【摘要】：面對(duì)世界老齡化加劇的環(huán)境背景下,隨著第一批來(lái)深建設(shè)者的老去及候鳥(niǎo)式老人的大幅增加,年輕深圳也將面臨著斷崖式的老齡化進(jìn)程。為應(yīng)對(duì)深圳即將爆發(fā)的老齡化問(wèn)題,加強(qiáng)深圳老年人社會(huì)福利建設(shè),推進(jìn)深圳社區(qū)養(yǎng)老服務(wù)供給網(wǎng)絡(luò)模式的形成是構(gòu)建和諧深圳的重要里程碑。目前深圳憑借國(guó)內(nèi)領(lǐng)先的經(jīng)濟(jì)水平、優(yōu)越的地理位置以及國(guó)家政策的大力支持,在社會(huì)福利及社區(qū)建設(shè)上走在了國(guó)內(nèi)城市的前端。在養(yǎng)老服務(wù)供給上深圳借鑒香港及國(guó)外的成功經(jīng)驗(yàn),開(kāi)拓本土養(yǎng)老服務(wù)建設(shè),形成成布局合理、種類(lèi)齊全、功能完善的“9073”特色養(yǎng)老體系,即90%的以家庭照料為主的居家養(yǎng)老服務(wù),7%的由社區(qū)提供老年人生活、醫(yī)療及娛樂(lè)等服務(wù),3%的老人通過(guò)入住機(jī)構(gòu)滿(mǎn)足專(zhuān)業(yè)照料需求,其中,社區(qū)養(yǎng)老方式因自由、離家近等優(yōu)勢(shì)深受老年人喜愛(ài)。因此,深圳各區(qū)根據(jù)自身特色紛紛激發(fā)社會(huì)組織及市場(chǎng)企業(yè)的積極性,社區(qū)內(nèi)的老年人日間照料中心、社區(qū)黨群服務(wù)中心、老年人學(xué)校等組織機(jī)構(gòu)逐步發(fā)芽,旨在為老年人提供一個(gè)自由便利、輕松愉悅的生活空間。在多元主體共同參與社區(qū)老年人服務(wù)供給的理論支持下,深圳各區(qū)老年人服務(wù)供給呈現(xiàn)參差不齊的發(fā)展態(tài)勢(shì),逐步產(chǎn)生老年人服務(wù)供不應(yīng)求的問(wèn)題,一些社區(qū)領(lǐng)先激發(fā)社會(huì)組織活力,開(kāi)設(shè)老年人日間照料中心、老年人協(xié)會(huì)等組織,一些社區(qū)則依舊處于政府大包大攬的狀態(tài),均未形成完善的社區(qū)養(yǎng)老服務(wù)供給體系。在政府迫切的還服務(wù)職能與社會(huì)的背景下,深圳如何依靠特區(qū)優(yōu)勢(shì),明確社區(qū)老年人服務(wù)各供給主體的角色定位,建立長(zhǎng)期有效的合作溝通機(jī)制,形成具有深圳特色的統(tǒng)一的社區(qū)養(yǎng)老服務(wù)體系網(wǎng)絡(luò),對(duì)緩解深圳老年社會(huì)壓力具有重要意義。本文以此為著力點(diǎn),運(yùn)用新公共管理理論、社會(huì)福利多元化及社區(qū)治理理論工具,將深圳社區(qū)養(yǎng)老服務(wù)的供給主體劃分為政府、社會(huì)組織及市場(chǎng)三個(gè)元素,通過(guò)對(duì)各服務(wù)主體的實(shí)際服務(wù)案例進(jìn)行訪談?wù)归_(kāi)現(xiàn)狀研究,指出目前深圳的社區(qū)養(yǎng)老服務(wù)多元供給中存在各主體角色錯(cuò)位、社區(qū)資源浪費(fèi)、專(zhuān)業(yè)服務(wù)人才缺失的問(wèn)題,并結(jié)合國(guó)外優(yōu)秀的社區(qū)養(yǎng)老服務(wù)建設(shè)經(jīng)驗(yàn)提出相應(yīng)的整改路徑,為形成具有深圳特色的社區(qū)養(yǎng)老服務(wù)網(wǎng)絡(luò)體系,加強(qiáng)深圳民生建設(shè)具有長(zhǎng)足發(fā)展的意義。
[Abstract]:In the face of the world aging environment background, with the first group of deep construction of the elderly and migrant birds of the elderly increased significantly. Young Shenzhen will also be faced with a cliff-like aging process. In order to cope with the imminent aging of Shenzhen, strengthen the construction of social welfare for the elderly in Shenzhen. To promote the formation of Shenzhen community pension service supply network model is an important milestone in building a harmonious Shenzhen. At present, Shenzhen depends on the leading domestic economic level, superior geographical location and strong support of national policies. In the social welfare and community construction in the front end of the domestic city. In the supply of old-age service Shenzhen learn from the successful experience of Hong Kong and foreign countries to develop local old-age service construction into a reasonable layout and full range. The well-functioning "9073" characteristic old-age care system, that is, 90% of the home old-age care based on family care services, 7% by the community to provide elderly life, medical and entertainment services. 3% of the elderly live in institutions to meet the needs of professional care, among them, the community pension mode because of freedom, close to home and other advantages deeply loved by the elderly. According to their own characteristics, various districts in Shenzhen stimulate the enthusiasm of social organizations and market enterprises, and the organizations and institutions in the community, such as day care centers for the elderly, community party and group service centers, and schools for the elderly, are sprouting gradually. The purpose is to provide the elderly with a free and convenient, relaxed and pleasant living space. Under the support of the theory that the multiple subjects participate in the community elderly service supply together. The supply of services for the elderly in various districts of Shenzhen presents a uneven development trend, which gradually produces the problem that the supply of services for the elderly exceeds supply. Some communities lead in stimulating the vitality of social organizations and opening day care centers for the elderly. Organizations such as the Association of the elderly, some communities are still in the state of the government, has not formed a perfect community pension service supply system. In the context of the government's urgent service function and society. How to rely on the advantages of the Special Zone, clarify the role of the community elderly service providers, establish a long-term and effective cooperative communication mechanism, and form a unified community pension service system network with Shenzhen characteristics. It is of great significance to alleviate the social pressure of the elderly in Shenzhen. This paper focuses on the application of the new public management theory, social welfare diversification and community governance theory tools. The main supply of community pension service in Shenzhen is divided into three elements: government, social organization and market. This paper points out that there are some problems in the multiple supply of community old-age service in Shenzhen, such as the dislocation of the main roles, the waste of community resources and the lack of professional service talents. Combining with the excellent experience of overseas community pension service construction, this paper puts forward the corresponding rectification path, which has great significance to form the community pension service network system with Shenzhen characteristics and to strengthen the construction of Shenzhen people's livelihood.
