【摘要】：正在中國背景中討論官僚制問題極為復(fù)雜。其一,政府職能處于不斷調(diào)整和變化過程中,"政府密集"將是公共管理的一個長期特征;其二,官僚制供應(yīng)不足,公務(wù)員制度尚不成熟,公務(wù)員整體職業(yè)素質(zhì)有待提升;其三,人們廣為詬病的有關(guān)官僚和官僚主義的各種問題,在很大程度上也存在于中國公共行政機構(gòu)。這三個維度的問題構(gòu)成了中國公共管理中的兩重困境:"政府密集"與官僚制供應(yīng)不足之間的困境,以及官僚制供應(yīng)不足與官僚主義盛行之間的困境。"三維兩重困境"提示人們要理解中國的公共管理問題,不能囿于西方行政理論和實踐
[Abstract]:It is very complicated to discuss the issue of bureaucracy in the background of China. Firstly, the government function is in the process of constant adjustment and change, "government intensive" will be a long-term characteristic of public administration; Second, the supply of bureaucracy is insufficient, the civil service system is not mature, and the overall professional quality of civil servants needs to be improved; Third, the various issues about bureaucracy and bureaucracy that have been widely criticized. To a large extent, it also exists in China's public administration. These three dimensions of the problem constitute the two dilemmas in Chinese public management: the dilemma between "government intensive" and the lack of bureaucratic supply. And the dilemma between the shortage of bureaucratic supply and the prevalence of bureaucracy. The "three dimensional dual dilemma" suggests that people should understand the problems of public administration in China and should not be confined to western administrative theory and practice.
