【摘要】：作為旅游業(yè)和農(nóng)業(yè)相融、第一產(chǎn)業(yè)及第三產(chǎn)業(yè)相結(jié)合的新型產(chǎn)業(yè)形式,鄉(xiāng)村旅游以其高度的產(chǎn)業(yè)關(guān)聯(lián)性、廣闊的市場(chǎng)空間、良好的發(fā)展效益、靈活的開發(fā)模式,為我國(guó)城鄉(xiāng)統(tǒng)籌發(fā)展的戰(zhàn)略目標(biāo)提供了新的視角和切入點(diǎn),因此成為近年來(lái)社會(huì)廣泛關(guān)注的公共議題。 本文主要以成都市代管的縣級(jí)市邛崍市為例,剖析和研究城鄉(xiāng)統(tǒng)籌背景下的鄉(xiāng)村旅游發(fā)展模式。本文結(jié)合市場(chǎng)需求的變化以及城鄉(xiāng)統(tǒng)籌大背景下的土地整理和產(chǎn)權(quán)制度改革,對(duì)城鄉(xiāng)統(tǒng)籌中邛崍市鄉(xiāng)村旅游發(fā)展的基礎(chǔ)與資源、發(fā)展歷程、優(yōu)勢(shì)與劣勢(shì)、存在問(wèn)題進(jìn)行分析,將公共管理知識(shí)與實(shí)際工作結(jié)合,探討性的提出以邛崍市鄉(xiāng)村旅游發(fā)展的新模式,以便更有利于鄉(xiāng)村旅游發(fā)展工作中諸多實(shí)際問(wèn)題的解決,進(jìn)而為全國(guó)鄉(xiāng)村旅游發(fā)展以及城鄉(xiāng)統(tǒng)籌與鄉(xiāng)村旅游相結(jié)合的相關(guān)理論研究提供參考和借鑒。 本文開篇提出問(wèn)題,第一章主要明確研究背景、研究?jī)?nèi)容及目的,闡述研究方法,進(jìn)行文獻(xiàn)綜述。隨后,第二章關(guān)于國(guó)內(nèi)外鄉(xiāng)村旅游發(fā)展模式研究現(xiàn)狀研究分析,從中了解當(dāng)前國(guó)際國(guó)內(nèi)鄉(xiāng)村旅游發(fā)展模式存在的問(wèn)題。同時(shí),針對(duì)成都市城鄉(xiāng)統(tǒng)籌發(fā)展的新舉措：現(xiàn)代世界田園城市這一背景進(jìn)行了解讀。成都的城鄉(xiāng)統(tǒng)籌作為先行先試的試驗(yàn)區(qū),具有一定典型和先行先試的探索意義,也是邛崍鄉(xiāng)村旅游非常重要的背景交代。第三章是城鄉(xiāng)統(tǒng)籌背景下邛崍市鄉(xiāng)村旅游發(fā)展問(wèn)題分析,是為后面解決問(wèn)題做鋪墊。第四章根據(jù)前面的分析,從鄉(xiāng)村旅游資源資源特征視角、從發(fā)展路徑視角、從投資和運(yùn)行特征視角對(duì)城鄉(xiāng)統(tǒng)籌背景下邛崍市鄉(xiāng)村旅游發(fā)展模式進(jìn)行了探討,從而指明了邛崍市鄉(xiāng)村旅游發(fā)展模式的路徑選擇。第五章就推進(jìn)邛崍鄉(xiāng)村旅游發(fā)展的保障措施做出建議。最終得出其他縣域可資借鑒的研究結(jié)論。 邛崍市的鄉(xiāng)村旅游發(fā)展實(shí)踐,是我國(guó)縣域發(fā)展鄉(xiāng)村旅游的一個(gè)代表和縮影,在全省、全國(guó)具有一定的代表性,透過(guò)邛崍市的鄉(xiāng)村旅游發(fā)展實(shí)踐可以發(fā)現(xiàn)目前鄉(xiāng)村旅游運(yùn)作模式存在的共性問(wèn)題,所以,分析研究和探討邛崍市鄉(xiāng)村旅游發(fā)展的現(xiàn)狀和存在問(wèn)題,總結(jié)發(fā)展模式,提出發(fā)展建議和保障措施對(duì)策,對(duì)國(guó)內(nèi)其他區(qū)域鄉(xiāng)村旅游發(fā)展具有一定的指導(dǎo)性和參考性。
[Abstract]:As a new type of industry which combines tourism and agriculture, primary industry and tertiary industry, rural tourism has high industrial relevance, broad market space, good development benefit and flexible development mode. It provides a new angle of view and a breakthrough point for the strategic goal of urban and rural development in our country, so it has become a public issue which is widely concerned by the society in recent years. This paper mainly takes Qionglai City as an example. This paper analyzes and studies the development mode of rural tourism under the background of urban and rural planning. This paper combines the changes of market demand and the reform of land consolidation and property right system under the background of urban and rural planning. This paper analyzes the basis and resources, development course, advantages and disadvantages, and existing problems of rural tourism development in Qionglai City as a whole, and combines public management knowledge with practical work. This paper puts forward a new model of rural tourism development in Qionglai City, so as to help solve many practical problems in the development of rural tourism. Then it provides reference and reference for the development of rural tourism and the combination of urban and rural planning and rural tourism. The first chapter is about the research background, research content and purpose, the research methods and literature review. The second chapter is about the domestic and foreign rural tourism development model research situation research and analysis, from which to understand the current international and domestic rural tourism development model existing problems. At the same time. In view of the new measures of urban and rural development in Chengdu: the background of modern world rural cities, Chengdu's urban-rural planning as a pilot area, has a certain typical and pilot exploration significance. It is also a very important background of Qionglai rural tourism. The third chapter is the analysis of the development of rural tourism in Qionglai under the background of urban and rural planning. Chapter 4th is based on the previous analysis. From the perspective of the characteristics of rural tourism resources, from the perspective of development path, from the perspective of investment and operation characteristics, this paper discusses the development model of rural tourism in Qionglai city under the background of urban and rural planning. The paper points out the path choice of the development mode of rural tourism in Qionglai City. Chapter 5th makes some suggestions on how to promote the development of Qionglai rural tourism, and finally draws the conclusions of other counties for reference. Qionglai City's rural tourism development practice is a representative and epitome of the county development of rural tourism, in the province, the country has a certain representative. Through the practice of rural tourism development in Qionglai City, we can find the common problems in the current mode of rural tourism operation. Therefore, this paper analyzes and discusses the present situation and existing problems of rural tourism development in Qionglai City. Summing up the development mode and putting forward the development suggestion and the safeguard measure countermeasure, has the certain guidance and the reference to the domestic other region countryside tourism development.
