【摘要】：政務(wù)環(huán)境是指政府為實(shí)施社會(huì)公共管理、促進(jìn)社會(huì)經(jīng)濟(jì)發(fā)展和提高人民生活水平所提供的政策、行政的資源和條件。政務(wù)環(huán)境是一種不可替代的重要資源,在整體環(huán)境中起主導(dǎo)作用,直接影響整體環(huán)境的優(yōu)劣,是區(qū)域環(huán)境優(yōu)劣的重要標(biāo)尺。研究政務(wù)環(huán)境發(fā)生作用的內(nèi)在規(guī)律,充分發(fā)揮其積極作用,減少消極影響,使政務(wù)環(huán)境為社會(huì)經(jīng)濟(jì)發(fā)展服務(wù),是本文的研究目的。 政務(wù)環(huán)境包括軟件和硬件兩方面。軟件方面包括工作制度、審批流程、效率、公務(wù)員廉潔從政、依法行政等內(nèi)容。硬件方面就是工作環(huán)境、辦公設(shè)施等等。政務(wù)環(huán)境的好壞,直接關(guān)系到政府管理的效果,對(duì)經(jīng)濟(jì)、社會(huì)發(fā)展有至關(guān)重要的影響。一個(gè)地區(qū)要想發(fā)展,必須要有一個(gè)良好的發(fā)展環(huán)境,而政務(wù)環(huán)境恰恰是發(fā)展環(huán)境中的重要組成部分。本文以寧鄉(xiāng)縣政務(wù)環(huán)境為研究對(duì)象,通過研究相關(guān)文獻(xiàn)資料,首先闡述了政務(wù)環(huán)境的內(nèi)涵以及因素,進(jìn)而分析寧鄉(xiāng)縣政務(wù)環(huán)境的現(xiàn)狀,主要包括已經(jīng)取得的成績(jī)以及存在的問題。雖然,經(jīng)過多年的發(fā)展,寧鄉(xiāng)縣在政務(wù)環(huán)境改善方面取得了非常大的成績(jī),但是在行為主體素質(zhì)、政策和法制、政務(wù)公開工作、體制機(jī)制、政府信用等諸多方面還存在不少問題,需要進(jìn)一步改善。最后,針對(duì)存在的問題,筆者提出了寧鄉(xiāng)縣改善和優(yōu)化政務(wù)環(huán)境的對(duì)策建議：建設(shè)高素質(zhì)公務(wù)員隊(duì)伍,健全科學(xué)決策體制,提高行政行為主體素質(zhì)；規(guī)范行政行為,強(qiáng)力環(huán)境整治,消除阻礙發(fā)展的政策性因素；推進(jìn)政務(wù)公開,深化審批改革,搞好制度環(huán)境建設(shè)；強(qiáng)化統(tǒng)一管理,落實(shí)機(jī)構(gòu)改革,理順行政體制；建立官員信用管理體系,打造良好的政府信用環(huán)境。
[Abstract]:The government affairs environment is the policy which the government provides for the implementation of social public management, the promotion of social and economic development and the improvement of people's living standard. Administrative resources and conditions. Government environment is an irreplaceable important resource. Play a leading role in the overall environment, directly affect the quality of the overall environment, is an important yardstick of the regional environmental advantages and disadvantages. Study the internal law of the role of the government environment, fully play its positive role, reduce the negative impact. The purpose of this paper is to make the government affairs environment serve the social and economic development. The government affairs environment includes the software and the hardware. The software includes the work system, the examination and approval process, the efficiency, the civil servant honest in politics, the administration according to the law and so on. The hardware aspect is the work environment. Office facilities and so on. Good or bad government environment, directly related to the effect of government management, has a vital impact on economic and social development. A region to develop, must have a good development environment. The government environment is precisely an important part of the development environment. This paper takes Ningxiang county government environment as the research object, through the study of relevant literature, first elaborated the connotation and factors of the government environment. And then analyzes the current situation of Ningxiang County government environment, mainly including the achievements and existing problems. Although, after years of development, Ningxiang County has made great achievements in the improvement of government environment. However, there are still many problems in the quality of behavior subject, policy and legal system, government affairs openness, system mechanism, government credit and so on, which need to be further improved. Finally, in view of the existing problems. The author puts forward countermeasures and suggestions to improve and optimize the environment of government affairs in Ningxiang County: to build a contingent of high-quality civil servants, to perfect the scientific decision-making system, and to improve the quality of administrative behavior subjects; Standardizing administrative behavior, improving environment forcefully and eliminating the policy factors that hinder development; We should promote the openness of government affairs, deepen the examination and approval reform, and do a good job in building the institutional environment; Strengthening unified management, implementing institutional reform and straightening out the administrative system; Establish official credit management system to create a good government credit environment.
