【摘要】：為實(shí)現(xiàn)人民安居樂業(yè),國(guó)家長(zhǎng)治久安,提高經(jīng)濟(jì)社會(huì)安全供給水平,保障人民群眾安全幸福指數(shù),是當(dāng)前促進(jìn)國(guó)家治理體系和公共安全體系建設(shè)的緊迫任務(wù)。雖然我國(guó)在改革開放和經(jīng)濟(jì)社會(huì)發(fā)展上取得了巨大的成績(jī)和引以為豪的成就,但隨之而來的是各種社會(huì)矛盾的集中爆發(fā),公共安全體系建設(shè)任重道遠(yuǎn)。另一方面,經(jīng)濟(jì)快速發(fā)展、社會(huì)文明飛速進(jìn)步帶來了人民群眾對(duì)公共安全需求的層次和要求也不斷提升,公共安全供給領(lǐng)域不斷拓展。作為提供公共安全服務(wù)的主要部門,公安機(jī)關(guān)長(zhǎng)期面對(duì)著警力嚴(yán)重不足和公共安全需求不斷膨脹的供求矛盾,如何解決這一矛盾實(shí)現(xiàn)公共安全有效供給是擺在公共管理學(xué)科的一項(xiàng)重要課題。本文以"警力供給與公共安全需求之間的缺口"為研究對(duì)象,通過梳理公共安全的類型與需求規(guī)模,描述現(xiàn)有公安警力的供給方式及其不足并分析其原因,借鑒國(guó)外先進(jìn)經(jīng)驗(yàn)和做法,探尋通過政府購買增加輔警服務(wù)以彌補(bǔ)上述缺口的路徑,期望進(jìn)一步擴(kuò)展公共管理和公共安全治理理論的研究視角,對(duì)豐富解決公共管理領(lǐng)域現(xiàn)實(shí)問題和實(shí)現(xiàn)公共安全有效供給的方法路徑研究方面有所貢獻(xiàn)。
[Abstract]:In order to realize the people living and working in peace and contentment, the state will have lasting stability, the level of economic and social security supply will be improved, and the safety and happiness index of the people will be guaranteed. It is an urgent task to promote the construction of national governance system and public security system. Although China has made great achievements and proud achievements in reform and opening up and economic and social development. However, with the centralized outbreak of various social contradictions, the construction of public security system has a long way to go. On the other hand, the rapid economic development. The rapid progress of social civilization has brought the people to the level and requirements of the public security demand is also constantly rising, the public security supply field continues to expand, as the main department to provide public security services. For a long time, the public security organs are confronted with the contradiction between the serious shortage of police force and the expanding demand for public security. How to solve this contradiction to realize the effective supply of public security is an important subject in the subject of public management. This paper takes the gap between the police force supply and public security demand as the research object. Through combing the types and demand scale of public security, this paper describes the supply mode of the existing police force and its deficiency, analyzes the reasons, and draws lessons from the advanced experience and practice of foreign countries. To explore the way of increasing auxiliary police services through government purchase to fill the above gap, hoping to further expand the research perspective of public management and public safety governance theory. It contributes to the research on the ways to solve the practical problems in the field of public administration and to realize the effective supply of public security.
