【摘要】：體育公共服務(wù)是我國公共服務(wù)體系的重要環(huán)節(jié),如何提供優(yōu)質(zhì)高效的體育公共服務(wù)是各國政府都在著力解決的問題。本文在對國內(nèi)外公共服務(wù)及體育公共服務(wù)的大量文獻進行分析總結(jié)的基礎(chǔ)上,從行政生態(tài)學(xué)的研究視角出發(fā),運用規(guī)范分析、歷史分析、比較分析以及文獻資料分析的研究方法,對我國體育公共服務(wù)供給的現(xiàn)實狀況及經(jīng)濟、社會、溝通網(wǎng)絡(luò)、符號系統(tǒng)以及政治構(gòu)架五個行政生態(tài)要素展開討論,并提出采用多中心供給模式的路徑選擇。主要結(jié)論如下： 1、西方公共管理改革的曲折發(fā)展提醒我們,在我國體育公共服務(wù)供給模式的選擇中,處理好“政府和市場”的關(guān)系,使這個天平保持基本平衡是改革取得成功的關(guān)鍵。單純的依靠其中任何一方來供給體育公共服務(wù)都會將改革引入歧途,因此,本文認為,采用多中心治理模式是我國體育公共服務(wù)供給的最佳路徑選擇。 2、論文根據(jù)行政生態(tài)學(xué)的理論框架指出,我國具備過渡型社會的大部分特征,屬于棱柱型行政模式,該社會中存在的“異質(zhì)性”和“重疊性”決定我國體育公共服務(wù)供給模式選擇的復(fù)雜性。 3、我國行政生態(tài)環(huán)境的特殊性是改革難以推進的根本原因。具體來講,我國的經(jīng)濟生態(tài)傾向于“集市——有限市場”結(jié)構(gòu)；社會生態(tài)表現(xiàn)在市民社會發(fā)展滯后；溝通網(wǎng)絡(luò)發(fā)生巨變；符號系統(tǒng)表現(xiàn)在根深蒂固的“官本位”思想和“上行下效”的行為慣性;政治構(gòu)架體現(xiàn)在我國行政體制改革由于處于過渡階段,存在大量過渡性的制度安排,以及其與行政制度問存在的不協(xié)調(diào)與矛盾。 4、我國體育公共服務(wù)供給的多中心治理模式的建立需要配套的多元主體競爭機制、法律法規(guī)機制和公眾利益表達機制的保障。同時,權(quán)力結(jié)構(gòu)的縱向和橫向調(diào)整也是多中心治理模式能夠有效運轉(zhuǎn)的必要條件。
[Abstract]:Sports public service is an important part of China's public service system, to provide high quality sports public service is all governments in efforts to solve the problem. In this paper, in a large number of domestic and foreign literature of public service and public sports service based on the analysis and summary, from the perspective of administrative ecology, normative analysis. The historical analysis, comparative analysis and literature analysis of research methods, the reality of the sports public service supply in China and the economy, society, communication network, symbol system as well as political framework five administrative ecological elements are discussed, and put forward the path choice of multi center supply model. The main conclusions are as follows:
1, the tortuous development of western public management reform reminds us that in mode of sports public service supply in China's choice, deal with the relationship between government and market, make the balance to maintain a basic balance is the key to success of the reform. Only relying on one party to the supply of public sports service will introduce reform therefore, this paper argues that the wrong, the multi center governance model is the best choice for sports public service supply in China.
2, according to the theoretical framework of administrative ecology, we point out that most of the characteristics of transitional society in China belong to the prism administrative mode. The heterogeneity and overlap in this society decide the complexity of the choice of sports public service supply mode in China.
3, the special administrative ecological environment in China is the fundamental cause of reform is difficult to promote. Specifically, the economic and ecological tendency of our country to the "market - limited market structure; social ecological performance lags behind in the development of civil society; communication network changes; symbol system in the ingrained thought of" official standard "and" shanghangxiaxiao "behavior inertia; political framework embodied in the administrative system reform in our country because in the transitional stage, there are a lot of transitional institutional arrangements, as well as its administrative system and asked disaccorded and contradictions.
4, the sports public service supply in China's multi subject competition mechanism requires supporting the establishment of multi center governance mode, legal mechanism and public interest expression mechanism of security. At the same time, the vertical and horizontal adjustment of power structure and multi center governance mode can be necessary for effective operation.
