【摘要】：文化產業(yè),是21世紀的朝陽產業(yè),西方發(fā)達國家文化產業(yè)已成為國民經濟的支柱產業(yè)。我國文化產業(yè)起步較晚,但發(fā)展迅速。我國十八大報告提出“文化是民族的血脈,是人民的精神家園。全面建成小康社會,實現中華民族偉大復興,必須推動社會主義文化大發(fā)展大繁榮,興起社會主義文化建設新高潮,提高國家文化軟實力,發(fā)揮文化引領風尚、教育人民、服務社會、推動發(fā)展的作用�！笔舜髨蟾孢�提出“要增強文化整體實力和競爭力,推動文化事業(yè)全面繁榮、文化產業(yè)快速發(fā)展”,報告中還強調“促進文化和科技融合,發(fā)展新型文化業(yè)態(tài),提高文化產業(yè)規(guī)�；�、集約化、專業(yè)化水平”為我們指明了文化產業(yè)發(fā)展的新方向。文化建設已經成為我國工作的重心之一,而在文化產業(yè)的發(fā)展中政府如何發(fā)揮巨大的支持、推動作用,理清和完善政府在文化產業(yè)發(fā)展中角色,更是今后工作的重中之重。 上海一直是我國的經濟、金融、文化中心,更是我國現代文化產業(yè)的發(fā)源地,魯迅、張愛玲等大批文化名人都在上海生活、工作過。改革開放后,在上海市政府的大力支持下,上海文化產業(yè)更是發(fā)展迅猛,規(guī)模曰益壯大,而今文化產業(yè)已成為上海地區(qū)支柱產業(yè)之一。本文以上海政府在文化產業(yè)發(fā)展中所發(fā)揮的作用為研究切入點,運用新公共管理理論知識和文化產業(yè)理論相關知識,在分析上海文化產業(yè)發(fā)展的現狀的基礎上,探究和思考上海政府在上海文化產業(yè)發(fā)展中所發(fā)揮的作用及存在的問題,為上海市政府在文化產業(yè)的扶持、管理中應該如何更好的行使職能提出對策與建議。 本文共分為六章。在第一章緒論里,先是從選題背景、目的、創(chuàng)新點進行闡述,分析國內外研究現狀,最后闡述了本文的研究思路、方法和文章結構。 第二章上海文化產業(yè)發(fā)展現狀,主要介紹了文化產業(yè)的基本概念、分類與基本特征,總結了文化產業(yè)發(fā)展中政府作用的相關理論,重點是新公共管理理論和文化產業(yè)政策與文化產業(yè)管理理論。接著從文化產業(yè)規(guī)模、結構、文化基地、文化貿易等角度,分析了上海文化產業(yè)發(fā)展現狀。 第三章分析了上海政府在推進本市文化產業(yè)發(fā)展中所發(fā)揮的作用,重點從政府文化體制改革、提出文化產業(yè)發(fā)展戰(zhàn)略目標,制定和完善文化產業(yè)政策,調整文化產業(yè)結構,加快產業(yè)整合步伐,大力培育文化產業(yè)集團、加大對文化產業(yè)的資金扶持力度,積極推動稅改試點、為上海文化產業(yè)“走出去”提供平臺、推動國際合作交流,提高上海國際文化中心地位、培育和積極引進文化產業(yè)發(fā)展所需人才等方面進行闡述,闡明了上海政府在上海文化產業(yè)發(fā)展中所起的重要引導、推動作用。 第四章從文化體制、政策、資金、人才等方面分析了上海政府在文化產業(yè)發(fā)展和管理中的不足之處。 第五章中,筆者在前面章節(jié)論述的基礎上,提出了今后上海文化產業(yè)發(fā)展中政府部門應如何發(fā)揮職能作用的對策與建議。
[Abstract]:The cultural industry is the sunrise industry in twenty-first Century, the cultural industry in western developed countries has become a pillar industry of the national economy. The cultural industry in China started late, but rapid development. Eighteen report of China put forward the "culture is the nation's blood, is the spiritual home of the people. Building a well-off society and realize the great rejuvenation of the Chinese nation, we must to promote the development and prosperity of socialist culture, a new upsurge in socialist cultural development, improve the national cultural soft power, culture play a leading fashion, to educate the people, serve the society, promote the development of the role." the eighteen report also proposed to enhance the overall strength and competitiveness of culture, promote the prosperity of cultural undertakings, the rapid development of the culture industry ". The report also stressed that the promotion of cultural and technological integration, the development of new cultural formats, enhance the cultural industry scale, intensive, professional level" for us Pointed out the new direction of the development of the cultural industry. Cultural construction has become the focus of our work, and in the development of cultural industries in the government how to play a huge role in promoting, supporting, clarify and improve the role of government in the development of culture industry, is the priority among priorities for future work.
Shanghai has been China's economic, financial and cultural center, is the birthplace of China's modern cultural industry Lu Xun, Eileen Chang and many other cultural celebrities live in Shanghai, work. After the reform and opening up, in support of the Shanghai municipal government, Shanghai cultural industry is developing rapidly, the scale expands increasingly today, the cultural industry has become one of the pillar industries in Shanghai. The starting point for this study by the Shanghai government to play in the role of cultural industry development, the use of new public management theory and the theory of cultural industry related knowledge, based on the present situation of the development of cultural industry in Shanghai on the exploration and thinking of the government of Shanghai to play in Shanghai cultural industry development in the role and problems of Shanghai municipal government in the cultural industry, management should put forward countermeasures and suggestions on how to better exercise their functions.
This paper is divided into six chapters. In the first chapter, we first introduce the background, purpose and innovation of the topic, analyze the current research situation at home and abroad, and finally elaborate the research train of thought, method and structure.
The current situation of the development of cultural industry in Shanghai, the second chapter mainly introduces the basic concept of the cultural industry, classification and basic characteristics, summarizes the related theory of the role of government in the development of cultural industry, the focus is the new public management theory and the policy of cultural industry and cultural industry management theory. Then from the cultural industry scale, structure, culture base, cultural trade point of view, analyzes the current development of cultural industry in Shanghai.
The third chapter analyzes the Shanghai government in promoting the development of cultural industry in the city to play the role of government, mainly from the reform of the cultural system, puts forward the goal of cultural industry development strategy, establish and perfect the policy of cultural industry, cultural industry structure adjustment, accelerate the pace of industrial integration, great efforts to cultivate the cultural industry group, to increase the cultural industry financial support efforts to actively promote the tax reform pilot, to provide a platform for Shanghai cultural industry "going out", to promote international cooperation and exchanges, enhance the Shanghai international cultural center position, cultivate and actively introduce of culture industry development required personnel, clarifies the important guidance by the Shanghai government in Shanghai in the development of cultural industry promotion.
The fourth chapter analyzes the shortcomings of the Shanghai government in the development and management of cultural industry from the aspects of cultural system, policy, capital and talent.
In the fifth chapter, on the basis of the above chapters, the author puts forward the countermeasures and suggestions for government departments to play their functions in the future development of Shanghai's cultural industry.
