【摘要】：近年來,湖南省在電子化政府建設(shè)方面取得了重大進展。全省電子化政府總體框架初步形成,統(tǒng)一網(wǎng)絡(luò)、整合資源、開發(fā)應(yīng)用、建設(shè)網(wǎng)站、政務(wù)公開等方面成效顯著。然而,在構(gòu)建電子化政府時,仍然有大量的問題需要思考和研究,如信息系統(tǒng)的互聯(lián)互通、信息公開的安全保密、公民的觀念和整體素質(zhì)等問題,都不同程地影響著湖南省電子化政府的建設(shè)與發(fā)展。由于地方政府能否積極推進電子化政府建設(shè),將直接關(guān)系到電子化政府建設(shè)的成敗和公共需求能否得到滿足。因此,分析探討我省電子化政府建設(shè)的現(xiàn)狀和存在的問題,提出解決問題的辦法和對策,對更好地建設(shè)電子化政府,充分發(fā)揮湖南省電子化政府在行政管理、公共服務(wù),資源共享、安全管理、法律監(jiān)督等方面的作用顯得十分必要。本文第一部分闡述了選題的背景和意義以及國內(nèi)外研究動態(tài)等內(nèi)容。第二部分對電子化政府的含義和特征進行了科學的闡述,并整理和闡析了新公共管理理論與政府改革、服務(wù)型政府理論,這些理論是研究電子化政府建設(shè)的必要理論基礎(chǔ)。同時,本部分還對電子化政府建設(shè)的基本內(nèi)容和必要性進行了分析,為電子化政府建設(shè)中存在問題的對策研究提供了理論依據(jù)。第三部分具體分析了湖南省電子化政府建設(shè)取得的成效、存在的主要問題以及產(chǎn)生這些問題的原因。論文的第四部分主要是借鑒國內(nèi)外一些國家和地區(qū)電子化政府建設(shè)的基本做法和成功經(jīng)驗。第五部分既立足于湖南省實際,又上升到和湖南省電子化政府建設(shè)情況相近的其他地方政府的一般情況,對如何轉(zhuǎn)變政府職能、開展宣傳培訓、完善法律法規(guī)、提高應(yīng)用效率、保障網(wǎng)絡(luò)安全,促進湖南省電子化政府的發(fā)展提出了既具體又具有一定普適意義的對策措施。
[Abstract]:In recent years, Hunan Province has made great progress in the construction of electronic government. The overall framework of electronic government has been initially formed, unified network, integration of resources, development and application, construction of websites. However, in the construction of electronic government, there are still a lot of problems to be considered and studied, such as the interconnection of information systems, the security and confidentiality of information disclosure. The concept and overall quality of citizens affect the construction and development of electronic government in Hunan Province in different ways. Because the local government can actively promote the construction of electronic government. It will be directly related to the success or failure of the construction of electronic government and whether the public needs can be met. Therefore, this paper analyzes the current situation and existing problems of the construction of electronic government in our province, and puts forward the methods and countermeasures to solve the problems. To better build electronic government, give full play to the electronic government in Hunan Province in administration, public services, resource sharing, security management. The first part of this paper describes the background and significance of the topic and the research trends at home and abroad. The second part of the meaning and characteristics of electronic government is described scientifically. Narrator. And the new public management theory and government reform, service-oriented government theory, these theories are the necessary theoretical basis to study the construction of electronic government. At the same time. This part also analyzes the basic content and necessity of the construction of electronic government. It provides a theoretical basis for the study of the problems existing in the construction of electronic government. The third part analyzes the effect of the construction of electronic government in Hunan Province. The main problems and the causes of these problems. The 4th part of the thesis is mainly to draw lessons from some countries and regions at home and abroad to build the basic practice of electronic government and successful experience. 5th part is based on Hunan Province. Actually. To the general situation of other local governments similar to the construction of electronic government in Hunan Province, how to change government functions, conduct propaganda and training, improve laws and regulations, improve application efficiency, and ensure network security. In order to promote the development of electronic government in Hunan Province, the author puts forward some countermeasures which are both concrete and universal.
