【摘要】：在構(gòu)建和諧社會(huì)的進(jìn)程中,對(duì)社會(huì)公平與公共服務(wù)體系進(jìn)行不斷完善是實(shí)現(xiàn)基本公共服務(wù)均等化的重要支撐力之一�；竟卜⻊�(wù)主要有社會(huì)保障、醫(yī)療衛(wèi)生、文化教育、公共基礎(chǔ)設(shè)施建設(shè)等,其中,社會(huì)保障直接與人民生存的問(wèn)題緊密聯(lián)系。所以,它是一項(xiàng)非常重要的的基本公共服務(wù),也是我國(guó)服務(wù)型政府在公共服務(wù)供給中的重要組成部分。因此,在我國(guó)實(shí)現(xiàn)基本公共服務(wù)均等化以及向服務(wù)型政府轉(zhuǎn)變的過(guò)程中,研究基層社會(huì)保障機(jī)構(gòu)的服務(wù)水平及其影響因素,是相當(dāng)必要的。本文以新公共管理理論,新公共服務(wù)理論,公共部門(mén)績(jī)效管理理論為支撐,構(gòu)建基于平衡計(jì)分卡理論的社保經(jīng)辦機(jī)構(gòu)服務(wù)能力理論模型和影響因素理論模型,提出四維服務(wù)能力與其五類影響因素之間關(guān)系的基本假設(shè)。采用分層整群隨機(jī)抽樣方法,對(duì)每個(gè)區(qū)縣其經(jīng)辦機(jī)構(gòu)人員等相關(guān)人員及參保人員進(jìn)行問(wèn)卷調(diào)查,運(yùn)用AMOS軟件對(duì)結(jié)構(gòu)方程模型及理論假設(shè)進(jìn)行檢驗(yàn),得出影響其服務(wù)能力的關(guān)鍵因素依次為：人力資源、行政文化、機(jī)構(gòu)建設(shè)、財(cái)力支持、內(nèi)部管理。提出可行性建議,以期提升社保經(jīng)辦機(jī)構(gòu)服務(wù)能力。
[Abstract]:In the process of building a harmonious society, social equity and public service system for continuous improvement is one of the important supporting force to achieve the equalization of basic public services. Basic public services are mainly social security, health care, culture and education, public infrastructure construction, the social security and people's survival problems directly linked. So, it is a very important basic public services, but also China's service-oriented government in the supply of public services is an important part. Therefore, in the process of our country to achieve the equalization of basic public services and service-oriented government in the factors of grassroots social security institutions on the service level and the influence is quite necessary. Based on the new public management theory, new public service theory, performance management theory in the public sector to support the construction of Balanced Scorecard theory based on the social security card processing Do service mechanism theory model and theoretical model of factors affecting the relationship between the four basic assumptions, service ability and the five kinds of influencing factors. By using stratified random sampling method, for each county the agency officers and other relevant personnel and the insured questionnaires, using AMOS software for structural equation model and theoretical hypothesis test, get the key factors which affect its ability to serve as follows: human resources, administrative culture, organization construction, financial support, internal management. Put forward feasible suggestions to improve the social security agencies service ability.
