【摘要】：浙江省義烏市擁有中國(guó)最大的小商品市場(chǎng)，也是重要的國(guó)際貿(mào)易窗口。2011年3月，國(guó)務(wù)院正式批復(fù)同意在義烏進(jìn)行國(guó)際貿(mào)易綜合改革試點(diǎn)，希望通過(guò)體制創(chuàng)新，促進(jìn)外貿(mào)發(fā)展方式轉(zhuǎn)變，進(jìn)一步提高對(duì)外開(kāi)放水平。出入境檢驗(yàn)檢疫機(jī)構(gòu)作為出口商品質(zhì)量的監(jiān)管部門(mén)，承擔(dān)著宏觀的監(jiān)管和具體的檢驗(yàn)工作。然而義烏地區(qū)市場(chǎng)采購(gòu)出口商品具有種類多樣、價(jià)格低廉、質(zhì)量不均的特點(diǎn)，相比較別的地區(qū)而言有著極大的不同，迫切需要為其配套相適應(yīng)的檢驗(yàn)監(jiān)管政策。但是現(xiàn)有的政策是基于原有模式的改良，仍然保留傳統(tǒng)模式的局限與不足。十八大以來(lái)，黨中央和國(guó)務(wù)院多次提出要加快政府職能轉(zhuǎn)變，厘清政府、市場(chǎng)和社會(huì)邊界，把該放的事堅(jiān)決放開(kāi)，把該管的事管住管好。因此，無(wú)論是從政府職能轉(zhuǎn)變要求，社會(huì)各界和企業(yè)的呼聲，還是制度發(fā)展自身規(guī)律，都充分說(shuō)明了義烏檢驗(yàn)監(jiān)管模式創(chuàng)新研究已是迫在眉睫。 本文結(jié)合相關(guān)公共管理理論和公共經(jīng)濟(jì)學(xué)原理，以義烏檢驗(yàn)監(jiān)管模式為實(shí)證研究對(duì)象，分析了義烏地區(qū)市場(chǎng)采購(gòu)出口商品檢驗(yàn)監(jiān)管現(xiàn)狀，例如國(guó)際貿(mào)易綜合改革試點(diǎn)的背景，，當(dāng)前義烏外貿(mào)出口發(fā)展現(xiàn)狀以及義烏現(xiàn)行檢驗(yàn)監(jiān)管的模式、問(wèn)題及原因；提出了適應(yīng)義烏當(dāng)前外貿(mào)特點(diǎn)的檢驗(yàn)監(jiān)管措施和模式創(chuàng)新思路，包括機(jī)制創(chuàng)新、管理創(chuàng)新和制度創(chuàng)新，從而指導(dǎo)檢驗(yàn)檢疫工作實(shí)踐。
[Abstract]:Yiwu City of Zhejiang Province has the largest small commodity market in China and is also an important window of international trade. In March 2011, the State Council officially approved the implementation of comprehensive international trade reform pilot in Yiwu. It is hoped that through institutional innovation, the mode of development of foreign trade will be changed, and the level of opening to the outside world will be further raised. Undertake macro supervision and specific inspection work. However, the Yiwu market procurement of export commodities has a variety of characteristics, low prices, uneven quality, compared with other regions, there are great differences. There is an urgent need for a suitable regulatory policy. However, the existing policy is based on the improvement of the original model, and still retains the limitations and shortcomings of the traditional model since 18. The CPC Central Committee and the State Council have repeatedly proposed to speed up the transformation of government functions, clarify the boundaries of the government, market, and society, resolutely liberalize the matters that should be released, and manage the matters under control. The voice of the society and enterprises, or the law of system development, fully shows that it is urgent to study the innovation of Yiwu inspection supervision mode. Based on the theory of public management and the principles of public economics, this paper takes Yiwu inspection and supervision model as the empirical research object, and analyzes the current situation of inspection and supervision of export commodities procurement in Yiwu market. For example, the background of the comprehensive reform of international trade, the current situation of export development of Yiwu and the mode, problems and reasons of the current inspection and supervision of Yiwu; This paper puts forward the inspection supervision measures and mode innovation ideas, including mechanism innovation, management innovation and system innovation, so as to guide the practice of inspection and quarantine.
