【摘要】：院前急救醫(yī)療服務(wù)能力是衡量城市公共管理水平和醫(yī)療救治水平的重要標(biāo)志。由于院前急救醫(yī)生人員匱乏，北京市院前急救服務(wù)提供能力不足，城市急救資源短缺，不能滿足城市與市民日益增長的急救醫(yī)療需求。120急救電話呼叫存在欲派無車情況，急救醫(yī)療呼叫滿足率近幾年僅在85%左右。院前急救專業(yè)隊伍人員不足、流失嚴(yán)重，已成為院前急救醫(yī)療服務(wù)發(fā)展緩慢甚至停滯不前的重要原因。如何增加院前急救專業(yè)人員儲備、穩(wěn)定人才隊伍，是北京市院前急救醫(yī)療服務(wù)體系建設(shè)中需要解決的重要問題。論文以北京急救中心為案例進行研究，，對院前急救醫(yī)生數(shù)量、學(xué)歷、職稱結(jié)構(gòu)、專業(yè)人才隊伍建設(shè)現(xiàn)狀進行統(tǒng)計分析，同時對存在的問題進行描述，并分析了專業(yè)人才隊伍建設(shè)中出現(xiàn)的問題的因素，結(jié)合國內(nèi)外院前急救專業(yè)人才隊伍建設(shè)經(jīng)驗和社區(qū)衛(wèi)生人才隊伍建設(shè)的經(jīng)驗，提出了解決北京院前急救專業(yè)人員短缺和流失問題的對策建議。
[Abstract]:The pre hospital emergency medical service ability is an important symbol of city public management level and the level of medical treatment. The pre hospital emergency doctor personnel shortage, Beijing pre hospital emergency service capacity, city emergency resources shortage, can not meet the city and the public's growing demand for emergency medical emergency telephone call.120 to send no car there emergency medical call, meet the rate in recent years is only about 85%. Pre hospital emergency professional team personnel shortage, serious loss, has become an important reason for pre hospital emergency medical services development slow or stagnant. How to increase the professional reserve of prehospital care, stable personnel, is an important problem to be solved in the construction of medical service system pre hospital care in Beijing. The thesis takes Beijing emergency center as a case study, the number of doctors, pre hospital emergency degree, the title structure, professional talent team Present situation of Wu construction were analyzed, and the existing problems are described, and analyzed the factors of the problems in the construction of the professional team, with professional talent team construction experience and community health personnel construction experience at home and abroad of pre hospital care, and brings forward some countermeasures to suggest the shortage of professionals and loss of Beijing pre hospital emergency.
