【摘要】：道路運(yùn)輸管理對改善道路行車條件、保障人車安全、滿足社會運(yùn)輸需求等具有重要的現(xiàn)實(shí)意義。因此,理性地應(yīng)對道路運(yùn)輸管理中存在的問題,尋找合理的解決問題的對策,對提升道路運(yùn)輸管理水平與能力至關(guān)重要。近年來,隨著哈爾濱市綜合運(yùn)輸體系的不斷建設(shè)和完善,城鄉(xiāng)道路運(yùn)輸一體化建設(shè)的不斷推進(jìn),哈爾濱市道路運(yùn)輸管理工作也出現(xiàn)了諸多新情況和新問題,這對道路運(yùn)輸管理部門也提出了新的管理要求,新的理念、思路、方法的出現(xiàn)也為道路運(yùn)輸管理問題的解決提供了可行的思路。道路運(yùn)輸行業(yè)涉及到多個相關(guān)行業(yè),存在的問題也有其相對的特殊性,本文試著從一般性的角度出發(fā)對各個行業(yè)存在問題進(jìn)行了總的梳理,并且從整體的角度提出了解決對策,這是本文研究的一大創(chuàng)新。本文的寫作思路是從公共管理的視角出發(fā),首先對道路運(yùn)輸管理的概念進(jìn)行了界定,明確了研究的方向和內(nèi)容,其次介紹了哈爾濱市的道路運(yùn)輸管理情況,分析了其道路運(yùn)輸管理過程中存在的問題以及成因,最后提出了解決哈爾濱市道路運(yùn)輸管理存在問題的原則和對策。
[Abstract]:The road transport management to improve road traffic conditions, ensure the safety of people and vehicles, has important practical significance to meet the transportation needs of society. Therefore, to rationally deal with the existing problems in the management of road transport, to find a reasonable countermeasures to solve the problem, is crucial to enhance the road transport management level and ability. In recent years, with the continuous construction of Harbin city comprehensive transportation system and improve the construction of the road transportation integration of urban and rural development, Harbin city road transport management work has also appeared in many new situations and new problems, the Department also puts forward the new requirements of the management of road transport pipe, new concepts, ideas, methods also provides a feasible way to solve the road transport management. Road transport industry involves many related industries, the problems also have relative particularity, this article tries from the general point of view Based on various industry problems of general combing, and from the overall point of the solution is put forward, which is a major innovation of this paper. The idea of writing this article is from the angle of public administration, firstly the concept of road transport management defines clearly the direction and content of research, secondly the road transport management in Harbin City, the author analyzes the existing problems in the process of road transportation management and the causes, finally puts forward some principles and Countermeasures to solve the problems of road transportation management in Harbin city.
