【摘要】：從20世紀(jì)80年代開始，西方國家開始了一場曠日持久的新公共管理改革運(yùn)動。在這次運(yùn)動中中，很多西方發(fā)達(dá)國家都采用了新的公共管理理念對警察部門進(jìn)行改革，其取得效果十分的顯著。比較而言，我國現(xiàn)行的警務(wù)管理體制建立的時(shí)間比較晚，是伴隨著傳統(tǒng)的政治體制的誕生才逐步發(fā)展和建立起來的，隨著社會的不斷發(fā)展，社會主義市場經(jīng)濟(jì)體制也在不斷的發(fā)展完善，舊的警務(wù)管理體制已經(jīng)不能夠滿足現(xiàn)實(shí)的需要，各種弊端正不斷的暴露出來。因此，為了跟上時(shí)代的步伐，我國警察部門的管理體制改革勢在必行。必須通過新的公共管理理念和方法的運(yùn)用，提高我國基層警務(wù)的績效管理水平，提高警察部門的運(yùn)行效率和執(zhí)法能力，以更好的服務(wù)群眾，維護(hù)社會秩序穩(wěn)定。 為此，沈陽市公安局通過引進(jìn)國外先進(jìn)的警務(wù)管理方法和理念，充分借鑒其成功經(jīng)驗(yàn)，并結(jié)合本身具體實(shí)際情況，提出了一套全新的警務(wù)管理模式——等級化管理，并且取得里立竿見影的效果。 本文的研究客體主要是基層警務(wù)的績效管理，換句話其實(shí)就是績效考核。通過績效考核方法的改革創(chuàng)新，提高其工作效率。本文通過一些與公共部門績效管理相關(guān)的理論知識，，對沈陽市公安局的等級化管理措施進(jìn)行全面的調(diào)查，了解相關(guān)情況，并對此進(jìn)行系統(tǒng)的分析和研究。通過分析研究后得出的一些結(jié)論和方法，對改善我國公安部門目前的管理狀況，在理論和實(shí)際上應(yīng)該都會有一定的幫助。 第一章，緒論，對與等級化管理有關(guān)的文獻(xiàn)理論進(jìn)行一個(gè)綜合性的論述，闡明本文的研究背景和研究意義，并把所采用的研究思路和研究方法明確的提出。 第二章，對等級化管理的內(nèi)容、組成要素和具體的運(yùn)行機(jī)制進(jìn)行詳細(xì)的闡述，解釋了等級化管理的具體概念，并且分析了其優(yōu)點(diǎn)。 第三章，具體分析了等級化管理在沈陽市公安局實(shí)施過程中實(shí)際情況，以及所取得的積極效果。 第四章，分析該模式在具體的實(shí)施運(yùn)用過程中存在的問題，比如說考核體系不科學(xué)，執(zhí)行不認(rèn)真，考核結(jié)果沒有得到重視等。 第五章，針對在第四章所指出的問，提出相應(yīng)的解決辦法，如優(yōu)化考核體系、重視內(nèi)外部的信息反饋、注重把獎罰與績效考核聯(lián)系起來、加強(qiáng)學(xué)習(xí)教育等。 第六章，對整篇文章進(jìn)行總結(jié)，并提出自己的展望。
[Abstract]:From the beginning of 1980s, western countries began a protracted new public administration reform movement. In this movement, many western countries have adopted the new concept of public management reform of the police department, the effect is very significant. In comparison, the establishment of China's current police management system relatively late time that is accompanied by the birth of the traditional political system was gradually developed and established, with the continuous development of society, the socialist market economic system is also in the unceasing development, the old police management system has not been able to meet the needs of the reality, all the disadvantages of being constantly exposed. Therefore, in order to keep pace with the times. It is imperative to reform the management system of the police department in our country. We must through the new public management ideas and methods, to improve the performance management of China's grass-roots police Level, improve the operation efficiency and law enforcement ability of the police department, so as to better serve the masses and maintain the stability of the social order.
Therefore, by introducing foreign advanced policing management methods and ideas, Shenyang Public Security Bureau has made full use of its successful experience and combined with its actual situation, and put forward a new set of policing management mode -- hierarchical management, and achieved immediate results.
The object of this study is mainly grass-roots police performance management, performance appraisal is actually words. Through reform and innovation performance evaluation methods, improve the work efficiency. In this paper, through some related public sector performance management theory, the Shenyang Municipal Public Security Bureau to conduct a comprehensive investigation of the level of understanding of the relevant management measures. In this regard, and systematic analysis and research. Some conclusions and methods through the analysis of China's public security department, to improve the current management situation, in theory and in fact there will be some help.
The first chapter, the introduction, makes a comprehensive discussion on the literature theory related to hierarchical management, clarifies the research background and significance of the study, and puts forward the research ideas and research methods adopted.
The second chapter elaborates the contents, elements and operation mechanism of hierarchical management, explains the specific concept of hierarchical management, and analyzes its advantages.
The third chapter, the concrete analysis of the actual situation in the implementation process of the hierarchical management in Shenyang Public Security Bureau and the positive results obtained.
The fourth chapter analyzes the problems in the implementation process of the model, for example, the assessment system is not scientific, the implementation is not serious, and the assessment results have not been valued.
The fifth chapter pointed out in Chapter fourth, the solutions are put forward, such as optimizing the evaluation system, pay attention to the feedback information inside and outside, pay attention to the reward linked to performance appraisal, strengthen the study and education.
The sixth chapter makes a summary of the whole article and puts forward its own outlook.
