【摘要】：政府績效管理是借鑒工商企業(yè)管理方法、在20世紀(jì)80年代從西方新公共管理運(yùn)動中產(chǎn)生發(fā)展起來的一種新型行政管理模式。隨著中國特色社會主義各項(xiàng)事業(yè)的蓬勃發(fā)展和改革開放的不斷深入,使績效管理的理念和方法在政府管理工作中得到有效運(yùn)用、探索建立中國特色政府績效管理制度,已成為深化行政管理體制改革、加強(qiáng)政府自身建設(shè)、全面提高政府執(zhí)行力和公信力的現(xiàn)實(shí)需求。然而,我國政府績效管理理論研究的滯后性還有待創(chuàng)造性地推進(jìn);政府績效管理試點(diǎn)工作的迷茫性還有待于科學(xué)理論指導(dǎo)。因此,在政府績效管理理論研究和實(shí)踐探索的基礎(chǔ)上,如何構(gòu)建和形成中國特色政府績效管理理論和管理模式,我們?nèi)沃囟肋h(yuǎn)!
[Abstract]:Government performance management is to learn from the management methods of industrial and commercial enterprises. In 1980s, a new mode of administration was developed from the New Public Management Movement in the West. With the vigorous development of socialism with Chinese characteristics and the deepening of reform and opening up. So that the concept and method of performance management in government management work to effectively apply, explore the establishment of government performance management system with Chinese characteristics, has become to deepen the reform of administrative management system, strengthen the government's own construction. The realistic demand of improving the executive power and credibility of the government in an all-round way. However, the lag of the research on the theory of government performance management in our country has yet to be creatively promoted; The confusion of the government performance management pilot work needs to be guided by scientific theory. Therefore, on the basis of theoretical research and practical exploration of government performance management. How to construct and form the theory and mode of government performance management with Chinese characteristics, we have a long way to go!
