【摘要】：濟(jì)南的水生態(tài)問題由來已久,水資源匱乏,河道、水庫、塘壩等開發(fā)利用較高,城市發(fā)展侵占嚴(yán)重,人工化程度較高,水體污染嚴(yán)重,河道干涸較多,垃圾隨處可見。這些問題的產(chǎn)生,城市擴(kuò)張發(fā)展建設(shè)、城市管理中的漏洞是主要原因。本文通過對美國、法國、英國在水生態(tài)建設(shè)管理的實踐為案例進(jìn)行分析,查閱有關(guān)資料文獻(xiàn),結(jié)合濟(jì)南市市政公用局、市政局、水務(wù)局、街辦等政府部門和市民的訪談,梳理了國內(nèi)外先進(jìn)研究經(jīng)驗和濟(jì)南市在水生態(tài)建設(shè)管理方面的問題,結(jié)合新公共管理理論、多中心治理理論以加強(qiáng)城市水生態(tài)建設(shè)管理的對策研究,回應(yīng)人們渴望天藍(lán)、水清、岸綠的城市空間和對美好環(huán)境的訴求,消除水環(huán)境的臟、亂、差,打造泉涌、河暢、水清、景美的水生態(tài)城市,統(tǒng)籌“建設(shè)、管理”的內(nèi)涵。文章全面分析濟(jì)南市水資源、水源及水源地、河流水系現(xiàn)狀,梳理水生態(tài)建設(shè)管理過程中存在的排水規(guī)劃、排水立法、管理體制、建設(shè)項目、資金投入等主要問題,介紹了濟(jì)南市水生態(tài)建設(shè)管理的探索,提出了為改善城市生活環(huán)境,豐富城市空間環(huán)境,需建立完善項目推進(jìn)體制機(jī)制,健全組織架構(gòu)和推進(jìn)模式,不斷完善修訂頒布法律法規(guī)體系建設(shè),保持水生態(tài)建設(shè)管理資金投入的連續(xù)性,做到制度可依、規(guī)劃先行、建設(shè)推進(jìn)、管理保障的可持續(xù)發(fā)展模式；實現(xiàn)濟(jì)南的商業(yè)旅游、現(xiàn)代服務(wù)、歷史文化、宜業(yè)宜居等城市功能,促進(jìn)濟(jì)南市生態(tài)環(huán)境與經(jīng)濟(jì)社會的協(xié)調(diào)可持續(xù)發(fā)展。
[Abstract]:Jinan has a long history of water ecological problems, water resources are scarce, river, reservoir, Tangba and other development and utilization, urban development and occupation of serious, artificial degree is higher, serious water pollution, more dry river. Garbage can be seen everywhere. These problems, urban expansion and development, urban management loopholes are the main reasons. This paper through the United States, France, Britain in the practice of water ecological construction management for the case analysis. Consulting relevant documents, combining Jinan Municipal Public Utilities Bureau, Urban Council, Water Bureau, Street Office and other government departments and public interviews. Combing the advanced research experience at home and abroad and the problems of water ecological construction management in Jinan, combined with the new public management theory, multi-center governance theory to strengthen the urban water ecological construction management countermeasures. In response to people's desire for blue, clear and green urban space and the demand for a better environment, eliminate the dirty, messy, poor water environment, and create a water ecological city with springs, rivers, clear water and beautiful scenery, and coordinate the construction of the water ecological city. This paper analyzes the present situation of water resources, water sources and water sources in Jinan, and analyzes the existing drainage planning, drainage legislation, management system and construction projects in the process of water ecological construction and management. This paper introduces the exploration of water ecological construction and management in Jinan, and points out that in order to improve the urban living environment and enrich the urban spatial environment, it is necessary to establish and perfect the project promotion system mechanism. Improve the organizational structure and promotion model, constantly improve the system of revision and promulgation of laws and regulations, maintain the continuity of investment in the management of water ecological construction, so that the system can be followed, planning first, construction. Sustainable development model of management guarantee; In order to promote the harmonious and sustainable development of the ecological environment and economic society of Jinan, the functions of commercial tourism, modern service, historical culture, suitable industry and liveability of Jinan are realized.
