【摘要】：近年來,隨著世界經(jīng)濟(jì)的迅猛發(fā)展,人類賴以生存的自然、生態(tài)環(huán)境也受到了前所未有的破壞,生態(tài)環(huán)境越來越無法承受日漸加重的生態(tài)壓力,資源的有限性、環(huán)境的受保護(hù)性與經(jīng)濟(jì)發(fā)展的無限性三者產(chǎn)生了日益突出的矛盾與沖突。實(shí)現(xiàn)經(jīng)濟(jì)與社會(huì)的永續(xù)發(fā)展是世界各國尋求的路徑,也是面臨的難題。保護(hù)生態(tài)環(huán)境、保衛(wèi)人類家園,可持續(xù)發(fā)展是必由之路,黨的十八大提出的“美麗中國”宏偉藍(lán)圖的實(shí)現(xiàn),中華民族偉大復(fù)興“中國夢”由理想變?yōu)楝F(xiàn)實(shí),都必須要堅(jiān)定不移地實(shí)施可持續(xù)發(fā)展戰(zhàn)略,必須要處理好經(jīng)濟(jì)發(fā)展與人口增長、資源利用、環(huán)境保護(hù)之間的關(guān)系。我國要開展生態(tài)文明建設(shè)、建設(shè)和諧社會(huì),各級政府在生態(tài)區(qū)域建設(shè)中的行為手段與具體表現(xiàn)成為十分重要的環(huán)節(jié)。從我國經(jīng)濟(jì)和社會(huì)發(fā)展的水平和階段來看,縣域政府已經(jīng)具備了開展生態(tài)縣(旗)建設(shè)的經(jīng)濟(jì)社會(huì)基礎(chǔ),縣域政府在生態(tài)建設(shè)中積極優(yōu)越的行為表現(xiàn)既是貫徹和落實(shí)科學(xué)發(fā)展觀的具體體現(xiàn),又是合理有效解決縣域內(nèi)經(jīng)濟(jì)前行與社會(huì)進(jìn)步中產(chǎn)生的環(huán)境問題、構(gòu)建環(huán)境友好型社會(huì)的真實(shí)保障,更是適應(yīng)我國經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展戰(zhàn)略的正確路徑。同時(shí),由于縣域政府事權(quán)和財(cái)力的有限性,經(jīng)濟(jì)發(fā)展與資源開發(fā)的矛盾較為突出,因此,著眼于公共管理視角去研究分析生態(tài)縣(旗)建設(shè)中的政府行為,具有深遠(yuǎn)的理論和現(xiàn)實(shí)意義。 本文通過闡述縣域政府在縣域生態(tài)縣(旗)建設(shè)中的作用,立足包頭市土默特右旗的生態(tài)旗建設(shè)現(xiàn)狀和取得的成績,詳細(xì)歸納土默特右旗生態(tài)旗建設(shè)中政府行為方面存在的問題及原因,最后提出改進(jìn)與優(yōu)化的建議和對策,期待能對我國縣域政府行為與生態(tài)環(huán)境建設(shè)方面提供一些有益的借鑒與參考。
[Abstract]:In recent years, with the rapid development of the world economy, the nature on which human beings rely for survival, the ecological environment has also suffered unprecedented damage, the ecological environment is more and more unable to bear the increasing ecological pressure, limited resources. The protection of the environment and the infinity of economic development have produced increasingly prominent contradictions and conflicts. To realize the sustainable development of economy and society is the path sought by countries all over the world, but also a difficult problem to protect the ecological environment. Protecting human homeland and sustainable development is the only way. With the realization of the grand blueprint of "beautiful China" put forward by the 18 National Congress of the Party, the great rejuvenation of the Chinese nation has changed from ideal to reality. Must unswervingly implement the sustainable development strategy, must deal with the economic development and the population growth, the resources utilization, the environment protection relations, our country must carry out the ecological civilization construction, constructs the harmonious society. The behavior means and concrete performance of governments at all levels in the construction of ecological regions have become a very important link. From the level and stage of economic and social development in China. The county government already has the economic and social foundation to carry out the ecological county (flag) construction. The positive and superior behavior performance of the county government in the ecological construction is the concrete embodiment of carrying out and carrying out the scientific development view. It is also a reasonable and effective solution to the environmental problems arising from the advance of the county economy and social progress, and the real guarantee of constructing an environment-friendly society, which is the correct path to meet the sustainable development strategy of our country's economy and society. Due to the limited power and financial resources of the county government, the contradiction between economic development and resource development is more prominent. Therefore, focusing on the perspective of public management to study and analyze the ecological county (flag) in the construction of government behavior. It has profound theoretical and practical significance. This paper expounds the role of county government in the construction of ecological county (flag), based on the status quo and achievements of ecological flag construction of Tumert right Banner in Baotou City. This paper summarizes the problems and causes of the government behavior in the construction of the ecological flag of Tumert right Banner in detail, and finally puts forward some suggestions and countermeasures for improvement and optimization. It is expected to provide some useful reference for county government behavior and ecological environment construction.
