【摘要】:績(jī)效考評(píng)作為人力資源管理部門實(shí)現(xiàn)有效管理的一項(xiàng)重要管理措施,在國內(nèi)外人力資源管理中倍受關(guān)注。作為新型的經(jīng)濟(jì)技術(shù)開發(fā)區(qū)急需要建立一套科學(xué)、有效的公務(wù)員績(jī)效考評(píng)設(shè)計(jì)。但是經(jīng)濟(jì)技術(shù)開發(fā)區(qū)與普通地方政府績(jī)效考核方法又存在差異,以經(jīng)濟(jì)技術(shù)開發(fā)區(qū)為研究對(duì)象的理論研究幾乎沒有。我國南寧經(jīng)濟(jì)技術(shù)開發(fā)區(qū)在推動(dòng)區(qū)域經(jīng)濟(jì)發(fā)展、國民經(jīng)濟(jì)發(fā)展、西部大開發(fā)戰(zhàn)略中發(fā)揮了即為重要的作用,經(jīng)濟(jì)技術(shù)開發(fā)區(qū)與一般政府部門具有獨(dú)特的特點(diǎn),但是深入分析我國政府績(jī)效考評(píng)實(shí)踐,以政府為對(duì)象的績(jī)效考評(píng)理論眾多,以經(jīng)濟(jì)開發(fā)區(qū)為研究對(duì)象的績(jī)效考評(píng)理論極為困乏,本文選取南寧經(jīng)濟(jì)技術(shù)開發(fā)區(qū)為研究對(duì)象,采用文獻(xiàn)研究法和案例分析法,選取南寧經(jīng)濟(jì)技術(shù)開發(fā)區(qū)為研究對(duì)象,分析南寧經(jīng)濟(jì)技術(shù)開發(fā)區(qū)績(jī)效考評(píng)中存在的問題,針對(duì)問題提出對(duì)策建議為現(xiàn)階段南寧經(jīng)濟(jì)技術(shù)開發(fā)區(qū)開展績(jī)效考評(píng)實(shí)踐活動(dòng)提供有效借鑒, 本文研究主要包含以下幾個(gè)部分:第一章緒論,指出選題的背景和重要意義,選定文獻(xiàn)研究法和案例分析法,指出本文的研究?jī)?nèi)容,從國內(nèi)外兩個(gè)方面分析有關(guān)績(jī)效考評(píng)的相關(guān)文獻(xiàn);第二章相關(guān)概念和理論,界定績(jī)效的概念和性質(zhì)、經(jīng)濟(jì)技術(shù)開發(fā)區(qū)績(jī)效的概念、經(jīng)濟(jì)技術(shù)開發(fā)區(qū)概念、與一般政府部門特點(diǎn)的區(qū)別,闡述新公共管理理論和多中心治理理論,奠定績(jī)效管理的理論基礎(chǔ);第三章南寧經(jīng)濟(jì)技術(shù)開發(fā)區(qū)績(jī)效考評(píng)辦法的創(chuàng)新,對(duì)南寧經(jīng)濟(jì)技術(shù)開發(fā)區(qū)進(jìn)行簡(jiǎn)單介紹,從考核內(nèi)容、考核對(duì)象、考核等次、考核組織、考核結(jié)果使用等幾個(gè)方面對(duì)南寧經(jīng)濟(jì)技術(shù)開發(fā)區(qū)績(jī)效考評(píng)舊辦法進(jìn)行介紹,分析南寧經(jīng)濟(jì)技術(shù)開發(fā)區(qū)績(jī)效考評(píng)舊辦法存在的問題:考核要素體系的設(shè)置過于籠統(tǒng),考核評(píng)價(jià)標(biāo)準(zhǔn)不夠規(guī)范,考核形式過于繁瑣,考核結(jié)果的激勵(lì)約束作用不明顯。指出創(chuàng)新的指導(dǎo)思想和基本原則,從考評(píng)組織、考評(píng)對(duì)象、考評(píng)內(nèi)容、考評(píng)程序、考評(píng)依據(jù)和辦法、考評(píng)實(shí)施等幾個(gè)方面對(duì)南寧經(jīng)濟(jì)技術(shù)開發(fā)區(qū)績(jī)效考評(píng)新辦法進(jìn)行創(chuàng)新;第四章南寧經(jīng)濟(jì)技術(shù)開發(fā)區(qū)績(jī)效考評(píng)新辦法實(shí)施的保障措施:深入推進(jìn)開發(fā)區(qū)特區(qū)式封閉管理,建立南寧經(jīng)濟(jì)技術(shù)開發(fā)區(qū)靈活的用人機(jī)制,全面推行南寧經(jīng)濟(jì)技術(shù)開發(fā)區(qū)聘任(用)制度,改革南寧經(jīng)濟(jì)技術(shù)開發(fā)區(qū)收入分配制度,嚴(yán)格南寧經(jīng)濟(jì)技術(shù)開發(fā)區(qū)考核獎(jiǎng)懲;第五章結(jié)論和展望。
[Abstract]:As an important management measure for the effective management of human resources management departments, performance appraisal has attracted much attention in human resources management at home and abroad. As a new type of economic and technological development zone, it is urgent to establish a set of science. The effective civil servant performance appraisal design. But the economic and technological development zone and the ordinary local government performance appraisal method also has the difference. Nanning Economic and technological Development Zone plays an important role in promoting regional economic development, national economic development and the strategy of developing the western region. Economic and technological development zones and general government departments have unique characteristics, but in-depth analysis of our government performance appraisal practice, the government as the object of performance appraisal theory is numerous. Taking the economic development zone as the research object, the theory of performance evaluation is extremely sleepy. This paper selects Nanning Economic and technological Development Zone as the research object, adopts the literature research method and the case analysis method. Nanning Economic and technological Development Zone is chosen as the research object to analyze the existing problems in the performance evaluation of Nanning Economic and technological Development Zone. The countermeasures and suggestions for the present stage of Nanning Economic and technological Development Zone provide an effective reference for the practical activities of performance appraisal in Nanning Economic and technological Development Zone. This paper mainly includes the following parts: the first chapter is introduction, pointing out the background and significance of the topic, selecting the literature research method and case analysis method, pointing out the research content of this paper. From two aspects at home and abroad to analyze the performance appraisal of the relevant literature; The second chapter is related concepts and theories, defining the concept and nature of performance, the concept of economic and technological development zones, the concept of economic and technological development zones, and the characteristics of the general government. The new public management theory and the multi-center governance theory are expounded to lay the theoretical foundation of performance management. The third chapter of the Nanning Economic and technological Development Zone performance evaluation method innovation, Nanning Economic and technological Development Zone is a simple introduction, from the assessment content, assessment object, assessment level, assessment organization. The use of assessment results and other aspects of Nanning Economic and technological Development Zone performance evaluation of the old methods are introduced. This paper analyzes the problems existing in the old methods of performance evaluation in Nanning Economic and technological Development Zone: the system of assessment elements is too general, the evaluation standard is not standard enough, and the assessment form is too cumbersome. The paper points out the guiding ideology and basic principles of innovation, including the organization, object, content, procedure, basis and method of evaluation. The performance evaluation of Nanning Economic and technological Development Zone has been innovated in several aspects, such as the implementation of evaluation and so on. In the 4th chapter, the guarantee measures of Nanning Economic and technological Development Zone performance Evaluation are as follows: to promote the special zone closed management and to establish flexible employment mechanism of Nanning Economic and technological Development Zone. Nanning Economic and technological Development Zone (Nanning Economic and technological Development Zone) to fully implement the appointment (use) system, reform the Nanning Economic and technological Development Zone income distribution system, strict Nanning Economic and technological Development Zone evaluation rewards and punishments; Chapter 5th: conclusions and prospects.
