【摘要】：現(xiàn)代服務(wù)業(yè)總量不斷的增長,社會(huì)投入急劇增加,公共服務(wù)體系的建設(shè)投入已經(jīng)成為政府收入投入重要組成。伴隨城市化要求,公共服務(wù)快速起步,成為新興行業(yè),服務(wù)領(lǐng)域不斷擴(kuò)寬。通過調(diào)研和訪問,本文通過對(duì)PZH市民卡服務(wù)體系創(chuàng)新入手,對(duì)過去和現(xiàn)在公共政務(wù)服務(wù)體系做研究分析,提出未來公共服務(wù)發(fā)展的創(chuàng)新看法。市民卡是由政府發(fā)放給市民用于辦理個(gè)人相關(guān)事務(wù)、享受政府公共服務(wù)的具有個(gè)人身份信息的實(shí)名制IC卡,可以實(shí)現(xiàn)政府公共服務(wù)、公用事業(yè)服務(wù)、商務(wù)服務(wù)和金融服務(wù)等四大類服務(wù)。據(jù)統(tǒng)計(jì),一般地級(jí)市政府部門發(fā)放有社�？�、住房公積金卡、公交卡等近十種卡證,預(yù)計(jì)還有文化教育、民政優(yōu)撫、人口計(jì)生等卡證要發(fā)放,在日常工作中,商業(yè)服務(wù)和金融服務(wù)等領(lǐng)域發(fā)放的卡證更多。這些卡證的發(fā)放,既不便于市民保管和使用,同時(shí)又增加了政府公共管理的成本和工作難度。因此通過本研究來完成PZH市民卡服務(wù)體系的研究。在進(jìn)行大量調(diào)查研究的基礎(chǔ)上,經(jīng)過科學(xué)合理的設(shè)計(jì),建立全新的解決方案,通過面向服務(wù)的基本架構(gòu)SOA基本思路和基本理論的學(xué)習(xí)對(duì)現(xiàn)代服務(wù)業(yè)公共服務(wù)板塊發(fā)展提出創(chuàng)新的規(guī)劃建議,并初步論證推廣價(jià)值,進(jìn)而為其他二三線城市推進(jìn)市民卡工程提供參考,意義重大。本文結(jié)合筆者在政府工作經(jīng)驗(yàn),對(duì)政府現(xiàn)代公共服務(wù)進(jìn)行探索,提出了通過PZH市政府向市民發(fā)放市民卡,從而建立現(xiàn)代化的公共服務(wù)體系和城市居民個(gè)人信息交換系統(tǒng),并為PZH市民卡管理機(jī)構(gòu)提供了創(chuàng)新性的運(yùn)營模式研究,對(duì)未來的發(fā)展進(jìn)行了分析和評(píng)價(jià)。
[Abstract]:The total amount of modern service industry continues to grow, the social investment increases sharply, the construction investment of the public service system has become an important component of the government revenue input. Become a new industry, service areas continue to expand. Through research and access, this paper through the PZH citizen card service system innovation, the past and present public affairs service system research and analysis. The citizen card is a real name IC card which is issued by the government to the public to handle personal related affairs and enjoy the government public service with personal identity information. Can realize the government public service, public utility service, business service and financial services and other four types of services. According to statistics, the general prefecture-level municipal government issued social security card, housing provident fund card. Public transport cards and so on nearly 10 kinds of cards, is expected to have education, civil administration, family planning and other card cards to be issued, in daily work, business services and financial services and other areas issued more cards. These card cards issued. It's not easy for citizens to keep and use. At the same time, it also increases the cost and difficulty of government public administration. Therefore, this study is to complete the research of PZH citizen card service system. On the basis of a large number of investigations and research, through scientific and reasonable design. Establish a new solution, through the basic service-oriented framework of SOA basic ideas and basic theory of the modern service sector development of public service sector to put forward innovative planning proposals, and preliminary demonstration of the value of promotion. And then for other secondary and third-line cities to promote the civil card project to provide a reference significance. This paper combined with the author's experience in the government work to explore the modern government public services. In order to establish a modern public service system and a personal information exchange system for urban residents, it is proposed to issue citizen cards to the citizens through the PZH municipal government. It also provides the innovative operation mode research for PZH citizen card management organization, and analyzes and evaluates the future development.
