【摘要】:面對不斷增長的公共服務(wù)需求,政府部門面臨著資金緊缺,管理經(jīng)驗(yàn)不足的難題,使得政府部門越來越多的求助于私營機(jī)構(gòu),將公共產(chǎn)品轉(zhuǎn)向市場。PPP模式自上世紀(jì)80年代引入中國以來,,在電力、供水、高速公路、軌道交通、隧道工程等方面有效實(shí)施并迅速發(fā)展,它能有效吸收民間資本,推動公共管理改革,在減輕政府財政壓力和負(fù)擔(dān),控制成本等方面呈現(xiàn)出極大優(yōu)勢。 然而PPP模式在我國應(yīng)用的過程中出現(xiàn)了許多問題:公私雙方缺乏有效合作機(jī)制,利益相關(guān)者都只關(guān)注自身利益,不能合理的分擔(dān)風(fēng)險和共享收益,項(xiàng)目運(yùn)作過程中缺少合理的監(jiān)管部門,使得合同執(zhí)行難度加大,特別是項(xiàng)目績效的監(jiān)控處于無章可循的狀態(tài)。如何對PPP項(xiàng)目進(jìn)行合理的績效評價,在績效評價過程中考慮到利益多方的需求,提高項(xiàng)目開發(fā)、建設(shè)、運(yùn)行過程中的績效水平,成為亟待解決的問題。 本文首先闡明研究背景及研究意義,分析并總結(jié)了國內(nèi)外相關(guān)科研成果,然后對公私合作項(xiàng)目的內(nèi)涵、特征、組織類型及運(yùn)作模式進(jìn)行論述。接下來以公共產(chǎn)品理論、利益相關(guān)者理論、平衡計分卡理論為基礎(chǔ),從項(xiàng)目角度建立基于平衡計分卡的公私合作項(xiàng)目績效評價體系,在建立績效評價體系過程中考慮到利益多方的需求,提出了評價主體構(gòu)想和基于利益多方的戰(zhàn)略目標(biāo)。其具體步驟包括評價要素的選取與確定,指標(biāo)體系的建立和評價模型的構(gòu)建。本文采用平衡計分卡法從項(xiàng)目環(huán)境、財務(wù)能力、內(nèi)部控制管理、利益各方滿意度、創(chuàng)新與成長性五個維度建立公私合作項(xiàng)目績效評價指標(biāo)體系,運(yùn)用層析分析法確定PPP項(xiàng)目績效評價指標(biāo)權(quán)重,運(yùn)用模糊綜合評價法構(gòu)建公私合作項(xiàng)目績效評價模型,并通過一個案例展示了評價體系在實(shí)踐中的具體應(yīng)用。
[Abstract]:In the face of increasing demand for public services, government departments are faced with the problem of lack of funds and management experience, which makes more and more government departments turn to the private sector. Since the introduction of public goods to market. PPP model in -20s, it has been effectively implemented and developed rapidly in power, water supply, highway, rail transit, tunnel engineering and so on. It can effectively absorb private capital, promote the reform of public administration, and show great advantages in lightening the financial pressure and burden of the government, controlling the cost and so on. However, there are many problems in the application of PPP model in China: the lack of effective cooperation mechanism between public and private parties, stakeholders only pay attention to their own interests, can not reasonably share the risks and benefits. In the process of project operation, the lack of reasonable supervision makes the execution of contract more difficult, especially the monitoring of project performance is in a state of no rules to follow. How to evaluate the performance of PPP project reasonably. In the process of performance evaluation, taking into account the needs of various interests, improving the performance level in the process of project development, construction and operation has become an urgent problem to be solved. This paper first clarifies the research background and research significance, analyzes and summarizes the relevant scientific research results at home and abroad, and then the connotation and characteristics of public-private partnership projects. The organization type and operation mode are discussed. Then based on the theory of public goods, stakeholder theory, balanced scorecard theory. From the point of view of the project, the performance evaluation system of public-private partnership projects based on balanced scorecard is established, and the needs of various stakeholders are taken into account in the process of establishing the performance evaluation system. This paper puts forward the concept of evaluation subject and the strategic goal based on multiple interests. The concrete steps include the selection and determination of evaluation elements. This paper adopts the balanced Scorecard method from the project environment, financial ability, internal control management, interest parties satisfaction. Five dimensions of innovation and growth to establish a public-private partnership project performance evaluation index system, using chromatography analysis to determine the weight of PPP project performance evaluation index. The fuzzy comprehensive evaluation method is used to construct the performance evaluation model of public-private cooperative projects, and a case is given to demonstrate the concrete application of the evaluation system in practice.
