【摘要】：隨著世界經(jīng)濟(jì)一體化和區(qū)域經(jīng)濟(jì)一體化的深入推進(jìn),在一定地域內(nèi),建設(shè)具有集聚和輻射帶動(dòng)功能的中心城市,已成為促進(jìn)城市和區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展的重要舉措。近年來(lái),以烏海市為中心,涵蓋周邊蒙西、棋盤井、烏斯太等地區(qū)的“小三角”區(qū)域經(jīng)濟(jì)快速發(fā)展。內(nèi)蒙古‘自治區(qū)人民政府制定下發(fā)了《以呼包鄂為核心沿黃河沿交通干線經(jīng)濟(jì)帶重點(diǎn)產(chǎn)業(yè)發(fā)展規(guī)劃(2010-2020年)》(內(nèi)政發(fā)[2010]97號(hào)),明確了烏海市發(fā)展定位是以呼包鄂為核心的次中心城市,并提出,“烏海市要突出’小三角’地區(qū)的中心城市地位,按照城市總體規(guī)劃,積極開(kāi)展與棋盤井、蒙西、阿拉善經(jīng)濟(jì)并發(fā)區(qū)管委會(huì)的合作共建,加快城市擴(kuò)展與人口集聚,實(shí)現(xiàn)從工礦型城市向功能完善的區(qū)域中心城市轉(zhuǎn)變�！睂�(duì)這一區(qū)域及烏海市區(qū)域中心城市的功能、定位進(jìn)行了明確。本文在綜合相關(guān)理論的基礎(chǔ)上,重點(diǎn)調(diào)查了解烏海市及周邊區(qū)域發(fā)展現(xiàn)狀特征,從“小三角”區(qū)域發(fā)展存在的問(wèn)題進(jìn)行分析,圍繞建設(shè)區(qū)域中心城市、促進(jìn)區(qū)域協(xié)調(diào)發(fā)展這一主線,提出建設(shè)區(qū)域中心城市的可行性策略和建議。本文的研究工作不僅對(duì)區(qū)域中心城市和區(qū)域公共管理的發(fā)展具有理論意義,而且對(duì)于從根本上解決區(qū)域內(nèi)重復(fù)建設(shè)、無(wú)序競(jìng)爭(zhēng)、環(huán)境污染等問(wèn)題,增強(qiáng)城市競(jìng)爭(zhēng)力,以及縮小內(nèi)蒙古自治區(qū)東西部差距、促進(jìn)區(qū)域一體化發(fā)展等方面都具有積極的意義。
[Abstract]:With the development of world economic integration and regional economic integration, it has become an important measure to promote the coordinated development of urban and regional economy in recent years to build a central city with the functions of agglomeration and radiation-driven in a certain region. Focus on the investigation and understanding of Wuhai City and its surrounding regional development status characteristics, from the "small triangle" regional development problems, around the construction of regional central cities, promoting regional coordinated development of the main line, This paper not only has theoretical significance for the development of regional central city and regional public management, but also fundamentally solves the problem of regional repeated construction and disordered competition. Problems such as environmental pollution, enhancing the competitiveness of cities, narrowing the gap between east and west of Inner Mongolia Autonomous region, and promoting the development of regional integration are of positive significance.
