【摘要】：公共精神作為公務(wù)員從事公共管理的價(jià)值導(dǎo)向、職業(yè)精神和公共能力,對(duì)塑造公務(wù)員的行政人格、提高公共管理水平具有積極功能。公務(wù)員的公共精神包括民主精神、法治精神、公正精神、服務(wù)精神和責(zé)任精神。公正精神是公務(wù)員公共精神的靈魂,民主精神是公務(wù)員公共精神的核心,服務(wù)精神是公務(wù)員公共精神的基礎(chǔ),法治精神與責(zé)任精神是公務(wù)員公共精神的保障。公務(wù)員公共精神塑造的特點(diǎn)是:塑造公務(wù)員的公共精神是政府行為,受公務(wù)員法約束,由國(guó)家機(jī)關(guān)和專門培訓(xùn)機(jī)構(gòu)進(jìn)行。塑造公務(wù)員公共精神是學(xué)習(xí)型機(jī)關(guān)建設(shè)的重要內(nèi)容。公務(wù)員公共精神具有引導(dǎo)功能、約束功能、凝聚功能、整合功能、建構(gòu)功能和穩(wěn)定功能。
[Abstract]:Public spirit, as the value orientation, professional spirit and public ability of civil servants engaged in public administration, has a positive function in shaping the administrative personality of civil servants and improving the level of public administration. The public spirit of civil servants includes democratic spirit. The spirit of rule of law, the spirit of justice, the spirit of service and the spirit of responsibility. The spirit of justice is the soul of the public spirit of civil servants, the spirit of democracy is the core of the public spirit of civil servants, and the spirit of service is the basis of the public spirit of civil servants. The spirit of the rule of law and the spirit of responsibility are the guarantee of the public spirit of civil servants. The public spirit of civil servants is an important part of the construction of learning organs. The public spirit of civil servants has the functions of guidance, restraint, cohesion, integration, construction and stability.
