【摘要】：自上世紀(jì)80年代中國實行改革開放政策以來，在經(jīng)濟水平飛速提高、人民群眾文化素質(zhì)逐步提升的同時，我國高校黨建工作在其服務(wù)領(lǐng)域、服務(wù)對象和服務(wù)環(huán)境等多方面均發(fā)生了極其深刻的變化，這就迫切要求我黨在高校黨建工作的思路、模式和方法上能夠適應(yīng)這些變化，并且能夠運用發(fā)展的眼光、創(chuàng)新的思維方式以及科學(xué)的管理意識不斷推動高校黨建工作的績效水平，我國黨建理論研究者和高校管理者也有義務(wù)將高校黨建工作的科學(xué)化水平進(jìn)行更為深層次的創(chuàng)新和探索。 本論文以高校黨建為研究對象，綜合使用層次分析法、模糊綜合評價法等數(shù)學(xué)模型和方法，嚴(yán)格按照信息系統(tǒng)分析與設(shè)計的過程，分析和設(shè)計基于計算機智能型的高校黨建績效評價信息系統(tǒng)。文章所涉及的研究內(nèi)容主要包括以下共計六部分： 首先是緒論部分。在緒論部分我們將從以下倆個部分分別進(jìn)行系統(tǒng)的闡述：第一部分闡述本論文的選題背景及研究意義，并且也十分詳細(xì)地敘述了文章的研究對象、研究模型、研究方法及研究難點和創(chuàng)新點；第二部分我們將系統(tǒng)地闡述該文章的總體邏輯研究思路及研究框架，最后我們還會總結(jié)出該研究項目的主要貢獻(xiàn)。 第二部分，相關(guān)理論與研究成果。系統(tǒng)闡述本文所涉及的績效評價、社會經(jīng)濟責(zé)任審計、黨建質(zhì)量管理體系、新公共管理理論。同時，我們也綜合分析了國內(nèi)外關(guān)于黨建績效評價的現(xiàn)實運用。 第三部分，現(xiàn)行高�；鶎狱h組織黨建工作的績效評價運用現(xiàn)狀與問題研究。在進(jìn)行資料搜集和對比分析的基礎(chǔ)上，對我國高校黨建工作的現(xiàn)狀進(jìn)行較為詳實的分析，試圖找出存在的問題，并指出改進(jìn)方法。 第四部分，高校黨建績效評價信息系統(tǒng)分析。結(jié)合信息系統(tǒng)分析與設(shè)計的基本理論，針對我國基層黨建系統(tǒng)的真實需求，進(jìn)行詳細(xì)分析，并試圖使用模糊綜合評價法、神經(jīng)網(wǎng)絡(luò)法構(gòu)建評價模型，，最終借助MATLAB軟件進(jìn)行程序設(shè)計。 第五部分，高校黨建績效評價信息系統(tǒng)設(shè)計。文章對績效評價系統(tǒng)的體系設(shè)計、用戶權(quán)限、功能結(jié)構(gòu)、數(shù)據(jù)處理和輸入輸出進(jìn)行全方面設(shè)計。 第六部分，實際運用部分。本章對以上五部分進(jìn)行總結(jié)和歸納的基礎(chǔ)上，分別對高校黨建各個評價對象進(jìn)行更為詳盡的實際操作應(yīng)用，以便大家更好地了解、借鑒和應(yīng)用本績效評價信息系統(tǒng)。 本文所采用的模糊綜合評價法及其他數(shù)學(xué)方法將賦予我國基層黨建績效評價新的分析思路，本文所開發(fā)的黨建績效評價系統(tǒng)和信息管理系統(tǒng)，可以為不同組織的不同領(lǐng)域的基層黨建人力資源績效評價工作提供新新的運行平臺。
[Abstract]:Since -20s, the reform and opening policy has been carried out in China. With the rapid improvement of economic level and the gradual improvement of the people's cultural quality, the party building work in colleges and universities in China is in the service field. Great changes have taken place in many aspects, such as service object and service environment, which urgently require our Party to adapt to these changes in the way of thinking, mode and method of Party building in colleges and universities. And can use the development vision, the innovative thinking mode and the scientific management consciousness unceasingly promotes the university party construction work performance level. It is also the duty of the party construction theory researchers and university administrators to innovate and explore the scientific level of the party building work in colleges and universities. In this paper, the party building in colleges and universities as the research object, comprehensive use of analytic hierarchy process, fuzzy comprehensive evaluation method and other mathematical models and methods, strictly in accordance with the information system analysis and design process. This paper analyzes and designs the performance evaluation information system of the Party building in colleges and universities based on computer intelligence. The research contents of this paper mainly include the following six parts: The first part is the introduction part. In the introduction part we will elaborate the following two parts: the first part describes the background and significance of this paper. At the same time, the research object, research model, research method, research difficulty and innovation point of the article are also described in detail. In the second part, we will systematically describe the overall logic research ideas and research framework of this paper, and finally we will sum up the main contributions of the research project. The second part, related theories and research results. This paper systematically describes the performance evaluation, social and economic responsibility audit, the party building quality management system, the new public management theory. At the same time. We also analyze the practical application of performance evaluation of party building both at home and abroad. The third part, on the basis of data collection and comparative analysis, the current performance evaluation and application of the party construction work of grass-roots party organizations in colleges and universities are studied. This paper makes a detailed analysis of the present situation of party building in colleges and universities in China, tries to find out the existing problems and points out the improvement methods. Part 4th, the information system analysis of the performance evaluation of party building in colleges and universities. Combined with the basic theory of information system analysis and design, aiming at the real needs of the party building system at the grass-roots level in China, this paper makes a detailed analysis. The fuzzy comprehensive evaluation method and neural network method are used to construct the evaluation model. Finally, the program is designed with the help of MATLAB software. In the 5th part, the paper designs the system design, user authority, function structure, data processing and input and output of the performance evaluation system. On the basis of the summary and induction of the above five parts, this chapter carries on more detailed practical operation and application to each evaluation object of the Party building in colleges and universities, so that we can understand better. Reference and application of this performance evaluation information system. The fuzzy comprehensive evaluation method and other mathematical methods adopted in this paper will give a new analysis idea to the performance evaluation of the Party building at the grass-roots level in our country. The performance evaluation system and the information management system of the party construction developed in this paper. It can provide a new operating platform for the performance evaluation of human resources in different fields of party building in different organizations.
