【摘要】：水是生命之源,農(nóng)村的安全用水關(guān)系著社會(huì)的和諧,是政府解決農(nóng)村問題、建設(shè)小康社會(huì)和社會(huì)主義新農(nóng)村的一項(xiàng)重要舉措,農(nóng)村飲用水安全已成為社會(huì)和公眾日益關(guān)注的焦點(diǎn)。 我國農(nóng)村飲水工作以2005年為時(shí)間點(diǎn),2005年以前是以解決農(nóng)村群眾飲水困難為主要目標(biāo)的“解困飲水”,2005年以后則是為農(nóng)村群眾提供以更高標(biāo)準(zhǔn)的生活飲用水為主要目標(biāo)的“安全飲水”。安全飲水工作啟動(dòng)后國家投入了大量的人力、財(cái)力和物力,地方政府有條不紊逐步完成上級(jí)政府交給的農(nóng)村安全飲水相關(guān)的各項(xiàng)建設(shè)任務(wù),工程的建設(shè)解決了不少農(nóng)戶的吃水問題,得到了廣大群眾的好評(píng),可是在工程在運(yùn)營管理中卻出現(xiàn)了這樣或者那樣的困境。這些困境是怎樣產(chǎn)生的?如何才能讓這些安全飲水工程更好地發(fā)揮效益? 筆者在此篇論文中試圖用公共產(chǎn)品供給等相關(guān)理論去探索淅川縣農(nóng)村安全飲水運(yùn)營管理中困境出現(xiàn)的原因,并通過這些理論來試圖解決農(nóng)村安全飲水運(yùn)營中出現(xiàn)的這些困境。本文從多元供給的角度,對(duì)淅川縣農(nóng)村安全飲水的管理現(xiàn)狀進(jìn)行研究,筆者通過閱讀公共管理的相關(guān)專著、搜集浙川縣農(nóng)村安全飲水的統(tǒng)計(jì)數(shù)據(jù)資料,以及互聯(lián)網(wǎng)期刊文獻(xiàn)搜索等了解相關(guān)研究動(dòng)態(tài),然后進(jìn)行實(shí)地調(diào)查研究,最后從公共物品供給理論角度著眼提出對(duì)策和建議來改進(jìn)工作。 農(nóng)村安全飲水工程是一項(xiàng)公益性社會(huì)事業(yè),農(nóng)村安全飲水工程是關(guān)系到廣大人民群眾脫貧致富、改善農(nóng)村生活條件和社會(huì)穩(wěn)定的大事。通過本文的研究可以因地制宜地對(duì)搞好淅川縣的農(nóng)村安全飲水工作提出具體的對(duì)策建議,不僅對(duì)解決建好、管好每處農(nóng)村安全飲水工程,確保工程質(zhì)量和工程效益的長期發(fā)揮有著重要意義,而且對(duì)轉(zhuǎn)變政府職能實(shí)現(xiàn)政府的公共性,實(shí)現(xiàn)城鄉(xiāng)統(tǒng)籌發(fā)展有著深遠(yuǎn)戰(zhàn)略意義和現(xiàn)實(shí)意義。
[Abstract]:Water is the source of life , the safe water in the countryside is the harmonious of society , it is an important initiative of the government to solve the problem of the countryside , build a well - off society and the new socialist countryside , and the safety of rural drinking water has become the focus of the society and the public . China ' s rural drinking water works in 2005 as the time point . In 2005 , it was a " safe drinking water " aiming at solving the problem of drinking water in rural areas . After the operation of safe drinking water , a large amount of human , financial and material resources were put into the country , and the local government gradually completed various construction tasks related to rural safe drinking water delivered by the superior government . This paper tries to explore the causes of the predicament in rural safe drinking water operation in Xichuan county by means of relevant theories such as supply of public goods , and tries to solve these difficulties in rural safe drinking water operation through these theories . The rural safe drinking water project is a public welfare social undertaking , the rural safe drinking water project is the major event which is related to the people ' s livelihood and social stability . Through the research in this paper , the author puts forward concrete countermeasures and suggestions for the rural safe drinking water work in Xichuan county .
