and help.
