【摘要】：國防的強大和鞏固,不僅取決于精干的常備軍,還取決于強大的后備力量，常備軍和預(yù)備役部隊是我國軍力的兩大基石。預(yù)備役部隊寓軍于民，充分依托國家經(jīng)濟社會發(fā)展成果建設(shè)發(fā)展，，平時服務(wù)、急時應(yīng)急、戰(zhàn)時應(yīng)戰(zhàn)。預(yù)備役部隊是國家進入戰(zhàn)爭狀態(tài)下首批動員參戰(zhàn)的后備力量，和平時期是應(yīng)付社會突發(fā)事件、承擔(dān)搶險救災(zāi)等急難險重任務(wù)的重要力量，擔(dān)負著鞏固國家政權(quán)、維護社會穩(wěn)定、促進國家發(fā)展的重要職能。本文分析預(yù)備役發(fā)展中的地方政府職能問題，把研究的視角向政府在預(yù)備役發(fā)展中所承擔(dān)法定職責(zé)和作用的有效發(fā)揮聚焦。文章的主體包含五章，第一章緒論，從預(yù)備役的定義、歷史沿革出發(fā)，對他國預(yù)備役發(fā)展現(xiàn)狀進行了概述，提出文章研究的主要問題，在闡明選題的目的和意義的基礎(chǔ)上，對國內(nèi)外相關(guān)的研究進行了綜合性的評述；第二章地方政府職能的理論界定，從研究公共管理基礎(chǔ)理論出發(fā)，建立起政府職能內(nèi)涵、特點、界定原則等理論框架，進而結(jié)合地方政府的自身特點，對其基本職能，以及處在職能屬性和政治法律要求下，在預(yù)備役部隊發(fā)展中承擔(dān)的職能作用進行分析研究；第三章地方政府在預(yù)備役發(fā)展中職能作用的發(fā)揮，文中以S市為例，主要描述了近來地方政府在預(yù)備役發(fā)展中發(fā)揮的作用和在黨委政府領(lǐng)導(dǎo)下，某預(yù)備役部隊取得的發(fā)展成就；第四章地方黨委政府在預(yù)備役部隊發(fā)展中存在的不足，主要圍繞地方黨委政府在預(yù)備役法規(guī)制度建設(shè)、預(yù)備役軍官激勵和快速動員機制建設(shè)三個方面進行了分析；第五章圍繞地方黨委政府在預(yù)備役部隊發(fā)展中存在的不足進行研究，給出合理化的解決建議。最后結(jié)束語中，對地方政府在預(yù)備役發(fā)展中的局限性進行了客觀性分析，對遠景進行了可期性展望。 本文綜合運了用文獻研究與理論研究的方法，采取了理論與實際，文獻查閱與研究、數(shù)據(jù)統(tǒng)計與問題分析相結(jié)合的研究手段，在廣泛研究文獻資料奠定理論支持的基礎(chǔ)上，運用公共管理的理論和方法，結(jié)合統(tǒng)計數(shù)據(jù)和數(shù)年來在預(yù)備役的工作經(jīng)驗與知識積累，對所關(guān)注的問題進行深入剖析研究，力求在理論上有支撐、在法律上有依據(jù)，重視內(nèi)在規(guī)律的提示，同時又為政府在現(xiàn)行職能管理基礎(chǔ)上，對預(yù)備役部隊發(fā)展中的職能重新布局，提出相應(yīng)實踐操作性較強的策略組合建議，以期在促進地方黨委政府對預(yù)備役部隊建設(shè)的領(lǐng)導(dǎo)中提供借鑒。
[Abstract]:The strength and consolidation of national defense depends not only on a lean standing army, but also on a strong reserve force, which is the two cornerstones of our country's military strength. Fully relying on the achievements of national economic and social development, peacetime service, emergency response, wartime combat. Reserve forces are the country into a state of war to mobilize the first batch of reserve forces to participate in the war. Peacetime is an important force to deal with social emergencies, to undertake emergency and disaster relief and other urgent, dangerous and heavy tasks, to consolidate the state power, and to maintain social stability. This paper analyzes the function of local government in reserve development. The main body of the article includes five chapters, the first chapter is introduction, starting from the definition of reserve service, historical evolution. This paper summarizes the present situation of reserve service in other countries, puts forward the main problems of the article, expounds the purpose and significance of the topic, and makes a comprehensive comment on the related research at home and abroad. The second chapter of the theoretical definition of local government functions, starting from the study of the basic theory of public management, the establishment of the connotation of government functions, characteristics, defining principles and other theoretical framework, and then combined with the local government's own characteristics. To its basic function, as well as under the function attribute and the political law request, undertakes in the reserve army development function function function to carry on the analysis research; The third chapter is about the function of local government in reserve development. Taking S city as an example, this paper mainly describes the role of local government in reserve development and under the leadership of party committee government. The development achievements of a reserve force; In Chapter 4th, the deficiency of the local party committee and government in the development of reserve troops mainly revolves around the construction of local party committee and government in reserve law system. The construction of reserve officer incentive and quick mobilization mechanism is analyzed. Chapter 5th focuses on the deficiencies of local party committees and governments in the development of reserve troops, and gives some reasonable solutions. The limitation of local government in reserve development is analyzed objectively and the prospect is forecasted. This paper combines the methods of literature research and theoretical research, and adopts the research means of combining theory and practice, literature reference and research, data statistics and problem analysis. Based on the theoretical support of extensive research on literature and materials, using the theory and method of public administration, combining the statistical data and the accumulation of experience and knowledge in the reserve service over the past few years. In order to have theoretical support, legal basis, pay attention to the hint of internal law, and at the same time for the government on the basis of the current function management. In order to promote the leadership of the local party committee and government in the construction of reserve troops, the author puts forward some suggestions on the rearrangement of the functions of reserve troops in the development of the reserve troops.
